\nof the Exopolitics Journal brings together a unique collection of
\narticles that clarify the relationship between exopolitics and public
\npolicy. In the first article, I examine the emerging discipline of
\nexopolitics from the perspective of how it fulfills a functional need
\nfor the study of extraterrestrial life. Whether or not one accepts
\nevidence that extraterrestrial life is currently visiting Earth, there
\nis nevertheless the need for systematic study of the public policy
\nimplications of possible<\/em> extraterrestrial life.<\/p>\n
\nin the 1961 Brookings Institute study commissioned by NASA on behalf of
\nthe U.S. Congress. Titled \ufffdProposed Studies on the Implications of
\nPeaceful Space Activities for Human Affairs,\ufffd The Brookings Report
\ndevoted several sections to discussing the public policy implications
\nof extraterrestrial life. Delivered to the U.S. Congress in April 1961,
\nThe Brookings Report described the potential impact of extraterrestrial
\nlife or \ufffdartifacts\ufffd being found on nearby planetary bodies. To date it
\nforms the most important available documentation that public policy
\nanalysis of extraterrestrial has been conducted and is taken very
\nseriously by senior officials. Alternative terms such as \ufffdUFOlogy\ufffd or
\n\ufffdSETI\ufffd simply aren\ufffdt suitable for the emergence of a rigorous academic
\nstudy of the public policy implications of extraterrestrial life. Just
\nas the term \ufffdexobiology\ufffd has been increasingly used in biological
\nconsiderations of possible<\/em> extraterrestrial life, so too
\n\ufffdexopolitics\ufffd fulfills a functional need for public policy
\nconsiderations regardless of ongoing debates over extraterrestrial
\nvisitation.<\/p>\n
\nConsiderations of the Roswell Cover-Up\ufffd, Douglas McClure, M.A., an
\ninternational relations expert and retired South African civil servant,
\nexamines the public policy implications of the 1947 Roswell Crash.
\nCiting some of the most recent evidence to have emerged to validate the
\ncrash of an extraterrestrial vehicle at
\nMcClure analyses its geo-political impact. He gives special attention
\nto how the aftermath of the crash affected the immediate post-WWII
\nemergence of the
\nnation on Earth. He analyses a number of documents and key policies
\nthat outline the public policy choices by key leaders in successive
\nBritish based researcher David Griffin, M.Sc., analyses the impact of
\nextraterrestrial life on global population reduction strategies. He
\nargues that such strategies may be fatally flawed by not accounting for
\nthe extraterrestrial factor. According to
\nthere is reason to believe that extraterrestrial life considers planet
\nEarth and its inhabitants as genetically linked and as an investment to
\nbe protected. He consequently suggests that there are a number of
\nadvantages in seeking the assistance of off-planet civilizations in
\ndealing with a range of ecological problems.
\npaper outlines important public policy considerations for developing a
\ncomprehensive strategy for dealing with population growth and the
\necology. He locates public policy issues associated with exopolitics
\nwithin the term \ufffddeep politics\ufffd advocated by Peter Dale Scott.<\/p>\n
\nX-Conference. His paper gives helpful insights into some of the public
\npolicy issues secretly handled by military departments and government
\nagencies. Initiatives undertaken during the Eisenhower, Nixon and
\nCarter administrations reveal some of the public policy decisions taken
\nregarding disclosure of extraterrestrial life is presented. Cameron
\nshows how media resources are used, when necessary, by the covert
\nagencies responsible for handling and \ufffdleaking\ufffd extraterrestrial
\nrelated information. He gives us more of an idea of how the \ufffdpublic
\neducation\ufffd efforts secretly orchestrated by the CIA and cooperating
\nagencies since the Robertson Panel has been historically handled.<\/p>\n
\ninstallment of his previously unpublished 2002 lecture is the fifth

\ngalactic history and the way in which some extraterrestrial
\ncivilizations have colonized the Earth and established their own
