Rep<br \/>\nDennis Kucinich has indicated he may take Res 333 for the impeachment<br \/>\nof Cheney for a vote on the floor of the House of Representatives under<br \/>\nHIgh Constitutional Privilege.&nbsp; This is a strategy favoured by the<br \/>\nKennebunkport Warning (See below), which was issued on Aug 24, 2007, 6<br \/>\ndays in advance of the leak by constitutionally loyal US Air Force<br \/>\npersonnel on Aug 30, 2007 that six nukes were missing on a Minot, ND<br \/>\nUSAF &#8211; LA. USAF flight.&nbsp; Rep. Robert F. This is the<br \/>\nnewest prize-winning excuse of- the-week being circulated by a number<br \/>\nof leading Democratic lawmakers to their key constituents, who remain<br \/>\nfit-to-be-tied over the Dems&#8217; capitulation to Speaker of the House<br \/>\nNancy Pelosi (D-Calif.), who has declared, for months, that impeachment<br \/>\nis &quot;off the table.&quot;<\/p>\n<p> Just when you thought that things couldn&#8217;t get worse,<br \/>\nCongressional Democrats, having failed to support Rep. Dennis<br \/>\nKucinich&#8217;s (D-Ohio) H.R. 333, calling for the impeachment of Cheney,<br \/>\nhave now gone one step further towards capitulating to another<br \/>\ndevastating Cheney-Bush war, through legislative acts of treachery that<br \/>\nhave given the White House a green light to bomb Iran back to the Stone<br \/>\nAge\u2014even as internal political developments in Iran suggest that the<br \/>\nwar party in Tehran has been weakened.<\/p>\n<p> On Sept. 26, by a vote of 76-22, the U.S. Senate<br \/>\napproved an amendment to the defense authorization bill, calling on<br \/>\nPresident Bush to list Iran&#8217;s Revolutionary Guard Corps (IRGC) as a<br \/>\n&quot;foreign terrorist organization,&quot; subject to a wide range of economic<br \/>\nsanctions. Military experts consulted by EIR confirmed that, while the<br \/>\ndesignation principally authorizes economic measures, the ambiguities<br \/>\nof the Bush Administration&#8217;s so-called &quot;Global War on Terror&quot; makes the<br \/>\nSenate vote a de facto endorsement of military action.<\/p>\n<p> As the result of the amendment, which was introduced<br \/>\nby two of Cheney&#8217;s leading Senate allies\u2014Joe Lieberman (I-Ct.) and Jon<br \/>\nKyl (R-Ariz.)\u2014President Bush can order a bombing campaign against Iran<br \/>\nat any time, without having to go to Congress for further<br \/>\nauthorization, according to a number of constitutional scholars and<br \/>\nmilitary analysts.<\/p>\n<p> While two particularly egregious sections of the<br \/>\namendment were removed after protests by Sen. James Webb (DVa.),<br \/>\nprompting some Senators to claim that the vote was not a de facto<br \/>\nauthorization to go to war, it remains to be seen whether the White<br \/>\nHouse, particularly Cheney, will abide by that strict &quot;interpretation.&quot;<\/p>\n<p> The same day that the Senate was providing Bush and<br \/>\nCheney with their backhanded authorization for war, the House of<br \/>\nRepresentatives was caving in similarly. By an overwhelming vote of<br \/>\n408-6, the House passed the Iran Sanctions Enabling Act, which would<br \/>\nimpose sanctions against any foreign or American companies investing<br \/>\nmore than $20 million in Iran&#8217;s energy sector. According to Inter-Press<br \/>\nServices&#8217; Jim Lobe, the Iran Sanctions Enabling Act has been the<br \/>\nnumberone legislative priority of the Israeli Lobby since the beginning<br \/>\nof the year.<\/p>\n<p> Once again, the stage has been set for a Bush-Cheney<br \/>\npreemptive war. As Lyndon LaRouche has been warning for months, the<br \/>\nonly sure-fire war avoidance option left is the immediate ouster of<br \/>\nDick Cheney from office.