Part Two \u2013 Exopolitics & Extraterrestrial Disclosure since the Year 2000<\/strong><\/p>\n\nAs a meme or social thought form, the Exopolitics model is now driving public policy
\nregarding governmentally classified programmes, observations, surveillance, and
\nfiles of Extraterrestrial-related phenomena. Since the year 2000, governments from
\nvarious regions of the Earth have begun to release formerly secret files and make
\npublic statements regarding reports of unexplained UFOs (Unidentified Flying Objects)
\nwhich may be Extraterrestrial space craft or terrestrial craft based on Extraterrestrial
\ntechnology, known as ARVs (Alien Reproduction Craft). Likewise, former government
\nofficials, space experts, pilots and other officially-sanctioned observers have
\nalso come forward to disclose their own experiences and testimony regarding the
\npresence of Extraterrestrial civilisations on Earth.<\/p>\n
\nOn May 9, 2001, a group of witnesses from over 100 high-level governmental, political,
\nmilitary-intelligence witnesses \u2013 a number of whom are here at the X-Conference
\n– to the presence of Extraterrestrial civilisations on Earth stated their testimony
\nat a Disclosure Project press conference in Washington, DC. Dr. Carol Rosin of the
\nInstitute for Cooperation in Space (ICIS) testified as to Dr. Wernher von Braun\u2019s
\nwhistleblower revelations of a possible false flag \u201cWar Against the Evil ETs\u201d that
\nwould be simulated by the U.S. military-intelligence in order to perpetuate the
\npermanent war economy and the Extraterrestrial truth embargox<\/p>\n
\nOn May 11, 2004, the Mexican Department of Defense released secret Extraterrestrial
\ncraft sighting reports.xi On May 20, 2005, the Brazilian Air Force released classified
\nExtraterrestrial and UFO reports to researchers.xii Concurrently, Peru and Chilexiii
\n(and other nations) have also released secret Extraterrestrial craft reports.xiv<\/p>\n
\nOn September 25, 2005, Hon. Paul Hellyer, former Minister of Defence and Deputy
\nPrime Minister of Canada, declared that \u201cUFOs are as real as the planes over your
\nhead.\u201d Hellyer warned, "The United States military are preparing weapons which could
\nbe used against the aliens, and they could get us into an intergalactic war without
\nus ever having any warning.\u201dxv Mr. Hellyer also states he would like \u201cto see what
\n(Extraterrestrial) technology there might be that could eliminate the burning of
\nfossil fuels within a generation … that could be a way to save our planet."xvi<\/p>\n
\nIn early March 2007, former Arizona Governor Fife Symington recanted public shortly
\nafter the 10th anniversary of the Phoenix Lights and stated on national television
\nthat he had witnessed a 2 mile-wide Extraterrestrial spacecraft sighted by over
\n10,000 persons as it glided silently over Phoenix, AZ on March 13, 1997.xvii On
\nNovember 12, 2007, James Fox and Leslie Kean of the Coalition for Freedom of Information
\nbrought together a Washington, DC National Press Club panel – moderated by Fife
\nSymington – of high-level witnesses of what some described as Extraterrestrial craft
\nand phenomena. These included retired a Generals; pilots, and former government
\nofficials in a press conference patterned on the Disclosure Project press conference
\nof May 9, 2001.xviii<\/p>\n
\nOn March 22, 2007, the French Space Agency announced it was making public its secret
\nfiles on possible Extraterrestrial sightings at www.cnes-geipan.fr. The New Scientist
\nreports: \u201cOf the 1600 cases registered since 1954, nearly 25% are classified as
\n\u2018type D\u2019, meaning that \u2018despite good or very good data and credible witnesses, we
\nare confronted with something we can't explain.\u201dxix On May 2, 2007 the U.K. Ministry
\nof Defence announced it was releasing up to 7200 secret Extraterrestrial sightings
\nfiles going back to 1967, collected by DI55, a secret unit within the Ministry of
\nDefence.\u201dxx<\/p>\n
\nExopolitics & Extraterrestrial Experiencers<\/p>\n
\nIn 2006, Extraterrestrial experiencer Jim Spark\u2019s account of his 18 year conscious
\ninteraction with a specific Extraterrestrial species was published. Sparks account,
\nwhose experiences were vetted by competent scholars like the late Dr. John Mack
\nof the John Mack Institute at Harvard University, reads like the anthropology field
