{"id":1486,"date":"2007-05-21T14:09:38","date_gmt":"2007-05-21T14:09:38","guid":{"rendered":"https:\/\/omniversity.us\/exopolitics\/2007\/05\/21\/proposed_1977_c\/"},"modified":"2007-05-21T14:09:38","modified_gmt":"2007-05-21T14:09:38","slug":"proposed_1977_c","status":"publish","type":"post","link":"https:\/\/omniversity.us\/exopolitics\/proposed_1977_c\/","title":{"rendered":"&#8220;Proposed 1977 Carter Extraterrestrial Communication Study&#8221;"},"content":{"rendered":"<p><a href=\"http:\/\/www.presidentialufo.com\/newpage11.htm\">UFO Studies Done and Proposed by the Carter Administration<\/a><\/p>\n<p>Preliminary Study Proposals<\/p>\n<p>It is not a well know fact that the Carter administration actually proposed and hosted a number UFO studies. When Carter first entered the White House it was known from his public declaration of having been a UFO witness, that he was familiar with what the objects were. Further, his campaign promise to release everything held by the U.S. government on the subject, placed the new President into a position where studies would be required to get at the facts.<\/p>\n<p>One study that was proposed and which almost got of the ground was one proposed by the Stanford Research Institute. It has been called the &quot;Carter Extraterrestrial Communication Study.&quot;<\/p>\n<p>In May 1977, only months after the inauguration of Jimmy Carter, the preliminaries of a project to study extraterrestrial communications was set up at the Center for the Study of Social Policy at the Stanford Research Institute.<\/p>\n<p>The study was headed by Dr. Alfred Webre, a Yale trained lawyer and Senior Policy Analyst at the Center. Peter Schwartz, another senior Policy Analyst, was an advisor to the project. Tom Thomas, the Supervisor of the Center had approved and signed off on the proposal.<\/p>\n<p>During his interview, prior to being brought on to the Stanford staff, Webre has asked &quot;to do an extraterrestrial project.&quot; This study would be based on a theory Webre had published in the early 1970s called the Context Communication Theory of Extraterrestrials which held that extraterrestrial phenomena could be interpreted by certain laws.<\/p>\n<p>While campaigning Jimmy Carter for President had made his declaration of his sighting and intention to release all the UFO data. It provided Webre the ideal opportunity for his study. &quot;It was a godsend,&quot; stated Webre. &quot;We took Carter on his word.&quot; <\/p>\n<p>Webre immediately began to identify &quot;people inside the Carter White House who were sympathetic to the UFO issue.&quot;<\/p>\n<p>The study proposed containing no classified aspects. The initial contact within the Carter white House for the proposal was Stewart Eisenstatt, with the Domestic Policy Staff. Webre pitched the outline of the proposed study. The White House agreed, and the work began.<\/p>\n<p>Webre flew from California to Washington to meet in the Executive Office Building with White House Domestic Policy Staff every two or three weeks. &quot;The proposal was known and approved within the Domestic Policy Staff of the White House,&quot; said Webre, &quot;and it was in circulation with the White House Science Advisors Office.&quot; The meeting continued with the Carter White House from May 1977 till September 1977.<\/p>\n<p>I was signed in and out and I would meet with her around the proposals. The structure of our proposal was that the White House would remain the overall policy director on this research proposal, which was envisioned to be about three years long. Once a final report was issued under the proposal it would become a White House document, and would come out under their agency and their policy recommendations.<\/p>\n<p>The study to provide knowledge on the subject, and propose a future course of action, had three phases:<\/p>\n<p>Creation of a data base of UFOs and extraterrestrials in private and non-private collections. The proposal involved obtaining data worldwide as opposed to simply the United States<\/p>\n<p>Evaluation phase where searches would be made for &quot;alternate models using the best scientific minds available.