\nWarning, the issue of seeking immediate Impeachment as a way to avoid
\nthe outbreak of war with Iran (and a wider WWIII) was discussed. Rep
\nDennis Kucinich has indicated he may take Res 333 for the impeachment
\nof Cheney for a vote on the floor of the House of Representatives under
\nHIgh Constitutional Privilege.  This is a strategy favoured by the
\nKennebunkport Warning (See below), which was issued on Aug 24, 2007, 6
\ndays in advance of the leak by constitutionally loyal US Air Force
\npersonnel on Aug 30, 2007 that six nukes were missing on a Minot, ND
\nUSAF – LA. USAF flight.  Rep. Robert F. Drinan in March 1973 used this
\nPrivilege to bring a Resolution of Impeachment against Nixon.  By Oct,
\n1973, there were 84 such Impeachment Resolutions.<\/p>\n

If Kucinich follows through and exercises Constitutional
\nPrivilege, this could help the forces trying to avert WW III (Read

\nCheney’s Ouster May Be Last Chance to Stop World War III.<\/span><\/span><\/p>\n

The
\nlatest word from the Democratic chicken-coop on Capitol Hill is that,
\nif President Bush orders military strikes against Iran, both he and
\nVice President Dick Cheney will be immediately impeached. This is the
\nnewest prize-winning excuse of- the-week being circulated by a number
\nof leading Democratic lawmakers to their key constituents, who remain
\nfit-to-be-tied over the Dems’ capitulation to Speaker of the House
\nNancy Pelosi (D-Calif.), who has declared, for months, that impeachment
\nis "off the table."<\/p>\n

Just when you thought that things couldn’t get worse,
\nCongressional Democrats, having failed to support Rep. Dennis
\nKucinich’s (D-Ohio) H.R. 333, calling for the impeachment of Cheney,
\nhave now gone one step further towards capitulating to another
\ndevastating Cheney-Bush war, through legislative acts of treachery that
\nhave given the White House a green light to bomb Iran back to the Stone
\nAge\u2014even as internal political developments in Iran suggest that the
\nwar party in Tehran has been weakened.<\/p>\n

On Sept. 26, by a vote of 76-22, the U.S. Senate
\napproved an amendment to the defense authorization bill, calling on
\nPresident Bush to list Iran’s Revolutionary Guard Corps (IRGC) as a
\n"foreign terrorist organization," subject to a wide range of economic
\nsanctions. Military experts consulted by EIR confirmed that, while the
\ndesignation principally authorizes economic measures, the ambiguities
\nof the Bush Administration’s so-called "Global War on Terror" makes the
\nSenate vote a de facto endorsement of military action.<\/p>\n

As the result of the amendment, which was introduced
\nby two of Cheney’s leading Senate allies\u2014Joe Lieberman (I-Ct.) and Jon
\nKyl (R-Ariz.)\u2014President Bush can order a bombing campaign against Iran
\nat any time, without having to go to Congress for further
\nauthorization, according to a number of constitutional scholars and
\nmilitary analysts.<\/p>\n

While two particularly egregious sections of the
\namendment were removed after protests by Sen. James Webb (DVa.),
\nprompting some Senators to claim that the vote was not a de facto
\nauthorization to go to war, it remains to be seen whether the White
\nHouse, particularly Cheney, will abide by that strict "interpretation."<\/p>\n

The same day that the Senate was providing Bush and
\nCheney with their backhanded authorization for war, the House of
\nRepresentatives was caving in similarly. By an overwhelming vote of
\n408-6, the House passed the Iran Sanctions Enabling Act, which would
\nimpose sanctions against any foreign or American companies investing
\nmore than $20 million in Iran’s energy sector. According to Inter-Press
\nServices’ Jim Lobe, the Iran Sanctions Enabling Act has been the
\nnumberone legislative priority of the Israeli Lobby since the beginning
\nof the year.<\/p>\n

Once again, the stage has been set for a Bush-Cheney
\npreemptive war. As Lyndon LaRouche has been warning for months, the
\nonly sure-fire war avoidance option left is the immediate ouster of
\nDick Cheney from office.<\/p>\n

Scenario for World War III<\/p>\n

On Sept. 25, retired CIA officer Philip Giraldi penned a frightening piece for
\nantiwar.com<\/a>,
\nwhich took up the potential consequences of a U.S. military
\nconfrontation with Iran. Under the provocative title "What World War
\nIII May Look Like," Giraldi spelled out an unfortunately realistic
\nscenario for an escalation of military conflict between the United
\nStates and Iran, triggered by a low-level skirmish between U.S. and
\nIranian soldiers along the Iraq border. Under Giraldi’s scenario, a
\nfull-scale war erupts between the United States and Iran, which soon
\nspreads to Iraq, where Shi’ite insurgents engage in large-scale
\nasymmetric combat with American soldiers, who finally have to shoot
\ntheir way out of the country, at tremendous loss of life. Ultimately,
\nthe conflict spreads to the Eastern Mediterranean, Central Asia, and
\nthe Indian subcontinent; it sparks a war between India and Pakistan, a
\nviolent coup in Afghanistan, a war between Israel and Syria\/Lebanon,
\nrioting throughout the Muslim nations of the Asia Pacific region, and,
\nultimately, U.S. use of nuclear weapons, which draws both Russia and
\nChina to the brink of intervention. As Giraldi concludes, "World War
\nIII has begun."<\/strong><\/p>\n