\nnotes of a great discoverer. His account documents Spark\u2019s unique recall of an Extraterrestrial
\ncivilisation\u2019s human genetic-farming and educational outreach (aka \u201cAbduction\u201d)
\nprograms, as well as Sparks first hand witnessing of time travel teleportation technology
\n(originally meant to solve humanity\u2019s urgent environmental problems) apparently
\ntransferred by the same Extraterrestrial (or time-traveling) civilisation to the
\nU.S. Government, which has misused it for military-political purposes. Speaking
\nthrough Jim Sparks account, this specific Extraterrestrial civilisation give us
\nan important public policy message: Public disclosure and sharing in this vital
\nadvanced technology can come about through a South Africa-style Truth Amnesty process
\ncovering the criminal acts accompanying the 60 year public embargo of this advanced
\ntechnology. Sparks account is a work of importance to Exopolitics and to our human
\nfuture.xxi Sparks account is also congruent with accounts of whistleblowers from
\nsecret U.S. government Extraterrestrial (or time-traveler)-human liaison programs.xxii<\/p>\n
\nExopolitics: Extraterrestrial Interventions & the Context Communication Theory<\/p>\n
\nThe Context Communication Theory of Extraterrestrial Communications, which this
\nauthor developed in 1974,xxiii holds that UFO Encounters and Extraterrestrial encounters
\nare symbolic communications from a higher intelligent species \u2013 or a different intelligent
\nspecies \u2013 to our human species. An analogy is that of a dream, which is a communication
\nfrom one\u2019s unconscious mind to the conscious mind, often in symbolic and multi-dimensional
\nformat. One uses a dream dictionary, for example, to interpret dreams. Similarly,
\ngenuine Extraterrestrial interventions or encounters can be interpreted as symbolic,
\nmulti-dimensional communications to the human community from a higher intelligent
\nsource. The Swiss psychologist Carl Jung referred to this symbolic aspect of UFOs
\nwhen in his pioneering work \u201cFlying Saucers\u201d he called them UFOs \u201cMandalas\u201d or archetypal
\ndevices for raising human consciousness.<\/p>\n
\nA major Extraterrestrial Intervention and UFO Sighting took place at Chicago, Illinois
\n(USA) O'Hare on November 7, 2006. This date was Mid-Term Election Day in the USA,
\nthe date in which the Neo-conservatives lost control of both houses (U.S. Senate
\n& House of Representatives) in the U.S. Congress. Prior to this date, it appeared
\nas though the US under the administration was head toward an internal police state,
\nas key legislation such as the Military Commissions Act has been passed and signed
\nunder which U.S. citizens could be designated as enemy combatants for the first
\ntime since the U.S. Civil War.<\/p>\n
\nReports indicated that \u201cat approximately 4:30 p.m on Tuesday November 7, 2006, federal
\nauthorities at Chicago O'Hare International Airport received a report that a group
\nof twelve airport employees were witnessing a metallic, saucer-shaped craft hovering
\nover gate C-17. According to eyewitness reports, the strange object was first spotted
\nby a ramp employee who was \u2018pushing back\u2019 United Airlines flight 446 which was departing
\nChicago for Charlotte, North Carolina. The ramp worker then apprised the flight
\ncrew of UA446 of the existence of the spinning, metallic object above their aircraft,
\nand it is believed that both the pilot and co-pilot of this aircraft also witnessed
\nthe object at that time.\u201d According to John Hilkevitch of the Chicago Tribune in
\nan interview on CNN's 'Glenn Beck' Program: "The disk was visible for approximately
\ntwo minutes and was seen by close to a dozen United Airlines employees, ranging
\nfrom pilots to supervisors, who heard chatter on the radio and raced out to view
\nit." The Chicago O'Hare airport UFO story was reported in a straightforward fashion
\nby various major mainstream media groups such as CNN, CBS, MSNBC, Fox News, Chicago
\nTribune, and National Public Radio.xxiv A United Airlines pilot came up to me after
\nthe 2007 ECETI Conference and stated that he had flown into United Gate C-17 many
\ntimes, and that the airlines ground personnel there would have reported the event
\naccurately.<\/p>\n
\nSeveral dimensions of meaning emerge from decoding the Chicago O\u2019Hare UFO Sighting