<\/p>\n<p> Scenario for World War III<\/p>\n<p> <strong>On Sept. 25, retired CIA officer Philip Giraldi penned a frightening piece for <a onclick=\"return top.js.OpenExtLink(window,event,this)\" target=\"_blank\" href=\"http:\/\/antiwar.com\/\"><br \/>\nantiwar.com<\/a>,<br \/>\nwhich took up the potential consequences of a U.S. military<br \/>\nconfrontation with Iran. Under the provocative title &quot;What World War<br \/>\nIII May Look Like,&quot; Giraldi spelled out an unfortunately realistic<br \/>\nscenario for an escalation of military conflict between the United<br \/>\nStates and Iran, triggered by a low-level skirmish between U.S. and<br \/>\nIranian soldiers along the Iraq border. Under Giraldi&#8217;s scenario, a<br \/>\nfull-scale war erupts between the United States and Iran, which soon<br \/>\nspreads to Iraq, where Shi&#8217;ite insurgents engage in large-scale<br \/>\nasymmetric combat with American soldiers, who finally have to shoot<br \/>\ntheir way out of the country, at tremendous loss of life. Ultimately,<br \/>\nthe conflict spreads to the Eastern Mediterranean, Central Asia, and<br \/>\nthe Indian subcontinent; it sparks a war between India and Pakistan, a<br \/>\nviolent coup in Afghanistan, a war between Israel and Syria\/Lebanon,<br \/>\nrioting throughout the Muslim nations of the Asia Pacific region, and,<br \/>\nultimately, U.S. use of nuclear weapons, which draws both Russia and<br \/>\nChina to the brink of intervention. As Giraldi concludes, &quot;World War<br \/>\nIII has begun.&quot;<\/strong><\/p>\n<p> While<br \/>\nwe are hopefully some distance away from such an Armageddon nightmare,<br \/>\nthe onrushing global financial meltdown, and the tensions and war-moves<br \/>\nthroughout Southwest Asia make it a most appropriate time to take<br \/>\nseriously the warnings offered by the former CIA officer.<\/p>\n<p> Furthermore, according to a variety of Washington<br \/>\nmilitary sources, the U.S. Air Force is stepping up war plans against<br \/>\nIran through a planning unit called Project Checkmate. Created in the<br \/>\n1970s to plan out strategic warfare against the Soviet Union, Project<br \/>\nCheckmate was revived in the early 1990s, as the air-war planning unit<br \/>\nfor Operation Desert Storm. In June of this year, Project Checkmate was<br \/>\nreactivated, to plan for future wars, targetted immediately at Iran,<br \/>\nand, in the longer term, against North Korea and China. According to a<br \/>\nSept. 23, report in Rupert Murdoch&#8217;s London Sunday Times, Project<br \/>\nCheckmate is the Air Force&#8217;s primo planning agency. Col. John Warden<br \/>\n(USAF), who ran Project Checkmate in the 1990s, told the Times that the<br \/>\nunit is vastly better situated to plan out the next war than the staff<br \/>\nat the Central Command. &quot;The Centcoms of this world are executional\u2014<br \/>\nthey don&#8217;t have the staff, the expertise, or the responsibility to do<br \/>\nthe thinking that is needed before a country makes the decision to go<br \/>\nto war. War planning is not just about bombs, airplanes and sailing<br \/>\nboats,&quot; he told the Times&#8217; Sarah Baxter.