While
\nwe are hopefully some distance away from such an Armageddon nightmare,
\nthe onrushing global financial meltdown, and the tensions and war-moves
\nthroughout Southwest Asia make it a most appropriate time to take
\nseriously the warnings offered by the former CIA officer.<\/p>\n

Furthermore, according to a variety of Washington
\nmilitary sources, the U.S. Air Force is stepping up war plans against
\nIran through a planning unit called Project Checkmate. Created in the
\n1970s to plan out strategic warfare against the Soviet Union, Project
\nCheckmate was revived in the early 1990s, as the air-war planning unit
\nfor Operation Desert Storm. In June of this year, Project Checkmate was
\nreactivated, to plan for future wars, targetted immediately at Iran,
\nand, in the longer term, against North Korea and China. According to a
\nSept. 23, report in Rupert Murdoch’s London Sunday Times, Project
\nCheckmate is the Air Force’s primo planning agency. Col. John Warden
\n(USAF), who ran Project Checkmate in the 1990s, told the Times that the
\nunit is vastly better situated to plan out the next war than the staff
\nat the Central Command. "The Centcoms of this world are executional\u2014
\nthey don’t have the staff, the expertise, or the responsibility to do
\nthe thinking that is needed before a country makes the decision to go
\nto war. War planning is not just about bombs, airplanes and sailing
\nboats," he told the Times’ Sarah Baxter.<\/p>\n

A wide array of Washington insiders interviewed by
\nEIR confirm that there is a humongous faction fight inside the Bush
\nAdministration, over war on Iran. Vice President Cheney remains the
\nchief proponent of preventive war, and Defense Secretary Robert Gates,
\nwith the backing of the Joint Chiefs of Staff and the CIA, opposes it,
\narguing instead for robust diplomacy. One centerpiece of the fight is
\nthe still-pending National Intelligence Estimate on Iran’s nuclear
\nprogram. The report was, according to several sources, completed in
\nFebruary and submitted in draft to the White House; but it has been
\nsent back to the intelligence community at least four times. The
\nreason? The report concludes that Iran will not have the capacity to
\nbuild a nuclear bomb until sometime in the next decade\u2014after
\nBush-Cheney have left office.<\/p>\n

Giving Ahmadinejad the Saddam Treatment<\/p>\n

One
\nof the more clearcut indications that the war party is still pressing
\nfor an attack on Iran came during the visit of Iranian President
\nMahmoud Ahmadinejad to New York City, to address the United Nations
\nGeneral Assembly. U.S. intelligence sources have confirmed that
\nAhmadinejad was sent to  the United States, under orders from the
\nSupreme Leader Ayatollah Ali Kamenei, to signal that Iran is prepared
\nto compromise and avoid war. In appearances at Columbia University, on
\nCBS-TV’s "Sixty Minutes," and in a closed-circuit broadcast into the
\nNational Press Club in Washington, the Iranian President was repeatedly
\ninsulted and ridiculed. As one longtime Middle East observer put it,
\n"Ahmadinejad was given the Saddam Hussein treatment," referring to an
\nearly 1990s Diane Sawyer interview with Saddam, in which he was
\npublicly trashed, as a signal that the United States was turning
\ntowards war.<\/p>\n

Just hours after Columbia University President Lee
\nBollinger delivered a 30-minute "bill of indictment" against the
\nIranian leader, in introducing him to a university audience, a group of
\nscholars and journalists gathered at the Washington, D.C. campus of
\nJohns Hopkins School of Advanced International Studies (SAIS), to
\ndiscuss the Iranian situation. One speaker, M.J. Rosenberg of the
\nIsrael Policy Forum, an organization created after the 1993 Oslo
\nAccords to promote a two-state solution to the Israel-Palestine
\nconflict, lamented that Dr. Bollinger’s behavior had reminded him of
\n"the Soviet Union."<\/p>\n

The forum was convened to release a new book by SAIS
\ngraduate Dr. Trita Parsi, on the complex and treacherous relationship
\namong Israel, Iran, and the United States. Dr. Parsi and the other
\nspeakers highlighted the recent signals by the government in Tehran,
\nthat it wishes to resolve all the issues of conflict with Washington,
\nthrough diplomacy and compromise, not military conflict. The
\nre-emergence of Ayatollah Akbar Hashemi Rafsanjani, as a counterweight
\nto President Ahmadinejad; the recent progress in Iranian negotiations
\nwith the International Atomic Energy Agency (IAEA) over Iran’s nuclear
\nenergy program; and the Iranian government’s release of a number of
\nIranian-American dual citizens from custody, were all cited as evidence
\nof a turn in Iranian diplomacy towards the United States. Furthermore,
\nDr. Parsi cited the May 2003 communiqu\u00e9 between then- Iranian President
\nSeyyed Mohammad Khatami and then- U.S. Secretary of State Colin Powell,
\noffering comprehensive bilateral talks "with no preconditions," as
\nevidence that Iran has been seeking a diplomatic rapprochement with
\nWashington for a long time. That May 2003 offer was flat out rejected
\nby the Bush White House, with Cheney and then-Defense Secretary Donald
\nRumsfeld most aggressively opposing any talk with Iran.<\/p>\n

EIR’s own sources emphasize that Iran’s top
\nleadership has woken up to the fact that at least some factions inside
\nthe Bush White House are intent on a military confrontation with Iran,
\nbefore leaving office, and that the Iranians are attempting to
\ndemonstrate that they are prepared to negotiate.<\/p>\n

It is in this context that LaRouche has again warned
\nCongress that its failure to force Dick Cheney’s ouster from office
\ncould go down as the fatal act of cowardice that destroyed the American
\nRepublic.  <\/p>\n
