The<br \/>\narticle helps considerably in giving a detailed understanding of some<br \/>\nof the powerful public policy choices being faced by government<br \/>\nentities dealing with the&nbsp; reality of extraterrestrial life.&nbsp; Most<br \/>\ncompelling are factors relating to the secret government&#8217;s fear that<br \/>\nofficial disclosure would lead to it losing power in deciding public<br \/>\npolicy issues, and the likelihood that UFO\/ETI groups would gain great<br \/>\ninfluence. &#8216;Official&#8217; disclosure would mean real power shifts from the<br \/>\nsmall secretly appointed committees dealing with ETI, to a larger<br \/>\ndemocratic base of global society.<\/p>\n<p>Grant Cameron&#8217;s article is<br \/>\nprobably as close as we can get to a comprehensive understanding why<br \/>\n&quot;official&quot; disclosure has not occurred. In contrast, we have only<br \/>\nreceived officially sanctioned partial releases of information that<br \/>\nmaintain plausible deniability by withdrawing physical evidence, and<br \/>\nincluding inconsistencies and disinformation. Thus the mainstream press<br \/>\navoids such officially sanctioned information leaks given the risk to<br \/>\nprofessional reputations in running stories that can&#8217;t be confirmed.<br \/>\nSimilarly, scholars, who study extraterrestrial life face significant<br \/>\nchallenges in getting articles published in peer reviewed journals, and<br \/>\neven holding on to their academic positions as experienced by this<br \/>\nauthor and others.<\/p>\n<p>So while &#8216;official disclosure is yet to<br \/>\noccur, officially sanctioned leaks of information have been permitted<br \/>\nso those that are ready for the information can develop a &quot;situational<br \/>\nawareness&quot; of extraterrestrial life and the public policy issues it<br \/>\npresents. In contrast, those not ready for the truth can maintain<br \/>\nblissful ignorance or remain in a state of denial where they become<br \/>\nskeptics\/debunkers.<\/p>\n<p>The following paper encourages us to develop<br \/>\nan appropriate strategy that culminates in &#8216;official&#8217; disclosure. Most<br \/>\ncritical in such a strategy will be a series of educational and<br \/>\npolitical initiatives to stimulate informed public policy debate of<br \/>\nextraterrestrial life, and of the evidence available in the public<br \/>\nrealm. Once an informed public dialogue is underway that includes<br \/>\npolicy professionals and scholars, then &#8216;official&#8217; disclosure will be<br \/>\nmuch more likely.<\/p>\n<p>The good news is that the rapid increase of<br \/>\nUFO sightings and experiences with extraterrestrial life, and<br \/>\nmainstream press interest in Presidential candidate views, raises<br \/>\nconsiderably the prospects of official disclosure. The wild card in<br \/>\npublic efforts to stimulate official disclosure, is the attitude of<br \/>\nextraterrestrial civilizations monitoring the Earth. Ultimately, they<br \/>\nmay decide to precipitate official disclosure by unveiling themselves<br \/>\nto the global public. Many researchers are<br \/>therefore somewhat distressed that the government has made few open indications of any<br \/>disclosures any time soon. There is, however, a disconnect between what is viewed as<br \/>the apparent best course of action, and what is happening.<\/p>\n<p>In the many lectures I have given on the President and his role in the<br \/>UFO cover-up I have been often asked, why the government has chosen to cover-up the ET<br \/>presence from the people.<\/p>\n<p>To answer this question I looked back on the administration of Jimmy<br \/>Carter who came into the White House after making the promise that he would release<br \/>the UFO files once elected.<\/p>\n<p>I have always believed that disclosure will come with extreme pressure on<br \/>the government. This is the way it has happened with all major political shifts of the<br \/>past. Rarely, if ever, has a politician come up with a good idea to advance society,<br \/>and then had all members of the House and Senate jump in and pass it. UFO Disclosure,<br \/>just because it is deemed a good idea for society, will not be given a free ride<br \/>inside Congress. Nor should it. It is in competition with many good ideas being<br \/>promoted by many public interest groups.<\/p>\n<p>In viewing the actions of government I think it is important to remember<br \/>that the points below are talking about how the government (not a normal average<br \/>American citizen) might think. For example an average citizen would use logic and see<br \/>no threat where the government would. In Iraq the White House saw an imminent threat<br \/>to the United States from Sadam Hussein who had no weapons of mass destruction, no<br \/>planes, no water and electricity in most of the country. The American forces had high<br \/>tech fighters flying over the country many times a day shooting at anything they<br \/>deemed to be a threat. The military saw a bigger threat than the American populous or<br \/>other countries in the United Nations. Danger is a relative term.<\/p>\n<p>A similar example would be the handling of the security situation in the<br \/>country following 911. Government security officials developed a system of yellow,<br \/>orange, red alerts. Based on the same intelligence agencies that produced bad Iraqi<br \/>War intelligence, the color of the light would be changed at wimp representing a<br \/>different level of security threat. There was no obligation to justify any change in<br \/>the color alert.<\/p>\n<p>Historically, in almost every case, the government is dragged kicking and<br \/>screaming to ever important advance in society. Some examples would be:<br \/>\u00b7<br \/>Women\u2019s Right to Vote<br \/>began in 1848 when the first Woman&#8217;s Rights Convention was held, but it was not until<br \/>there were large demonstrations outside the White House, where 500 women were<br \/>imprisoned, that woman got the right to vote in 1920. Women were not handed the vote.<br \/>The vote came after 75 years of struggle.<br \/>\u00b7<br \/>Both large and high<br \/>profile demonstrations by Greenpeace activists have stopped US and French nuclear<br \/>testing, radioactive waste dumping at sea, and generated a general ecological<br \/>awareness by many nations. Our ideas of recycling and protecting the environment came<br \/>after years of pressure on politicians.<br \/>\u00b7<br \/>Gay rights was driven by<br \/>many large marches on the Mall in Washington DC.<br \/>\u00b7<br \/>Money for aids research<br \/>came after great pressure exerted from within the gay and Hollywood communities.<br \/>\u00b7<br \/>The decision to end the<br \/>Vietnam War came after years of demonstration on campuses and various U.S. cities.<\/p>\n<p>Our present government is no more willing to make the move for disclosure<br \/>than our past leaders were to let African-Americans and women vote, or to recognize<br \/>gays.