<\/p>\n<p>The final report and recommendations, and the creation of &quot;a permanent, open, global data-base under independent control for UFO and EBE (extraterrestrial biological entity) encounters. The final report would have included &quot;recommendation for the recission of intelligence and military secrecy regulations, which interfere with the flow of UFO and EBE data in the open civilian, scientific, and public domain. Hopefully it could have developed an &quot;extraterrestrial communication project to establish non-hostile, open communication from an authoritative human source to whatever intelligence the project might find.&quot;<\/p>\n<p>The extraterrestrial communications project came to the proposal stage in September 1977. The White House signed off on it, and Webre and the others involved from SRI &quot;were given the directive to begin the personnel approaches with NASA, and with the National Science Foundation who would be the actual funding agencies for the proposal under the overall direction of the White House. James Fletcher, the NASA administrator, was provided a copy of the proposal, and began reviewing it.<\/p>\n<p>Weber flew back to California to prepare for the next step at SRI. The move by the White House to green light the project, however, had set off alarm bells in the Pentagon among those whose job it was to protect the UFO secret.<\/p>\n<p>When Webre arrived back at SRI, he reported that he was called back into the office of the Senior SRI Official along with Peter Schwartz. Into the room walked an African-American who was the SRI liaison at the Pentagon. He announced that the project was to be terminated. The reason for the termination of the White House approved proposal was, &quot;There are no UFOs.&quot; He stated that he had been informed by someone in the Pentagon that &quot;if the study went forward, SRI\u2019s contracts with the Pentagon would be terminated.&quot; <\/p>\n<p>As most of the contracts at SRI were tied into the Pentagon, the writing was on the wall for &quot;extraterrestrial communication. Webre was told by the SRI liaison &quot;to stimulate,&quot; and play along with it. In this way the liaison stated he would keep his job. <\/p>\n<p>The Senior SRI Officer sided with the Pentagon liaison, and the extraterrestrial communication study for the Carter White House was dead.<\/p>\n<p><a href=\"http:\/\/www.presidentialufo.com\/newpage11.htm\">Read Original Article.<\/a><\/p>\n<p><!--more--><\/p>\n<p>Another person who had heard the story that the Carter<br \/>\nadministration was proposing to do a UFO study was Robert Barrow, who<br \/>\nhad been corresponding with President Ford, when he was a Congressman,<br \/>\non the subject of UFOs. Barrow described how the Carter people ended up<br \/>\ntalking to him about a possible study.<\/p>\n<p>After Jimmy Carter assumed the Presidency, I heard the rumor along<br \/>\nwith everybody else that he might initiate a UFO study. Since I was<br \/>\nquite into UFOs at the time, I made it known that I was interested in<br \/>\njoining any such project in any capacity for which I might be suited.<br \/>\nThere were people in Congress who knew of my long-time interest. To my<br \/>\nsurprise, one of them recommended me to Carter&#8217;s people, and the<br \/>\ntransition team indicated to that person that my name would be under<br \/>\nconsideration.<\/p>\n<p>That was as far as Barrow was involved in that rumored study. He was<br \/>\nnever contacted. Another study of UFOs that was done for President<br \/>\nCarter in the early days of the administration was known as the &quot;L.A.<br \/>\nStudy.&quot; It was put together for the President by a number of UFO<br \/>\nresearchers in the Los Angeles area.<\/p>\n<p>On May 13, 1977 four of the involved scientists Ronald R. Regan,<br \/>\nPh.D., William F. Hassel, PH.D., Ronald H. Olch, M.s., and Marina S.<br \/>\nConrad, M.A., addressed a letter to President Carter regarding their<br \/>\nproposed UFO study.<\/p>\n<p>We, the undersigned, represent an informal group of scientists,<br \/>\nengineers and UFO investigators in the Los Angeles area who are in the<br \/>\nprocess of developing a concise report on UFO phenomena based on<br \/>\ndocumented UFO cases. This report will discuss UFO characteristics,<br \/>\nphysical and physiological phenomena, witness reliability and will make<br \/>\nrecommendations on several potentially fruitful areas of scientific<br \/>\nresearch. When completed, this report will be delivered to the White<br \/>\nHouse to provide background material to make decisions regarding the<br \/>\ninitiation of government sponsored UFO research.