Introduction to Special Edition:
Exopolitics and the Study of Public
Policy
This Special Edition
of the Exopolitics Journal brings together a unique collection of
articles that clarify the relationship between exopolitics and public
policy. In the first article, I examine the emerging discipline of
exopolitics from the perspective of how it fulfills a functional need
for the study of extraterrestrial life. Whether or not one accepts
evidence that extraterrestrial life is currently visiting Earth, there
is nevertheless the need for systematic study of the public policy
implications of possible extraterrestrial life.
This is exemplified
in the 1961 Brookings Institute study commissioned by NASA on behalf of
the U.S. Congress. Titled �Proposed Studies on the Implications of
Peaceful Space Activities for Human Affairs,� The Brookings Report
devoted several sections to discussing the public policy implications
of extraterrestrial life. Delivered to the U.S. Congress in April 1961,
The Brookings Report described the potential impact of extraterrestrial
life or �artifacts� being found on nearby planetary bodies. To date it
forms the most important available documentation that public policy
analysis of extraterrestrial has been conducted and is taken very
seriously by senior officials. Alternative terms such as �UFOlogy� or
�SETI� simply aren�t suitable for the emergence of a rigorous academic
study of the public policy implications of extraterrestrial life. Just
as the term �exobiology� has been increasingly used in biological
considerations of possible extraterrestrial life, so too
�exopolitics� fulfills a functional need for public policy
considerations regardless of ongoing debates over extraterrestrial
visitation.
In �Geo-Political
Considerations of the Roswell Cover-Up�, Douglas McClure, M.A., an
international relations expert and retired South African civil servant,
examines the public policy implications of the 1947 Roswell Crash.
Citing some of the most recent evidence to have emerged to validate the
crash of an extraterrestrial vehicle at
Roswell
,
New Mexico
,
McClure analyses its geo-political impact. He gives special attention
to how the aftermath of the crash affected the immediate post-WWII
emergence of the
U.S.
as the most powerful
nation on Earth. He analyses a number of documents and key policies
that outline the public policy choices by key leaders in successive
U.S.
administrations. He finally examines the evolving field of exopolitics and its impact for the study of geo-politics.
The third article by
British based researcher David Griffin, M.Sc., analyses the impact of
extraterrestrial life on global population reduction strategies. He
argues that such strategies may be fatally flawed by not accounting for
the extraterrestrial factor. According to
Griffin
,
there is reason to believe that extraterrestrial life considers planet
Earth and its inhabitants as genetically linked and as an investment to
be protected. He consequently suggests that there are a number of
advantages in seeking the assistance of off-planet civilizations in
dealing with a range of ecological problems.
Griffin
�s
paper outlines important public policy considerations for developing a
comprehensive strategy for dealing with population growth and the
ecology. He locates public policy issues associated with exopolitics
within the term �deep politics� advocated by Peter Dale Scott.
The next article is the final installment of Grant Cameron�s 2004
X-Conference. His paper gives helpful insights into some of the public
policy issues secretly handled by military departments and government
agencies. Initiatives undertaken during the Eisenhower, Nixon and
Carter administrations reveal some of the public policy decisions taken
regarding disclosure of extraterrestrial life is presented. Cameron
shows how media resources are used, when necessary, by the covert
agencies responsible for handling and �leaking� extraterrestrial
related information. He gives us more of an idea of how the �public
education� efforts secretly orchestrated by the CIA and cooperating
agencies since the Robertson Panel has been historically handled.
Alex Collier�s final
installment of his previously unpublished 2002 lecture is the fifth
article in this Special Edition. He reveals more information about
galactic history and the way in which some extraterrestrial
civilizations have colonized the Earth and established their own
Edens
in distinct areas. The efforts of some extraterrestrials to subvert and
take over other worlds is also highlighted, as is the need for humanity
to deal wisely with different civilizations visiting Earth. His 2002
outlines some of the public policy issues that emerge from the history
of extraterrestrial intervention on Earth.
The final article is
the 2008 Earth Transformation Conference presentation by Bolivian
contactee, Luis Fernando Mostajo. Luis described his experiences of
being taken off planet by extraterrestrials who used a teleportation
device to transfer him to Ganymede, one of the moons of Jupiter. He
also described experiences of meeting with Ascended Masters and being
physically taken to an ancient civilization hidden under
Lake Titicaca
.
Luis startling revelations were one of the conference highlights and
you can capture some of the magic of his presentation through this

Finally,
consideration of public policy issues concerning extraterrestrial life
would be incomplete without mentioning the Galactic Freedom Day
Initiative taking place on 8/8/08. On that auspicious day that marks
the start of the 2008 Olympic Games, a global positive intention
exercize will be conducted whereby all secret agreements concerning
extraterrestrial life are declared Null and Void. As articles in this and earlier editions of the Exopolitics Journal
make clear, there have been a number of �official� agreements reached
concerning extraterrestrial life and technology. Some of these
agreements have even emerged from direct negotiations with
extraterrestrials. None of these agreements have been publicly
revealed, let alone ratified in ways consistent with constitutional
processes. The Exopolitics Journal is proud to announce that it