\nas an Extraterrestrial Context Communication in the same way that a psychotherapist
\nmight interpret a dream, for example.<\/p>\n
\nTiming – November 7, 2006 was Mid-term Election Day in the USA, and the day the
\nNeo-Conservative wing of the Republican Party (the party most identified with the
\npermanent war economy; the 9\/11 False Flag Operation; the George W. Bush Administration;
\nand the Extraterrestrial Truth embargo) lost control both houses of Congress.<\/p>\n
\nThe UFO Sighting on this date may be high-lighting a turning point in the information
\nwar against the Extraterrestrial Presence, as well as in the struggle against a
\ndomestic police state about to be put in place through Patriot Acts I and II, the
\nMilitary Commissions Act, and an anticipated False Flag Operation on U.S. soil by
\nthe Bush-Cheney administration.<\/p>\n
\nThe Chicago O\u2019Hare craft sighting may also be a communication about the important
\nsignificance of the democratic Electoral process in our planetary transformation,
\nas to how and how human civilisation can become more like advanced, ethical Extraterrestrial
\ncivilisations \u2013 i.e. participatory, democratic, and peaceful.<\/p>\n
\nLocation – The Chicago O\u2019Hare UFO sighting was symbolic also because of its location.
\nChicago O\u2019Hare is not only the USA\u2019s busiest airport, and Chicago the USA\u2019s premier
\n\u201cpolitical\u201d Democratic city. It is also the headquarters of Sen. Barack Obama and
\nthe hometown of Sen. Hillary Clinton, two of the principal candidates in the U.S.
\npresidential campaign who have gone on to awaken the U.S. body politic after an
\nextreme attack on domestic constitutional rights following the 9\/11 False Flag operation.
\nThe intelligence is signaling to the permanent war economy and to the population
\nalike a very profound Exopolitical symbolic message in an archetypal format.<\/p>\n
\nExopolitics & the 2008 U.S. Presidential Campaign<\/p>\n
\nThe Exopolitics model has impacted crucial aspects of what contenders for the U.S.
\nPresidency revealed about their activities and policies concerning Extraterrestrials.
\nThis is a key development, as the U.S. government has not yet begun to confirm any
\nclassified programmes for liaison with, observation of, surveillance of, or armed
\nconflict against Extraterrestrial civilisations.xxv<\/p>\n
\nFor the first time since the 1976 U.S. Presidential campaign between President Jimmy
\nCarter (Democrat) and former President Gerald R. Ford (Republican), the 2008 U.S.
\nPresidential campaign became a significant venue for the expression of policy statements
\nby the candidates along a spectrum of positions. Some of the candidates simply expressed
\npuzzlement by UFOs, or stated that they had not seen a UFO.<\/p>\n
\nThe first to make a substantive policy statement was Gov. Bill Richardson (Dem-N.M.),
\nnow no longer in the race. This author helped brief a Dell Inc employee who asked
\nGov. Bill Richardson (Dem \u2013 N.M.) at an Oct. 26, 2007 Dell Inc. town hall meeting
\nif he would pursue Extraterrestrial disclosure if elected U.S. President. When asked
\nabout the reported Roswell, N.M. crash landing of an Extraterrestrial craft in 1947
\n(still classified by the U.S. government), Gov. Richardson stated: "I remember I
\nhad my constituents ask me. I was the congressman and I said, 'Well,Department of
\nDefense, Los Alamos labs, what is this? What is the data you have?' " he said. "Oh,
\nit's classified" was the response, he said. "That ticked me off." "I've been in
\ngovernment. I've been in the Cabinet. I've been in the Congress," he said. "And
\nI've always felt the government doesn't tell the truth as much as it should on a
\nlot of issues." "Sure," he said with a broad grin. "I'll work with you on that."xxvi<\/p>\n
\nFour days later, Rep. Dennis Kucinich (Dem. \u2013 Ohio) became yet another candidate
\nto publicly discuss the Extraterrestrial issue. At a televised debate of Democratic
\ncandidates on Oct. 30, 2007, Rep. Dennis Kucinich (Dem-Ohio) was asked whether author
\nShirley MacLaine\u2019s account of his having seen \u201cgigantic triangular craft, silent,
\nand observing him. It hovered, soundless, for 10 minutes or so, and sped away with
\na speed he couldn't comprehend\u201d was correct.xxvii Kucinich replied that he had seen
\na UFO, but would not confirm the details publicly either at the debate or in questioning.
