In the first article, I examine the emerging discipline of<br \/>\nexopolitics from the perspective of how it fulfills a functional need<br \/>\nfor the study of extraterrestrial life. Whether or not one accepts<br \/>\nevidence that extraterrestrial life is currently visiting Earth, there<br \/>\nis nevertheless the need for systematic study of the public policy<br \/>\nimplications of <em>possible<\/em> extraterrestrial life.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><o><\/o><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\">This is exemplified<br \/>\nin the 1961 Brookings Institute study commissioned by NASA on behalf of<br \/>\nthe U.S. Congress. Titled \ufffdProposed Studies on the Implications of<br \/>\nPeaceful Space Activities for Human Affairs,\ufffd The Brookings Report<br \/>\ndevoted several sections to discussing the public policy implications<br \/>\nof extraterrestrial life. Delivered to the U.S. Congress in April 1961,<br \/>\nThe Brookings Report described the potential impact of extraterrestrial<br \/>\nlife or \ufffdartifacts\ufffd being found on nearby planetary bodies. To date it<br \/>\nforms the most important available documentation that public policy<br \/>\nanalysis of extraterrestrial has been conducted and is taken very<br \/>\nseriously by senior officials. Alternative terms such as \ufffdUFOlogy\ufffd or<br \/>\n\ufffdSETI\ufffd simply aren\ufffdt suitable for the emergence of a rigorous academic<br \/>\nstudy of the public policy implications of extraterrestrial life. Just<br \/>\nas the term \ufffdexobiology\ufffd has been increasingly used in biological<br \/>\nconsiderations of <em>possible<\/em> extraterrestrial life, so too<br \/>\n\ufffdexopolitics\ufffd fulfills a functional need for public policy<br \/>\nconsiderations regardless of ongoing debates over extraterrestrial<br \/>\nvisitation.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><o><\/o><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\">In \ufffdGeo-Political<br \/>\nConsiderations of the Roswell Cover-Up\ufffd, Douglas McClure, M.A., an<br \/>\ninternational relations expert and retired South African civil servant,<br \/>\nexamines the public policy implications of the 1947 Roswell Crash.<br \/>\nCiting some of the most recent evidence to have emerged to validate the<br \/>\ncrash of an extraterrestrial vehicle at <st1><st1><\/p>\n<p>Roswell<\/p>\n<p><\/st1><\/p>\n<p>, <\/p>\n<p><st1><\/p>\n<p>New Mexico<\/p>\n<p><\/st1><\/st1>,<br \/>\nMcClure analyses its geo-political impact. He gives special attention<br \/>\nto how the aftermath of the crash affected the immediate post-WWII<br \/>\nemergence of the <st1><st1><\/p>\n<p>U.S.<\/p>\n<p><\/st1><\/st1> as the most powerful<br \/>\nnation on Earth. He analyses a number of documents and key policies<br \/>\nthat outline the public policy choices by key leaders in successive <st1><st1><\/p>\n<p>U.S.<\/p>\n<p><\/st1><\/st1> administrations. He finally examines the evolving field of exopolitics and its impact for the study of geo-politics.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><o><\/o><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\">The third article by<br \/>\nBritish based researcher David Griffin, M.Sc., analyses the impact of<br \/>\nextraterrestrial life on global population reduction strategies. He<br \/>\nargues that such strategies may be fatally flawed by not accounting for<br \/>\nthe extraterrestrial factor. According to <st1><st1><\/p>\n<p>Griffin<\/p>\n<p><\/st1><\/st1>,<br \/>\nthere is reason to believe that extraterrestrial life considers planet<br \/>\nEarth and its inhabitants as genetically linked and as an investment to<br \/>\nbe protected. He consequently suggests that there are a number of<br \/>\nadvantages in seeking the assistance of off-planet civilizations in<br \/>\ndealing with a range of ecological problems. <st1><st1><\/p>\n<p>Griffin<\/p>\n<p><\/st1><\/st1>\ufffds<br \/>\npaper outlines important public policy considerations for developing a<br \/>\ncomprehensive strategy for dealing with population growth and the<br \/>\necology. He locates public policy issues associated with exopolitics<br \/>\nwithin the term \ufffddeep politics\ufffd advocated by Peter Dale Scott.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><o><\/o><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\">\nThe next article is the final installment of Grant Cameron\ufffds 2004<br \/>\nX-Conference. His paper gives helpful insights into some of the public<br \/>\npolicy issues secretly handled by military departments and government<br \/>\nagencies. Initiatives undertaken during the Eisenhower, Nixon and<br \/>\nCarter administrations reveal some of the public policy decisions taken<br \/>\nregarding disclosure of extraterrestrial life is presented. Cameron<br \/>\nshows how media resources are used, when necessary, by the covert<br \/>\nagencies responsible for handling and \ufffdleaking\ufffd extraterrestrial<br \/>\nrelated information. He gives us more of an idea of how the \ufffdpublic<br \/>\neducation\ufffd efforts secretly orchestrated by the CIA and cooperating<br \/>\nagencies since the Robertson Panel has been historically handled.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><o><\/o><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\">Alex Collier\ufffds final<br \/>\ninstallment of his previously unpublished 2002 lecture is the fifth<br \/>\narticle in this Special Edition. He reveals more information about<br \/>\ngalactic history and the way in which some extraterrestrial<br \/>\ncivilizations have colonized the Earth and established their own <st1><st1><\/p>\n<p>Edens<\/p>\n<p><\/st1><\/st1><br \/>\nin distinct areas. The efforts of some extraterrestrials to subvert and<br \/>\ntake over other worlds is also highlighted, as is the need for humanity<br \/>\nto deal wisely with different civilizations visiting Earth. His 2002<br \/>\noutlines some of the public policy issues that emerge from the history<br \/>\nof extraterrestrial intervention on Earth.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><o><\/o><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\">The final article is<br \/>\nthe 2008 Earth Transformation Conference presentation by Bolivian<br \/>\ncontactee, Luis Fernando Mostajo. Luis described his experiences of<br \/>\nbeing taken off planet by extraterrestrials who used a teleportation<br \/>\ndevice to transfer him to Ganymede, one of the moons of Jupiter. He<br \/>\nalso described experiences of meeting with Ascended Masters and being<br \/>\nphysically taken to an ancient civilization hidden under <st1><\/p>\n<p>Lake Titicaca<\/p>\n<p><\/st1>.<br \/>\nLuis startling revelations were one of the conference highlights and<br \/>\nyou can capture some of the magic of his presentation through this<br \/>\nabridged transcript his presentation. On that auspicious day that marks<br \/>\nthe start of the 2008 Olympic Games, a global positive intention<br \/>\nexercize will be conducted whereby all secret agreements concerning<br \/>\nextraterrestrial life are declared <em>Null<\/em> and <em>Void<\/em>. As articles in this and earlier editions of the <em>Exopolitics Journal<\/em><br \/>\nmake clear, there have been a number of \ufffdofficial\ufffd agreements reached<br \/>\nconcerning extraterrestrial life and technology. Some of these<br \/>\nagreements have even emerged from direct negotiations with<br \/>\nextraterrestrials. None of these agreements have been publicly<br \/>\nrevealed, let alone ratified in ways consistent with constitutional<br \/>\nprocesses.
