Sheikha Haya Rashed Al Khalifa was elected President of the sixty-first session of the General Assembly on 8 June 2006.&nbsp; &nbsp;Sheikha Haya brings to the post a long and distinguished legal career at both the national and international levels, spanning three decades. One of the first two women to practise law in her country, she has held many senior positions with leading legal organizations of the world including the International Bar Association, where from 1997 to 1999 she was vice-chairwoman of the arbitration and dispute resolution committee, the first woman from the Middle East to serve in this capacity. Her pioneering role in the legal sphere has been coupled more recently with prestigious diplomatic assignments as her country&#8217;s Ambassador to France, from 2000 to 2004, and as non-resident Ambassador to Belgium, Switzerland and Spain. Over the same period she was the Kingdom&#8217;s permanent representative to the United Nations Educational, Scientific and Cultural Organization (UNESCO).&nbsp; She also was a member of the World Intellectual Property Organization&#8217;s Arbitration Centre Consultative Committee and became Bahrain&#8217;s representative on the International Court of Arbitration of the International Chamber of Commerce, an appointment that she still holds today. A champion of women&#8217;s rights, particularly in the legal sphere, Sheikha Haya has been an active participant in the movement to elevate the position of women in Bahrain before the Islamic sharia courts and is an advocate of a progressive interpretation of Islamic texts as they apply to women. She was a vice-president of the Bahrain Bar Society as well as a member of the Supreme Council of Culture, Art and Literature, and is currently a member of her country&#8217;s Child Development Society and the Arab Women&#8217;s Legal Network.<\/p>\n<p>She is only the third woman to serve as President of the United Nations General Assembly, and the first since the twenty-fourth session in 1969. <\/p>\n<p><strong>SIGN THE PETITION FOR A UN DECADE OF CONTACT NOW:<\/strong><\/p>\n<p><a href=\"http:\/\/www.thepetitionsite.com\/takeaction\/529287855\">http:\/\/www.thepetitionsite.com\/takeaction\/529287855<\/a><\/p>\n<p><strong>2005 NEWS ARTICLE RE UN DECADE OF CONTACT.<\/strong><\/p>\n<p>UNITED NATIONS, N.Y. &#8211; For the first time in almost 28 years, the United Nations General Assembly may be debating the issue of establishing diplomatic relations with advanced Extraterrestrial Civilizations that may now be visiting Earth.<\/p>\n<p>On December 16, 2005, a Resolution to establish a United Nations Decade of Contact was formally transmitted to the incoming President of the General Assembly, H.E. Jan Eliasson of Sweden by a group of Non-Governmental Organizations, including the U.S.-based Disclosure Project, the Campaign for Cooperation in Space, and the Toronto Exopolitics Symposium.<\/p>\n<p>U.N. General Assembly President Eliasson was Sweden&#8217;s Ambassador to the United States from 2000 to 2005.&nbsp; Dr. Steven Greer, Director of the Disclosure Project, has held informal briefings on the Extraterrestrial presence with high-ranking United Nations officials.<\/p>\n<p><!--more--><\/p>\n<p>The United Nations has used a 10-year public policy focus period to<br \/>\naddress other issues of global importance, such as the United Nations<br \/>\nDecade of Women and the United Nations Decade for the Eradication of<br \/>\nPoverty.<\/p>\n<p>Almost twenty-eight years ago, on December 18, 1978, the United<br \/>\nNations General Assembly voted to approve decision 33\/426, inviting<br \/>\nU.N. Member States &quot;to take appropriate steps to coordinate on a<br \/>\nnational level scientific research and investigation into<br \/>\nextraterrestrial life, including unidentified flying objects, and to<br \/>\ninform the Secretary-General of the observations, research and<br \/>\nevaluation of such activities.&quot;<\/p>\n<p>United States Was Sole U.N. Member Nation Which Unsuccessfully Attempted to Block 1978 UN E.T. Resolution<\/p>\n<p>One prominent researcher of Extraterrestrial issues has noted that<br \/>\nthe United States U.N. Delegation attempted to block the 1978 U.N.<br \/>\nGeneral Assembly E.T. Resolution.