\nNor did Kucinich engage the press in 2007 in a public policy discussion on Extraterrestrial
\nissues. Kucinich had been briefed on Exopolitical issues by at least one leading
\nExopolitical expert in 2007. Two witnesses who were with Kucinich on the date of
\nhis reported sighting have since confirmed his experience as well.xxviii<\/p>\n
\nNeither of the two leading Democratic candidates, Sen. Barack Obama (Dem-Ill.) and
\nSen. Hillary Clinton (Dem. \u2013 N.Y.), has chose to state a public position on Extraterrestrial
\npolicy as of this writing. In the Oct. 30, 2007 debate in which Rep. Dennis Kucinich
\nwas asked about his UFO sighting, Sen. Obama \u2013 who has proposed canceling the U.S.
\nMoon-Mars Challenger programme for 5 years – deflected away a question about his
\nopinion of intelligent life in elsewhere Universe by stating that his first obligation
\nwould be to tend to life here on Earth. Hillary Clinton\u2019s position as the Clinton
\nWhite House policy principal on Extraterrestrial matters became public knowledge
\nthorough a Freedom of Information Act (FOIA) release on Nov. 2, 2007. Yet, the Clinton
\nPresidential Library on Dec. 6, 2007 opposed the Freedom of Information Act release
\nof Hillary Clinton\u2019s notes and records relating to her participation in the Laurence
\nRockefeller Initiative on Extraterrestrial Intelligence during the Clinton administration.xxix<\/p>\n
\nCanadian researcher Grant Cameron, who has maintains websites dedicated to Hillary
\nClinton\u2019s and to U.S. President\u2019s ET\/UFO history, states that he has traced the
\nClinton\u2019s interest in Extraterrestrial issues and UFOs to a UFO encounter which
\na member of the Clinton family had in Arkansas prior to Bill Clinton becoming President.
\nOn April 30, 2008, Hillary Clinton\u2019s long history as the prime coordinator of Exopolitical
\ninformation in the Clinton White House during 1993-1996 was documented in an Open
\nLetter to Hillary Clinton by researcher Stephen Bassett, director of the Extraterrestrial
\nPhenomena Political Action Committee (X-PPAC) of Washington, DC.xxx<\/p>\n
\nJapan: An Exopolitics Trial Balloon<\/p>\n
\nLikewise, the Exopolitics model is now driving Japan, the first Earthly government
\nin the 21st Century to have articulated trial balloons of a positive public policy
\ntowards Extraterrestrial civilisations. Perhaps the most remarkable display of public
\ngovernmental Exopolitical policy discussion in the 21st Century occurred in Japan
\nduring the week of December 17-20, 2007. Coincidentally, this author was in Japan
\nat the invitation of a non-governmental organisation in Exopolitical consultations
\nduring the week of Dec. 17-20, 2007 on the subject of Extraterrestrial Policy and
\nEarth Changes.<\/p>\n
\nOn Dec. 18, 2007, key members of the Japanese cabinet and the opposition parties
\nbegan a public discussion on policy towards Extraterrestrials that was widely reported
\nin the Japanese and international media. Opposition Democratic Party of Japan MP
\nRyuji Yamane questioned as to why the government of Japan was not researching UFOs
\nor preparing a response if UFOs were to fly over Japan, and who alluded to "frequent
\nreports of UFO sightings." The first Japanese government official to respond was
\nChief Cabinet Secretary Nobutaka Machimura. His official statement noted the government
\nhad "not confirmed sightings of unidentified flying objects believed to be from
\nouter space." Still, "I definitely believe they exist," Machimura said.xxxi<\/p>\n
\nAt a subsequent news conference, Japanese Defence Minister Shigeru Ishiba issued
\nwhat could be considered the most positive public statements about Extraterrestrial
\nlife since the 1978 United Nations resolution. “There are no grounds for us to
\ndeny there are unidentified flying objects and some life-form that controls them,''
\nIshiba said. “Few discussions have been held on what the legal grounds are'' for
\na military response.<\/p>\n
\nIn effect, Ishiba went on to state that under the terms of Japan\u2019s pacifist constitution,
\nif Extraterrestrials were to land in peace, there would be no legal grounds on which
\nJapan could attack them. “If they descended, saying `People of the Earth, let's
