Biden Jr.\">Joseph R. Biden Jr.<\/a><br \/>\nsaid Saturday, in a signal that the post-cold-war tensions that have<br \/>\nflared recently between Washington and Moscow could continue into the<br \/>\nnew Obama administration.<\/p>\n<p>But Mr. Biden did not say whether the administration would move<br \/>\nforward with a plan to place the system in Eastern Europe, which had<br \/>\nbeen the core of recent tensions. He also offered conciliatory words,<br \/>\nsaying, &quot;It is time to press the reset button, and to revisit the many<br \/>\nareas where we can and should be working together with <a href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/russiaandtheformersovietunion\/index.html?inline=nyt-geo\" target=\"_blank\" title=\"More news and information about Russia and the Post-Soviet Nations.\">Russia<\/a>.&quot;<\/p>\n<p>The highly anticipated speech, seen as the first major outline of<br \/>\nthe new administration&#39;s relations with the world, came just days after<br \/>\nKyrgyzstan&#39;s president announced a decision to close a United States<br \/>\nbase there that is crucial to the war in Afghanistan, which Mr. Obama<br \/>\nhas made his biggest foreign policy priority. The announcement was made<br \/>\nin Moscow, and many American officials concluded that the Russians had<br \/>\npressured Kyrgyzstan as part of their campaign to reassert control over<br \/>\nformer Soviet republics. <\/p>\n<p>It was unclear on Saturday if Mr. Biden&#39;s statements on missile<br \/>\ndefense were meant to suggest that the Obama administration had decided<br \/>\nto continue some of the Bush administration&#39;s tougher stands on Russia<br \/>\nor were part of a bargaining strategy. Russian cooperation is<br \/>\nconsidered important to American attempts to stop both <a href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/iran\/index.html?inline=nyt-geo\" target=\"_blank\" title=\"More news and information about Iran.\">Iran<\/a> and North Korea from continuing with their nuclear programs. <\/p>\n<p>In recent weeks, Russia&#39;s leaders have also sent mixed messages: offering kind words about <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/o\/barack_obama\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about Barack Obama.\">President Obama<\/a>,<br \/>\nthen suggesting that the United States would need to do more to win<br \/>\nRussia&#39;s support \u2014 including addressing complaints about American plans<br \/>\nto expand <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/n\/north_atlantic_treaty_organization\/index.html?inline=nyt-org\" target=\"_blank\" title=\"More articles about the North Atlantic Treaty Organization.\">NATO<\/a> and ending plans for the missile defense system that the Bush administration had been pursuing.<\/p>\n<p>President Bush had said that the system, which would include sites<br \/>\nin Eastern Europe, was needed to defend against countries like Iran,<br \/>\nbut Russia has always seen it as a way of countering its own arsenal. <\/p>\n<p> Mr. Biden also rejected the notion of a Russian sphere of influence<br \/>\nand said that Mr. Obama would continue to press NATO to seek &quot;deeper<br \/>\ncooperation&quot; with like-minded countries. &quot;We will continue to develop<br \/>\nmissile defenses to counter a growing Iranian capability, provided the<br \/>\ntechnology is proven and it is cost-effective,&quot; Mr. Biden said. <\/p>\n<p>His wording virtually echoed the stance on missile defense that Mr.<br \/>\nObama took during the presidential campaign, but was notable because<br \/>\nMr. Biden did not announce a strategic review of the issue, which<br \/>\nadministration officials had considered as a way to defuse tensions<br \/>\nbetween Washington and Moscow. <\/p>\n<p>Although his language was tempered, Mr. Biden also said, &quot;We will not agree with Russia on everything.&quot;<\/p>\n<p> &quot;For example, the United States will not recognize Abkhazia and<br \/>\nSouth Ossetia as independent states. We will not \u2014 will not \u2014 recognize<br \/>\nany nation having a sphere of influence. It will remain our view that<br \/>\nsovereign states have the right to make their own decisions and choose<br \/>\ntheir own alliances.