<\/p>\n<p>The letter responding to the reseracher&#8217;s letter to the President<br \/>\nwas returned by Stanley D. Schneider, assistant to the President&#8217;s<br \/>\nScience Advisor who replied with the standard line that,<\/p>\n<p>All information on UFOs which the Air Force held from 1947 to 1969,<br \/>\nwhen the terminated their Project Bluebook following the release of the<br \/>\nCondon Report, has been declassified and placed in the National<br \/>\nArchives where it is a matter of public record.<\/p>\n<p>Schneider did acknowledge that a UFO study was being prepared for the President, and he did not turn it down.<\/p>\n<p>We note with interest that you are preparing a report recommending<br \/>\nsuch a government-supported research program. If as Jody Powell (the<br \/>\nPresident&#8217;s Press Secretary) suggests, you forward your completed<br \/>\nreport to this office, we shall certainly give it out consideration and<br \/>\nmake any appropriate recommendations.<\/p>\n<p>The report was finished, and according to one member of the L.A.<br \/>\ngroup, former NSA member Paul Smith, the report was taken to washington<br \/>\nby Bill Moore. Copies were supposedly also give to Congressmen and<br \/>\nSenators for their action. Bill Moore retired from researching UFOs,<br \/>\nand the exact status of what happened to the finished report remains a<br \/>\nmystery.<\/p>\n<p>President Carter, Daniel Sheehan, and Donald Menzel : The Congressional Research Service Studies for President Carter<\/p>\n<p>&quot;Knowledge will Forever Govern Ignorance And a People Who Mean to be<br \/>\ntheir Own Governors Must Arm Themselves with the Power Which Knowledge<br \/>\nGives&quot; The Words of President James Madison as inscribed on the Madison<br \/>\nBuilding in Washington D.C., where Daniel Sheehan claimed he was<br \/>\nallowed to view the classified section of the USAF UFO Project Blue<br \/>\nBook in 1977, and where he said he discovered the picture of the<br \/>\ncrashed flying saucer.<\/p>\n<p>&quot;It&#8217;s always difficult to strike a balance between the public&#8217;s <br \/>right to know and NASA&#8217;s need for candor.&quot; Marcia Smith, a space <br \/>policy senior analyst at the Congressional Research Service in Washington, DC., as quoted by James Oberg <\/p>\n<p>Shortly after President Carter came to power in January 1977, Daniel<br \/>\nSheehan, then General Counsel to the United States Jesuit National<br \/>\nHeadquarters &#8211; National Office of Social Ministry in Washington, D.C.,<br \/>\nwas reportedly approached by Marcia S. Smith, Director of the Library<br \/>\nof Congress\u2019s Science and Technology Division of the Congressional<br \/>\nResearch Service.from 1984-1985. <\/p>\n<p>The Congressional Research Service of the Library of Congress is a<br \/>\nresearch group of more than 400 people who do research for congress and<br \/>\nthe White House. They have played more than a passing interest in the<br \/>\nUFO problem over the years. Every one of these UFO research efforts has<br \/>\nbeen led by Marcia Smith. <\/p>\n<p>Sheehan reported that he was asked by Smith &quot;to participate in a<br \/>\nhighly classified major evaluation of the UFO phenomena, and<br \/>\nextraterrestrial intelligence.&quot; The person who made the offer was<br \/>\nMarcia Smith. She made Sheehan a special consultant to the<br \/>\nCongressional Research service. <\/p>\n<p>Marcia had in turn learned of Sheehan from her friend Rosemary<br \/>\nChalk, who at the time was the Secretary to the National Science<br \/>\nFoundation. Chalk and Sheehan attended the same church in Washington.<br \/>\nDuring one conversation between the two Sheehan had told Chalk that he<br \/>\nhad wanted to be an astronaut as a young man, but that the appointments<br \/>\nhe has sought to attain this goal had been given away as political<br \/>\nprizes to others. He told Chalk that his goal had been, &quot;to become an<br \/>\nastronaut and to go out into outer space, and meet other<br \/>\ncivilizations.&quot; <\/p>\n<p>When Sheehan was finished telling his story about how he ended up<br \/>\nbecoming a lawyer, Chalk was surprised. She said, &quot;Wow, I never<br \/>\nimagined that was true, but I have someone that you have to talk to.