\nanomalies reveal over one trillion U.S. dollars annually is being
\nsiphoned by the CIA into the DoD for secret distribution to various
\nmilitary intelligence agencies and corporate contractors, and the \u2018deep
\nblack\u2019 programs they support. Such siphoning, with dubious
\nconstitutional status, is made legal by various Congressional
\nenactments, senior Congressional officials, and the Executive Office.
\nThe size of the black budget, the secrecy surrounding it, the extent
\nsenior Federal officials and agencies go to in targeting individuals
\nand companies threatening to reveal where Congressional appropriations