<\/p>\n<p>The researcher notes, &quot;India is specifically mentioned in two U.S.<br \/>\nState Department documents referenced in Clifford Stone&#8217;s book &#8216;UFOs<br \/>\nAre Real.&#8217;<\/p>\n<p>&quot;The first reference is in Doc. 5-20b State Dept. Teletype, Nov 18,<br \/>\n1978, which states in a teletype marked CONFIDENTIAL in four places:<\/p>\n<p>[Begin excerpt]<\/p>\n<p>&quot;&#8217;Last year Grenada requested our support and Misoff [Misoff =<br \/>\nMission officer, likely the then-U.S. U.N. ambassador] had to scramble<br \/>\nhard behind the scenes to water down the resolution and, in effect,<br \/>\ndelay a vote for one year. Another consideration is whether to issue a<br \/>\ndisclaimer on statements made by U.S. nationals on the Grenadian<br \/>\ndelegation.&nbsp; If last year&#8217;s instructions still obtain, it would appear<br \/>\nthat the Indian suggestion would be about as far as we would be willing<br \/>\nto go on the issue.&nbsp; Leonard.&#8217;<\/p>\n<p>[End excerpt]<\/p>\n<p>&quot;Note the U.S. was the only nation trying to sabotage the resolution by putting pressure on other member states.<\/p>\n<p>&quot;The next reference to India takes place in Doc. 5-22 State Dept. Teletype, Dec. 2, 1978 which states, in part:<\/p>\n<p>&#8216;1. Subsequent to the introduction of the Grenadian UFO resolution,<br \/>\nMisoff [Misoff = Mission officer, likely the then-U.S. U.N. ambassador]<br \/>\nhas engaged in two separate informal negotiating sessions, which<br \/>\nincluded representation from Austria, USSR, and Grenada. In an attempt<br \/>\nto arrive at a mutually agreeable compromise solution of the problem.<br \/>\nIndia and FRG [Federal Republic of Germany: West Germany] representing<br \/>\nEC-P [?] have been apprised of our discussions . . .&#8217;<\/p>\n<p>&quot;From my reading of the previous sentence, this might mean West<br \/>\nGermany was likely also interested in supporting the resolution.&quot;<\/p>\n<p>&quot;Gairy was overthrown on the day he was supposed to be meeting with<br \/>\nKurt Waldheim to discuss UFOs.&nbsp; He left Grenada on March 12, 1979 for<br \/>\nface-to-face meetings with Waldheim and the coup took place the next<br \/>\nday according to this historical reference:<\/p>\n<p>&quot;&#8217;Thus, in a broadcast on Radio Grenada, Maurice Bishop announced<br \/>\nthe first coup d&#8217;etat in modern times in the English-speaking Caribbean<br \/>\nand the advent of the Grenadian revolution on 13 March 1979 . . . Gairy<br \/>\nhad left the island the previous day for talks at the UN in New York<br \/>\nwith Kurt Waldheim on Unidentified Flying Objects and cosmic phenomena<br \/>\n. . . Teletype, Dec. 2, 1978:<\/p>\n<p>&quot;&#8217;We think referral of the matter to the Outerspace Committee (OSC)<br \/>\nwithout a preordained mandate as to what action is to be taken,<br \/>\nprovides the flexibility the OSC needs to take whatever action it deems<br \/>\nappropriate.&nbsp; It will also obviate the need to vote on a resolution<br \/>\n(and gamble on the results).&#8217;<\/p>\n<p>The researcher concludes, &quot;Clearly, the U.S. Government&#8217;s intent was<br \/>\nto ensure the resolution was doomed to fail from the very beginning.&quot;&nbsp; <\/p>\n<p>The documented attempted sabotage of the 1978 UN General Assembly<br \/>\nE.T. Resolution by officials of the U.S. Mission to the United Nations<br \/>\nrun counter to U.S. President Jimmy Carter&#8217;s public policy positions on<br \/>\nUFOs during the 1976 U.S. Presidential campaign.&nbsp; Jimmy Carter was U.S.<br \/>\nPresident in December 1978 at the time of the adoption of the United<br \/>\nNations General Assembly Resolution.&nbsp; Carter himself in 1973 publicly<br \/>\nreported he had a close Encounter of the First Kind with a UFO (Night<br \/>\nLight) in October 1969, in the company of 10 members of the Leary,<br \/>\nGeorgia Lion&#8217;s Club while he was running for Governor of Georgia. Four<br \/>\nyears later, while Governor of Georgia, Carter filed a public UFO<br \/>\nsighting report, dated September 18, 1973.&nbsp; In his 1976 U.S.<br \/>\nPresidential campaign against President Gerald R. Ford, Carter stated<br \/>\npublicly he would release government files on UFOs.