\nPanetta in his upcoming position as Director of Central Intelligence is
\nexpected to be more than just a dependable ally for President-Elect
\nObama in the tough world of national intelligence. As the former
\nDirector of the Office of Management and Budget (1993-1994) and Chief
\nof Staff to President Clinton (1994-1997), Panetta brings much
\nexecutive office experience and mental toughness. He will need all that
\nand more to force the CIA to disclose its X-Files on UFOs and
\nextraterrestrial life.<\/p>\n
The Woolsey\u2019s CIA subordinates refused to give him Panetta\u2019s A major challenge As
\nlast time a democratic administration recruited an outsider to head the
\nCIA and pry open its secrets resulted in dismal failure. <\/strong>James
\nWoolsey lacked the experience and mental toughness to get the CIA to
\nrelease its X-Files. Woolsey admitted privately that he had approached
\nthe CIA to reveal its secret files on UFOs but was denied access. Woolsey said<\/a>:
\n"You know, they are treating me like a bag-man, that goes up to Capitol
\nHill, gets their 30 billion dollars for the intelligence community, and
\nbrings it back. You know I really don\u2019t know anything that\u2019s going on
\nthat\u2019s sensitive."<\/p>\n
\naccess to UFO information and used many forms of subterfuge to
\nfrustrate his efforts. According to one senior national security official,<\/a>
\nWoolsey \u201cwas too trusting, and that made him easy prey. He wasn\u2019t ready
\nfor people lying to him when he was loyal to them." Woolsey ultimately
\nfailed in getting the CIA to reveal anything more than a sanitized
\nreport of public sightings of UFOs released in 1996 that was titled:
\nthe "CIA\u2019s Role in the Study of UFOs, 1947-1990." <\/p>\n
\nstint as Clinton\u2019s Chief of Staff indicates that he has the mental
\ntoughness to take on a vast intelligence bureaucracy that is skilled in
\ndeception, and denying \u2018intelligence outsiders\u2019 access to the CIA\u2019s
\nX-Files.<\/strong> Panetta will need to identify key subordinates in the
\nCIA who have the keys to the CIA\u2019s X-Files. Career officers like
\nStephen Kappes a 27 year agency veteran who became Deputy Director for
\nOperations in 2004, and is currently Deputy Director of the CIA, will
\nundoubtedly have access. Kappes will need to be pressured by Panetta to
\nturn over the keys and disclose what he knows.<\/p>\n
\nfor Panetta and Obama will be the support for Kappes from Senator Diane
\nFeinstein, the incoming Chair for the Senate Select Committee for
\nIntelligence. Feinstein\u2019s initial support<\/a> for Kappes promotion to CIA Director suggests that she will be a major Congressional backer of intelligence insiders. <\/p>\n
\nsomeone who grew up as a Haoli (Hawaiian term for \u2018outsider\u2019) in
\nHonolulu, President Elect Obama understands the need for confronting
\nthose within the CIA that wish to deny access to \u2018Haolis\u2019 appointed to
\nthe CIA. Obama has done very well to appoint an individual with the
\nnecessary mental toughness to be the CIA Director and confront the CIA
\nbureaucracy. Panetta is not going to be satisfied in merely being the
\nCIA\u2019s bag man to the U.S. Congress.<\/p>\n