&quot;<br \/>\nThe person who called was Marcia Smith.<\/p>\n<p>A part of this contact with Marcia Smith and the CRS involved<br \/>\nSheehan being asked to use his position inside the Jesuit community to<br \/>\nobtain the UFO documents held in the Vatican library. Sheehan made an<br \/>\napproach to his contact at the Vatican.<\/p>\n<p>&quot;She called,&quot; recalled Sheehan, &quot;and asked me if as Legal Counsel<br \/>\nfor the Jesuit Headquarters whether I could get access for the Library<br \/>\nof Congress from the Vatican library. The Vatican library has a fairly<br \/>\nlarge section concerning the issue of extraterrestrial intelligence,<br \/>\nand UFOs. I undertook to contact the Jesuit who actually runs the<br \/>\nVatican library, and much to my shock, they said we couldn\u2019t have<br \/>\naccess to it. . . I related this to Marcia Smith.&quot;<\/p>\n<p>After the discussion with Marcia and Father Bill Davis, who was the<br \/>\nDirector of the National Office Sheehan made a second approach to the<br \/>\nVatican library. <\/p>\n<p>I sent back a second letter to the Jesuit who was the head of the<br \/>\nVatican library, and explained to him that this was an official request<br \/>\nthat had come from the Congressional Research Service of the Library of<br \/>\nCongress &#8211; that it had come from the Congress of the United States, and<br \/>\nthat the President himself had wanted to get this information. So I<br \/>\nthought that would get us the information, but I received a second<br \/>\nresponse from the Vatican Library saying no &#8211; the<\/p>\n<p>Jesuit National Headquarters would not be provided with this<br \/>\ninformation. So I had to regretfully report that back to Marcia Smith<br \/>\nletting her know that I was not able to get it.&quot;<\/p>\n<p>Sheehan recalled the encounter with Marcia where she related to him<br \/>\nthe reasons behind the study. &quot;She ( Marcia Smith) informed me that she<br \/>\nhad been contacted by the Chairman of the Science &amp; Technology<br \/>\nCommittee of the House of Representatives, (Congressman Olin Earl<br \/>\nTeague) who in turn had received a directive from the President of the<br \/>\nUnited States, informing the Committee that he ( Carter) in fact had<br \/>\npersonally seen a UFO while he was in Georgia.&quot;<\/p>\n<p>Marcia further informed Sheehan that Carter had approached the House<br \/>\nof Representatives Science and Technology Committee based on<br \/>\ninformation he had obtained from former CIA director George Bush.<br \/>\nMarcia Smith stated that Carter had approached Bush and stated, &quot;I want<br \/>\nto have the information that we have on UFOs and extraterrestrial<br \/>\nintelligence. I want to know about this as President.&quot; <\/p>\n<p>George Bush, according to Smith said, &quot;no . . . that he wasn\u2019t going<br \/>\nto give this to him . . . that this was information that existed on a<br \/>\nneed to know basis only. Simple curiosity on the part of the President<br \/>\nwasn\u2019t adequate.&quot;<\/p>\n<p>This Carter-Bush UFO question, referred to by Smith, was probably<br \/>\nasked during the first 45 minutes of a multi hour briefing on November<br \/>\n19, 1976. This is the only time that Bush and Carter met while Carter<br \/>\nwas President-elect. Bush was replaced as DCI, once Carter became<br \/>\nPresident, so there was never a meeting between the two after Carter<br \/>\nentered the White House. <\/p>\n<p>The 45 minute segment of the briefing given to the President-elect,<br \/>\nwas described by the CIA as a briefing on certain &quot;exotic weapons and<br \/>\nvery closely held items relating to sources and methods.&quot; <\/p>\n<p>The then Director of Central Intelligence (DCI) for President Ford,<br \/>\nGeorge Bush, and his assistant Jennifer Fitzgerald, took Carter and<br \/>\nWalter Mondale to the Carter living room to provide the selected<br \/>\nsensitive information. The other six senior agents apparently weren\u2019t<br \/>\ncleared for this part of the briefing. They remained waiting in the<br \/>\nCarter study till this key part of the briefing was completed.