\nmake friends,' it would not be considered an urgent, unjust attack on our country,''
\nhe said. “How can we convey our intentions if they don't understand what we are
\nsaying?''xxxii<\/p>\n
\nThe position of the Minister of Defense of Japan is in sharp contrast to the information
\nwar that the permanent war economy have been carrying out against the ethical advanced
\nExtraterrestrial presence since the early 1950s.xxxiii<\/p>\n
\nExopolitics: 2008 Extraterrestrial Interventions & \u201cOpenness\u201d Disclosure Management<\/p>\n
\nIn 2008, there appears to have developed a meaningful, though as yet officially
\nunacknowledged, correlation in between major Extraterrestrial Interventions, and
\nsubsequent reported Disclosure Management events by major powers involved in Exopolitical
\naffairs, such as the United Nations, U.S. Naval Intelligence, leading Western bloc
\nUN Member Nations such as the UK and France, and perhaps the longest standing Disclosure
\nManagement agency \u2013 the Vatican.<\/p>\n
\nExopolitics & the United Nations<\/p>\n
\nThe year 2008 began with disputed reports of an unusual February 12, 2008 off-the-record
\nbriefing at the United Nations headquarters in New York of high-ranking UN officials
\nand Members Nation delegations by a credible military attach\u00e9.xxxiv There are conflicting
\nand unconfirmed reports that an off-the-record briefing of approximately 40 representatives
\nof 28 nations may have taken place at the United Nations on February 12, 2008. Dr.
\nMichael Salla has documented several exopolitical studies of this reported xxxv<\/p>\n
\nOne policy reportedly emerging from this briefing (if it in fact did occur) is that
\nof a new \u201copenness\u201d towards the Extraterrestrial presence amongst the participant
\nnations, provided the ET presence would continue to show itself in the Earthly skies.
\nOne can hypothesize that the Extraterrestrial Intervention over Stephenville, Texas
\n(USA) five weeks earlier on January 8, 2008 in which a mile-wide extraterrestrial
\ncraft reportedly was sighted over this small City within 60 miles of the Summer
\nWhile House in Crawford Texas (U.S. Air Force fighters were seen by witnesses scramb
\nalleged UN-ET briefing.<\/p>\n
\nAnother major Extraterrestrial Intervention occurred on April 21, 2008, dubbed the
\nPhoenix Red Lights, a series of lights in a similar configuration to the lights
\nthat appeared as part of the two-mile wide space craft that glided over the city
\nof Phoenix, Arizona on March 13, 1997. While initially thought to be hoaxed, subsequent
\ninvestigation revealed that witnesses stated U.S. Air Force fighters had been launched
\nfrom Luke Air Force base in Phoenix in chase of the craft, and that the extraterrestrial
\nintervention was a genuine one. Notably, one branch of the Vatican Observatory is
\nin has a research facility at the University of Arizona in Tuscon,Arizona (Its headquaters
\nis in Castelgandolfo,Italy)<\/p>\n
\nA Context Communications Theory of Extraterrestrial Communications interpretation
\nof the Phoenix Red Lights of April 21, 2008 broadcast on Exopolitics Radio suggested
\nthat the Extraterrestrial intelligence behind the Phoenix Red Lights were actually
\nhighlighting a United Nations-related ET event, also occurring on April 21, 2008
\n– an effort by civil society to force implementation of a 1978 UN General Assembly
\nDecision regarding \u201cextraterrestrial life.\u201dxxxvi On April 21, 2008, at the National
\nPress Club in Washington, DC, Civil society in the form of Four non-governmental
\norganisations – Exopolitics Institute, Institute for Cooperation in Space (ICIS),
\nExopolitics Toronto, and the Institute for Multi-track Diplomacy – launched a joint
\ninitiative to urge the implementation of a historic UN General Assembly Decision
\nconcerning extraterrestrial life and UFOs, adopted on December 18, 1978. 2008 marks
\nthe 30th anniversary of UN General Assembly Decision 33\/426 that invited: \u201cMember
\nStates to take appropriate steps to coordinate on a national level scientific research
\nand investigation into extraterrestrial life, including unidentified flying objects.\u201d
\nThe Decision further invited Member States to "inform the Secretary – General of