<\/p>\n<p> A wide array of Washington insiders interviewed by<br \/>\nEIR confirm that there is a humongous faction fight inside the Bush<br \/>\nAdministration, over war on Iran. Vice President Cheney remains the<br \/>\nchief proponent of preventive war, and Defense Secretary Robert Gates,<br \/>\nwith the backing of the Joint Chiefs of Staff and the CIA, opposes it,<br \/>\narguing instead for robust diplomacy. One centerpiece of the fight is<br \/>\nthe still-pending National Intelligence Estimate on Iran&#8217;s nuclear<br \/>\nprogram. The report was, according to several sources, completed in<br \/>\nFebruary and submitted in draft to the White House; but it has been<br \/>\nsent back to the intelligence community at least four times. The<br \/>\nreason? The report concludes that Iran will not have the capacity to<br \/>\nbuild a nuclear bomb until sometime in the next decade\u2014after<br \/>\nBush-Cheney have left office.<\/p>\n<p> Giving Ahmadinejad the Saddam Treatment<\/p>\n<p> One<br \/>\nof the more clearcut indications that the war party is still pressing<br \/>\nfor an attack on Iran came during the visit of Iranian President<br \/>\nMahmoud Ahmadinejad to New York City, to address the United Nations<br \/>\nGeneral Assembly. U.S. intelligence sources have confirmed that<br \/>\nAhmadinejad was sent to&nbsp; the United States, under orders from the<br \/>\nSupreme Leader Ayatollah Ali Kamenei, to signal that Iran is prepared<br \/>\nto compromise and avoid war. In appearances at Columbia University, on<br \/>\nCBS-TV&#8217;s &quot;Sixty Minutes,&quot; and in a closed-circuit broadcast into the<br \/>\nNational Press Club in Washington, the Iranian President was repeatedly<br \/>\ninsulted and ridiculed. As one longtime Middle East observer put it,<br \/>\n&quot;Ahmadinejad was given the Saddam Hussein treatment,&quot; referring to an<br \/>\nearly 1990s Diane Sawyer interview with Saddam, in which he was<br \/>\npublicly trashed, as a signal that the United States was turning<br \/>\ntowards war.<\/p>\n<p> Just hours after Columbia University President Lee<br \/>\nBollinger delivered a 30-minute &quot;bill of indictment&quot; against the<br \/>\nIranian leader, in introducing him to a university audience, a group of<br \/>\nscholars and journalists gathered at the Washington, D.C. campus of<br \/>\nJohns Hopkins School of Advanced International Studies (SAIS), to<br \/>\ndiscuss the Iranian situation. One speaker, M.J. Rosenberg of the<br \/>\nIsrael Policy Forum, an organization created after the 1993 Oslo<br \/>\nAccords to promote a two-state solution to the Israel-Palestine<br \/>\nconflict, lamented that Dr. Bollinger&#8217;s behavior had reminded him of<br \/>\n&quot;the Soviet Union.&quot;<\/p>\n<p> The forum was convened to release a new book by SAIS<br \/>\ngraduate Dr. Trita Parsi, on the complex and treacherous relationship<br \/>\namong Israel, Iran, and the United States. Dr. Parsi and the other<br \/>\nspeakers highlighted the recent signals by the government in Tehran,<br \/>\nthat it wishes to resolve all the issues of conflict with Washington,<br \/>\nthrough diplomacy and compromise, not military conflict. The<br \/>\nre-emergence of Ayatollah Akbar Hashemi Rafsanjani, as a counterweight<br \/>\nto President Ahmadinejad; the recent progress in Iranian negotiations<br \/>\nwith the International Atomic Energy Agency (IAEA) over Iran&#8217;s nuclear<br \/>\nenergy program; and the Iranian government&#8217;s release of a number of<br \/>\nIranian-American dual citizens from custody, were all cited as evidence<br \/>\nof a turn in Iranian diplomacy towards the United States. Furthermore,<br \/>\nDr. Parsi cited the May 2003 communiqu\u00e9 between then- Iranian President<br \/>\nSeyyed Mohammad Khatami and then- U.S. Secretary of State Colin Powell,<br \/>\noffering comprehensive bilateral talks &quot;with no preconditions,&quot; as<br \/>\nevidence that Iran has been seeking a diplomatic rapprochement with<br \/>\nWashington for a long time.