<\/p>\n<p>No matter where the Bush\/Carter encounter had taken place, the fact<br \/>\nremained that Carter was refused the requested UFO information from the<br \/>\nCIA Director. Once Carter had been denied the requested information on<br \/>\nUFOs, he decided to follow a suggestion that Bush had made for getting<br \/>\nthe information that Carter wanted on UFOs.<\/p>\n<p>&quot; If he was going to do this he would have to follow a different<br \/>\nprocedure,&quot; stated Sheehan, &quot;that was going to involve all the<br \/>\ndifferent branches of government in authorizing this information,<br \/>\nbecause they were afraid that President Carter was going to somehow<br \/>\npublicly reveal this. Bush told him that he was going have to go to the<br \/>\nScience and Technology Committee of the House of Representatives, in<br \/>\nthe legislative branch, and have them ask the Congressional Research<br \/>\nService to issue a request to have certain documents declassified so<br \/>\nthat this process could go on.&quot; <\/p>\n<p>&quot;They were,&quot; said Sheehan, &quot;trying to stall this thing. That was<br \/>\ngoing to take a long time. . .the NSA, the CIA. . .all these groups<br \/>\nwere going to hold back documents. So the President much chagrined,<br \/>\ndecided that rather than having a major confrontation with Mr. Bush,<br \/>\n(he) would follow this process. He contacted the science and Technology<br \/>\nCommittee of the House of Representatives. They in turn contacted the<br \/>\nLibrary of Congress Research Service, and they undertook two major<br \/>\ninvestigations.&quot; <\/p>\n<p>To determine whether extraterrestrial intelligence existed in our galaxy. <br \/>Determine what the relationship of this UFO phenomena might be to extraterrestrial intelligence. <br \/>Marcia<br \/>\nSmith was at the time Analyst in Science and Technology, Science<br \/>\nResearch Division, at the Congressional Research Service. She was not<br \/>\nignorant about the field of UFOs, and classified research. Records show<br \/>\nshe had been involved in at least five UFO or SETI related<br \/>\ninvestigations by the Congressional Research Service.<\/p>\n<p>In 1976, just before Carter won the Presidential election Smith<br \/>\nwrote &quot;Extraterrestrial Intelligence and Unidentified Flying Objects: A<br \/>\nSelected, Annotated Bibliography&quot; for the Library of Congress<br \/>\nCongressional Research Service. <br \/>In 1975 and then in a 1978 update,<br \/>\nMarcia Smith joined with Dr. George Gatewood, Director of the Allegheny<br \/>\nObservatory and the NASA Ames research Center SETI Program office, to<br \/>\nwrite a report for the Congressional Research Service called &quot;Life<br \/>\nBeyond Earth.&quot; This paper (later turned into a book), was not about<br \/>\nUFOs. &quot;The paper is,&quot; wrote Smith, &quot;instead, a synthesis of past and<br \/>\ncurrent thought on the possibility that there is extraterrestrial life<br \/>\nin the universe, together with discussions of the possible impacts of<br \/>\nmaking contact with it.&quot; <br \/>In 1976 Smith also co-authored a report<br \/>\ncalled The UFO Enigma which was produced for the Congressional Research<br \/>\nService. The report was an overview of the U.S. government involvement<br \/>\nin solving the UFO puzzle, and information that had been released under<br \/>\nthe Freedom of Information.&quot; <br \/>In 1983 Smith produced an updated<br \/>\nreport by the same name updating the report with events that had<br \/>\noccurred between 1976 and 1983. <\/p>\n<p>These CRS UFO related reports were very basic UFO reports with<br \/>\nnothing of a controversial or classified nature. Part of the reason for<br \/>\nthis is that the reports were publicly published, and also the fact<br \/>\nthat UFOs was not a popular subject to be writing about inside the<br \/>\ngovernment<\/p>\n<p>James Oberg, a former NASA consultant, worked in the 1970s with<br \/>\nMarcia on Congressional research reports. Both had an interest in UFOs,<br \/>\nbut they also shared an interest in Oberg\u2019s specialty &#8211; the Soviet<br \/>\nspace program. Aviation Week &amp; Space Technology magazine eventually<br \/>\ncame to refer to Marcia Smith as &quot;The Congressional Research Service<br \/>\nRussian space guru.