&nbsp; <\/p>\n<p>Former Canadian Minister of Defence Hon. Paul Hellyer<\/p>\n<p>Former Canadian Minister of Defence, Hon. Paul Hellyer has requested<br \/>\nthat the Canadian Parliament hold hearings on the issue of relations<br \/>\nwith Extraterrestrial civilizations.&nbsp; &nbsp; <\/p>\n<p>On September 25, 2005, at the Toronto Exopolitics Symposium held at<br \/>\nConvocation Hall, University of Toronto, former Minister of National<br \/>\nDefence Hellyer stated: &quot;UFOs, are as real as the airplanes that fly<br \/>\nover your head.&quot; He stated, &quot;The United States military are preparing<br \/>\nweapons which could be used against the aliens, and they could get us<br \/>\ninto an intergalactic war without us ever having any warning. Decade of Contact<\/p>\n<p>Mr. Hellyer, Canada&#8217;s former Minister of Defence, supports a United<br \/>\nNations Decade of Contact.&nbsp; Mr. Hellyer writes, &quot;To turn us in the<br \/>\ndirection of re-unification with the rest of creation Alfred Lambremont<br \/>\nWebre is proposing a &#8216;Decade of Contact&#8217; &#8211; an &#8216;era of openness, public<br \/>\nhearings, public funded research, and education about extraterrestrial<br \/>\nreality.&#8217; That could just be the antidote the world needs to end its<br \/>\ngreed-driven, power-centered madness.&quot;<\/p>\n<p>A United Nations Decade of Contact has four Objectives:<\/p>\n<p>DISCLOSURE: Open, transparent, official governmental disclosure and<br \/>\ndeclassification of all past and present programs related to<br \/>\nextraterrestrial presence on Earth.<\/p>\n<p>DECADE OF CONTACT:&nbsp; Public funding by U.N. Member Nations and by the<br \/>\nUNITED NATIONS of a 10 year process of formal public education,<br \/>\nscientific research, educational curricula development, strategic<br \/>\nplanning, community activity, and public outreach about the<br \/>\nextraterrestrial presence on Earth and the future of Earth in regard to<br \/>\nthe populated universe.<\/p>\n<p>DISARMAMENT: A permanent ban on all space-based weapons and warfare in space through a Space Preservation Treaty Conference.<\/p>\n<p>DIPLOMACY: UNITED NATIONS Public Interest Diplomacy seeking to make contact with Off-Planet Cultures now visiting Earth.<\/p>\n<p>The Disclosure Project, a U.S.-based non-profit organization, on May<br \/>\n9, 2001, held a press conference at the National Press Club in<br \/>\nWashington, D.C. in which numerous high-level military-intelligence,<br \/>\ngovernmental and private sector witnesses publicly described<br \/>\nexperiences and evidence establishing that advanced Extraterrestrial<br \/>\ncivilizations are interacting with our terrestrial civilization at this<br \/>\ntime.<\/p>\n<p>On May 20, 2005, Brazil, a major U.N. Member Nation took official<br \/>\nmeasures in support of a United Nations Decade of Contact. The<br \/>\nBrazilian Air Force (FAB) openly allowed examination of classified UFO<br \/>\ndocuments in several military facilities in Brasilia, the Federal<br \/>\nCapital.&nbsp; <\/p>\n<p>A military-intelligence spying technology known as &quot;remote viewing&quot;<br \/>\noriginally developed at Stanford Research Institute in the mid-1970s by<br \/>\nDr. Hal Puthoff and Russell Targ has also yielded replicable data<br \/>\nregarding the existence of advanced Off-Planet Cultures now visiting<br \/>\nEarth.<\/p>\n<p>The United Nations General Assembly has consistently voted in favor<br \/>\nof a treaty banning weapons and warfare in space. On December 8, 2003,<br \/>\nthe U.N. General Assembly voted 174 \u2013 0 in favor of a treaty banning<br \/>\nweapons in space, with the United States and Israel abstaining.<\/p>\n<p>One spokesperson for the grass-roots network supporting the United<br \/>\nNations Decade of Contact said, &quot;2006 may prove to be an important<br \/>\nanniversary of the 1978 U.N. General Assembly Resolution which formally<br \/>\nurged U.N. Member Nations to research the existence of extraterrestrial<br \/>\nlife including Unidentified Flying Objects.&quot;&nbsp; <\/p>\n<p>The spokesperson continued, &quot;That U.N. Resolution passed, despite a<br \/>\nsabotage campaign by the U.S. Mission to the United Nations.