\nthe observations,research and evalution of of such activities.<\/p>\n
\nThe NGOs have sent letters to the governments of France, the United Kingdom, Mexico
\nand Brazil requesting each to forward to the UN Secretary General de UFOs each country
\nhas publicly released in the last several years. The NGOs will be following up with
\nmeetings with the UN Outer Space Committee; the office of the UN Secretary General
\nBan; the office of the UN General Assembly President and others reminding them of
\nthe 30th anniversary of General Assembly Decision 33\/426 and requesting meetings
\nto discuss implementation; and informing them of recent observations, research and
\nevaluation by Member States concerning extraterrestrial life and UFOs.xxxvii The
\nmain goal of the joint NGO initiative is to have the UN seceratory General take
\nsteps to implement General Assembly Decision 33\/246.<\/p>\n
\nDisclosure Management) for Disclosure Management by the principal actors in the
\npermanent war economy. Like the January 8, 2008 Stephenville, Texas Extraterrestrial
\nintervention, the April 21, 2008 Phoenix Red Lights appear to have triggered consequent
\nDisclosure Management steps by two major Exopolitical Disclosure Management actors
\n\u2013 The U.K. Ministry of Defence, and the Vatican, itself probably the oldest Disclosure
\nManagement agency on Earth. Moreover, the steps the Vatican and the U.K. Ministry
\nof Defence (MOD) have taken are so closely coordinated in time \u2013 separated by less
\nthan 24 hours \u2013 that it seems not unreasonable to hypothesize that Vatican\/Vatican
\nIntelligence Agency (S.I.V.) and the British MOD actions are more than synchronistically
\nlinked, but in fact part of a new mutually agreed upon \u201copenness\u201d policy.\n<\/p>\n
\nExopolitics: Disclosure Management & The Vatican<\/p>\n
\nIn a context communication of its own, the Vatican chose to communicate its first
\nofficial position on Extraterrestrial disclosure by publishing an interview in the
\nofficial Vatican newspaper L'Osservatore Romano with Rev. Jose Gabriel Funes, the
\nnew Jesuit director of the Vatican Observatory on May 13, 2008, the 91st anniversary
\nof the Fatima miracle of May 13, 1917. Funes\u2019 interview stated that the existence
\nof Extraterrestrials "doesn't contradict our faith" because aliens would still be
\nGod's creatures. Publication in the official Vatican newspaper L'Osservatore Romano
\nby the Scientist head of the Vatican Observatory constitutes a formal step toward
\nofficial disclosure of the Vatican\u2019s probable long-standing first-hand knowledge
\nof an Extraterrestrial Presence. Such an interview and publication would have come
\nafter long concurrence within the Vatican on disclosure policy, necessarily concurred
\nin by Pope Benedict XVI, and the Jesuit and the Vatican Intelligence Agencies.<\/p>\n
\nAn earlier informal Exopolitical representative of the Vatican, Mgsr Conrado Balducci
\nattended the 2005 X -Conference in Washington DC and gave a keynote speech with
\nsimilar doctrinal highlights. L\u2019Osservatore Romano\u2019s May 13, 2008 publication of
\nthis doctrinal shift represents both (1) gradual Extraterrestrial Disclosure and
\n(2) a shift in Vatican Theology to include Extraterrestrials as part of God\u2019s creation.
\nWhile Msgr. Balducci\u2019s remarks and writings could plausibly be interpreted as his
\nown private views, their publication in the official Vatican newspaper now make
\nthis doctrinal shift more of an official view. Mgsr Balducci has been embarked on
\na Vatican sanctioned media campaign, including 5 appearances on Italian national
\ntelevision, to state that Extraterrestrial contact is real, and that Extraterrestrials
\nare not demons, as earlier fundamentalist interpretations posited (Balducci is a
\nVatican demonologist by background).\n<\/p>\n
\nThe Vatican has a long history in Exopolitical Disclosure Management, going back
\nat least 91 years if not many centuries. One key reported modern instance of the
\nVatican\u2019s Disclosure management was that of Cardinal James Frances MacIntyre, bishop
\nof Los Angeles 1948-1970 whom Pres. Dwight Eisenhower chose as a Cultural witness