&quot;<\/p>\n<p>Mr. Biden&#39;s speech came a day after Deputy Prime Minister <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/i\/sergei_b_ivanov\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about Sergei B. Ivanov.\">Sergei B. Ivanov<\/a><br \/>\ntold the same group that Moscow would not deploy its own missiles on<br \/>\nthe Polish border if the United States reviewed its missile defense<br \/>\nplan. <\/p>\n<p>But any chance for a rapprochement between the United States and<br \/>\nRussia at this conference all but evaporated, foreign policy experts<br \/>\nsaid, after the announcement on the Kyrgyz base. Mr. Obama plans to<br \/>\nsend as many as 30,000 additional troops to Afghanistan over the next<br \/>\ntwo years; shaky overland supply routes through Pakistan would make it<br \/>\ndifficult for the United States to adjust to the loss of the base, in<br \/>\nManas, Kyrgyzstan.<\/p>\n<p>Mr. Biden also talked about Iran, suggesting that the administration<br \/>\nwas both willing to be more conciliatory than Mr. Bush&#39;s, but also was<br \/>\nwilling to continue his tough policies if necessary. &quot;We are willing to<br \/>\ntalk to Iran,&quot; Mr. Biden said, in a departure from the Bush<br \/>\nadministration. But Mr. Biden quickly tacked back to a refrain common<br \/>\nduring the last years of the Bush presidency, and spoke of offering<br \/>\nIran&#39;s leader a choice: &quot;Continue down your current course and there<br \/>\nwill be pressure and isolation; abandon the illicit nuclear program and<br \/>\nyour support for terrorism and there will be meaningful incentives.&quot;<\/p>\n<p>In an interview at the conference, Konstantin Kosachev, chairman of<br \/>\nthe international affairs committee in the Russian Parliament, said he<br \/>\nwelcomed Mr. Biden&#39;s comments about &quot;a need to listen to partners,&quot; as<br \/>\nopposed to President Bush&#39;s approach &quot;that everything is already<br \/>\npredecided, everything is clear and should be done the way the American<br \/>\nadministration thinks about it,&quot; which would make it easier to reach<br \/>\nagreement on many issues &quot;including the antimissile dispute.&quot;<\/p>\n<p>Mr. Biden&#39;s speech was the highlight of a security conference that<br \/>\nattracted a host of global leaders and diplomats, most of whom seemed<br \/>\nprimed to hear how the United States and its new leadership viewed the<br \/>\nworld. They erupted into applause when Mr. Biden walked onto the stage.\n<\/p>\n<p>But for all the talk of a new era in relations between the United<br \/>\nStates and the world, old sores remained, and with no sign of healing<br \/>\nsoon. &quot;Let&#39;s be frank about it, there&#39;s more and more distrust between<br \/>\nthe <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/e\/european_union\/index.html?inline=nyt-org\" target=\"_blank\" title=\"More articles about the European Union.\">European Union<\/a> and Russia,&quot; President <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/s\/nicolas_sarkozy\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about Nicolas Sarkozy\">Nicolas Sarkozy<\/a> of France said.<\/p>\n<p>It was at this security conference two years ago when the new<br \/>\ntension between the United States and Russia leapt to the fore when <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/p\/vladimir_v_putin\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about Vladimir V. Putin.\">Vladimir V. Putin<\/a>, then Russia&#39;s president, lashed out against the United States over its use of force. On Saturday, Chancellor <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/m\/angela_merkel\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about Angela Merkel.\">Angela Merkel<\/a><br \/>\nof Germany struck a conciliatory note. &quot;It is in our interest to<br \/>\nincorporate Russia in this new security architecture,&quot; she said. <\/p>\n<p>On Friday, <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/l\/ali_larijani\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about Ali Larijani.\">Ali Larijani<\/a>, the speaker of Iran&#39;s Parliament, said that Mr. Obama&#39;s decision to send <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/m\/george_j_mitchell\/index.html?inline=nyt-per\" target=\"_blank\" title=\"More articles about George J. Mitchell.\">George J.