&quot;<\/p>\n<p>Oberg recalled Smith\u2019s reticence to writing reports on UFOs. &quot;Back<br \/>\nin the late 1970s,&quot; Oberg told this writer, &quot;we briefly discussed the<br \/>\noverview of \u2018The UFO Enigma\u2019 (written the year before Carter became<br \/>\nPresident) and she expressed exasperation at having to put something<br \/>\nlike that together, but basically the CRS researches what Congress asks<br \/>\nthem to do. . .&quot;<\/p>\n<p>When the story broke that Smith had done two reports for President<br \/>\nCarter in 1977, Oberg contacted this author and provided him with<br \/>\nMarcia Smith\u2019s E-mail so I could obtain her comment. Smith did not<br \/>\nrespond to the E-mail, but it appears that she and Oberg did discuss<br \/>\nthe two reports. In a second E-mail, Oberg wrote, &quot;She is talking to<br \/>\nme. Is she talking to you.&quot; <\/p>\n<p>Asked what Smith had told him about the ETI and UFO studies,<br \/>\nreportedly done by Smith in 1977, Oberg refused to say anything. A<br \/>\nresearcher out of Washington, D.C. wrote Oberg asking for smith\u2019s phone<br \/>\nnumber, but this request was also ignored. Oberg, always ready with an<br \/>\nopinion about anything and everything, was forced to a position of<br \/>\ncomplete silence.<\/p>\n<p>The reason for this silence was the fact that anything Oberg would<br \/>\nsay pro or con would simply increase the pressure on Marcia Smith to<br \/>\nconfirm or deny the Sheehan recollections. Smith had no intention to<br \/>\ntalk, and Oberg planned to do what he could to help his long time<br \/>\nfriend.<\/p>\n<p>Besides the high school level UFO &#8211; related reports listed by the<br \/>\nCRS, as being authored by Marcia Smith, there were two that won\u2019t be<br \/>\nfound listed in an CRS directory. Those two reports were the two 1977<br \/>\nreports requested by President Carter on extraterrestrial intelligence<br \/>\nand UFOs. These two reports, according to Sheehan, were also written by<br \/>\nMarcia Smith.<\/p>\n<p>From Sheehan\u2019s description of the reports, these two reports were no<br \/>\nhigh school level reports. Sheehan had know of the writing of the two<br \/>\nreports, due to his role as a special consultant for the CRS. Sheehan<br \/>\nreported that he even was able to read the two reports before they were<br \/>\nsent of to the Science and Technology Committee of the House of<br \/>\nRepresentatives.<\/p>\n<p>Sheehan\u2019s role for the CRS was to help obtain the Vatican UFO files,<br \/>\nand a second more dramatic role in reviewing classified UFO files from<br \/>\nthe former USAF Project Blue Book which was closed in 1969. This<br \/>\nincident occurred in a vaulted room in the basement of the Library of<br \/>\nCongress Madison Building in downtown Washington, D.C. <\/p>\n<p>The new Carter administration had reinstated funding for the Search<br \/>\nfor Extraterrestrial Intelligence, and Marcia had phoned Sheehan asking<br \/>\nhim to speak to the scientists at the Jet Propulsion Laboratory, in the<br \/>\nSETI program. The topic of the presentation would be &quot;the potential<br \/>\ntheological religious implications of potential contact with<br \/>\nextraterrestrial civilizations.&quot; Sheehan qualified for this because of<br \/>\nhis degree in religion.<\/p>\n<p>Sheehan reported that he told Smith, &quot;Look if I am going to be doing<br \/>\nthis, which I am totally delighted to do, I would like to be able to<br \/>\nget access to some of the data that you might have available in the<br \/>\ncourse of your doing this investigation for the Science and Technology<br \/>\nCommittee in Congress.&quot; <\/p>\n<p>Asked what data he would like, Sheehan stated he wanted to see &quot;the classified sections of the Project Blue Book.&quot;<\/p>\n<p>Marcia, according to Sheehan stated she didn\u2019t know if she could get<br \/>\nthe Air force and defense department to release those files, but agreed<br \/>\nto try. &quot;She contacted them,&quot; recalled Sheehan, &quot;and shortly thereafter<br \/>\nshe called me and she said, much to her surprise, \u2018They have agreed to<br \/>\ndo this.\u2019&quot;<\/p>\n<p>&quot;She gave me a particular date and time and told me that I should go<br \/>\nover to the new building at the Library of Congress,&quot; Sheehan stated, &quot;<br \/>\nthis building had not even been opened yet. There were no people in it.<br \/>\nShe told me they are going to bring the files down to the new<br \/>\nbuilding&#8230;They had this big vault room downstairs.&quot; <\/p>\n<p>Sheehan continued to tell what has now become a very controversial<br \/>\nseries of events that occurred two hours into the search. It is a story<br \/>\nhe told Marcia Smith just after it occurred, and a story he has told<br \/>\ndozens of times since.<\/p>\n<p>There was a room and these two security officers there at the door<br \/>\nand there was actually a third, plain clothed, sitting at a desk to the<br \/>\nright of them.<\/p>\n<p>As I came in there I showed them all my identification, and they<br \/>\nchecked some documentation that they had, and said &quot;Yes. I was supposed<br \/>\nto be here.&quot;<\/p>\n<p>As I started to go in, the man sitting at the desk told me I had to<br \/>\nleave my briefcase there. I wouldn&#8217;t be allowed to take any notes. It<br \/>\nturned out I had a yellow pad under my arm, so I set the briefcase<br \/>\ndown, gave it to him, and I went into the room. I was in there for some<br \/>\ntime. There were a bunch of documents there. There was actually a film<br \/>\nmachine. It was like a little reel-to-reel &#8211; kind of a film machine<br \/>\nthere. I don&#8217;t know if it was 35mm, or whatever those things were. So<br \/>\nthere was actually some little films there.<\/p>\n<p>I looked at some of the films and they were like the classic films<br \/>\nthat you have seen, sort of far distant shots of strange moving<br \/>\nvehicles. So I decided I wasn&#8217;t making much headway on this, so I began<br \/>\nto look into these little boxes, that had these canisters there. There<br \/>\nwas one of these overhead filmstrip machines that was sitting in the<br \/>\nroom. I began to take these little canisters out, and open them up, and<br \/>\nput the filmstrips in and look through these things. I don&#8217;t know how<br \/>\nmany I had gone through. I had gone through several, or at least a few<br \/>\nof these boxes, when I hit upon this one canister that had film and<br \/>\npictures. I started going through, turning the little crank and there<br \/>\nit was.<\/p>\n<p>Again I have told people about this a number of times. There were<br \/>\nthese photographs of unmistakable &#8211; of a UFO sitting on the ground. It<br \/>\nhad crashed, apparently. It had hit into this field and had dug up,<br \/>\nkind of plowed this kind of trough through this field. It was wedged<br \/>\ninto the side of this bank. There was snow all around the picture. The<br \/>\nvehicle was wedged into the side of<\/p>\n<p>this mud like embankment kind of up at an angle. There were Air<br \/>\nForce personnel. As I cranked the little handle, and looked at<br \/>\nadditional photos, these Air Force people were taking pictures.<\/p>\n<p>In the photograph they were taking photographs of this vehicle. One<br \/>\nof the photos actually had the Air Force personnel with this big long<br \/>\ntape measure measuring this thing. You could see that they had these<br \/>\nparkas on, with little fur around their hoods. You could see that they<br \/>\nhad the little name tags on their jacket. They were clearly U.S. Air<br \/>\nForce personnel.<\/p>\n<p>I was kind of in this strange state saying, &quot;Here it is!&quot; So I<br \/>\nturned the crank for more pictures, and I could see on the side of this<br \/>\ncraft these like little insignias &#8211; little symbols. So I turned ahead a<br \/>\ncouple of pictures to see if there was a closer picture. Sure enough<br \/>\nthere was. One of the photos had kind of a close-up picture of these<br \/>\nsymbols. So what I did is, I was getting nervous. I looked around, and<br \/>\nthe guys weren&#8217;t watching or anything. They were outside of the room,<br \/>\nso I took<\/p>\n<p>the yellow pad, and I flipped it open to the little grey cardboard<br \/>\nbacking and I flipped it under the screen. I shrank the size of the<br \/>\npicture to the exact same size as the back of the yellow pad, and<br \/>\ntraced the actual symbols out in detail, verbatim of what was there. <\/p>\n<p>Once I had actually seen these pictures, and actually chosen to copy<br \/>\ndown and trace these symbols from this craft, I just decided that I<br \/>\nshould get out of there. So I got up closed the little pad, and I put<br \/>\nthe film back in the canister. I put all the boxes back where they<br \/>\nwere, and put the yellow pad under my arm, and just walked out. As I<br \/>\ncame through the door, I went over to get my briefcase up, and the man<br \/>\nat the little desk that was sitting there pointed to the yellow pad<br \/>\nunder my arm, and he said, &quot;What&#8217;s that you&#8217;ve got there?&quot;<\/p>\n<p>I said,&quot;That&#8217;s the yellow pad that I had with me.&quot;<\/p>\n<p>He said, &quot;Let me see that.&quot; He reached out and I handed it to him.<br \/>\nHe flipped through the yellow pages, and never looked at the back,<br \/>\nnever looked at the inside cardboard backing, and handed it back to me.<br \/>\nSo, I just put it under my arm, got my briefcase and walked out of<br \/>\nthere. I took this with me, and I reported the details to Marcia. I<br \/>\nalso prepared my three hour seminar for JPL. <\/p>\n<p>Marcia then drafted the two reports for the House Science and<br \/>\nTechnology Committee. &quot;I ended up getting copies of the two reports,&quot;<br \/>\nsaid Sheehan, &quot;one on extraterrestrial intelligence, and the other on<br \/>\nthe phenomena of Unidentified Flying Objects.<\/p>\n<p>&quot;The first report on extraterrestrial intelligence,&quot; said Sheehan,<br \/>\n&quot;stated the Congressional Research Service of the official United<br \/>\nStates Congressional Library, in its official report to the President,<br \/>\nthrough the House of Representatives Science and Technology Committee,<br \/>\nconcludes that there are from two to six highly intelligent, highly<br \/>\ntechnologically developed civilizations in our own galaxy over and<br \/>\nabove our own.&quot;<\/p>\n<p>&quot;In the second report they had drawings of different shapes of UFOs<br \/>\nthat have been sighted,&quot; continued Sheehan. &quot;They didn\u2019t site any<br \/>\nparticular cases, but they said that they believed there was a<br \/>\nsignificant number of instances where the official United States Air<br \/>\nForce investigations were unable to discount the possibility that one<br \/>\nor more of these vehicles was actually from one of these<br \/>\nextraterrestrial civilizations. They put this together, and sent it<br \/>\nover to the President. I ended up seeing a copy of it.&quot;<\/p>\n<p>Sheehan\u2019s contact with the CRS went only to Marcia Smith. It did not<br \/>\nextend to Smith boss, Dr. Jack Gibbons. Sheehan told this writer that<br \/>\nhe was not even aware of whom Gibbons was. It is assumed that Gibbons<br \/>\nknew, and approved of the UFO related reports that Smith was writing.<br \/>\nThis would extend to the secret UFO report prepared for the House of<br \/>\nRepresentatives, and President Carter, if the story Sheehan tells is<br \/>\ntrue.<\/p>\n<p>This connection is important because following a long period as the<br \/>\nhead of the Office of Technological Assessment for the Congressional<br \/>\nResearch Service, Dr. Gibbons went on to become Assistant to the<br \/>\nPresident for Science and Technology in the Clinton White House. As<br \/>\nscience advisor to President Clinton, Gibbons dealt with the<br \/>\nRockefeller White House UFO initiated by Lawrence Rockefeller. Despite<br \/>\nhis close relationship to the UFO investigations that were being<br \/>\nconducted by Marcia Smith, during and just after the Carter<br \/>\nadministration, Gibbons strangely told Rockefeller in 1993, that he was<br \/>\ntotally ignorant of the UFO subject.<\/p>\n<p>According to 1,000 pages of UFO documents released by the Clinton<br \/>\nOffice for Science and Technology Policy, Gibbons quickly overcame his<br \/>\nclaimed UFO ignorance. He not only met with Rockefeller and his<br \/>\nrepresentatives about UFOs, but he headed up a White House initiative<br \/>\nto declassify documents that it was hoped would reveal the true story<br \/>\nof the events surrounding the crash of an object near Roswell, New<br \/>\nMexico in July 1947.<\/p>\n<p>Finally, in research to discovery if Smith produced a secret UFO<br \/>\nreport for President Carter, a strange discovery was made. As noted<br \/>\nabove, in 1976 Marcia Smith headed up a research report prepared by the<br \/>\nCongressional Research Service titled &quot;The UFO Enigma.&quot; Strangely, the<br \/>\nvery next year, 1977, a book using exactly the same title &quot;The UFO<br \/>\nEnigma&quot; was published by Doubleday.
