{"id":1507,"date":"2007-04-03T13:07:45","date_gmt":"2007-04-03T13:07:45","guid":{"rendered":"https:\/\/omniversity.us\/exopolitics\/2007\/04\/03\/towards_a_decad\/"},"modified":"2007-04-03T13:07:45","modified_gmt":"2007-04-03T13:07:45","slug":"towards_a_decad","status":"publish","type":"post","link":"https:\/\/omniversity.us\/exopolitics\/towards_a_decad\/","title":{"rendered":"Towards a Decade of Contact: Preparing for re-integration into Universe society"},"content":{"rendered":"<p>by Alfred Lambremont Webre, JD, MEd<\/p>\n<p>VANCOUVER, B.C. \u2013 In the late 1980s, I was asked to meet with a <a href=\"http:\/\/www.gallup.com\/\">Gallup<\/a> family heir who wished to explore a collaborative venture for a public opinion poll of &quot;transformational&quot; attitudes worldwide. Before our meeting, I half expected a dull, cautious businessman-bureaucrat. Instead, in sauntered in a brilliant imagination, a bright intellect, with the twinkle of cosmic change. This Gallup seemed more like a utopian resident of Sir Francis Bacon\u2019s New Atlantis (some interpret Bacon\u2019s unfinished work as an allegory about Earth\u2019s coming integration with a larger Universe society), rather than the stereotypical captain of corporate America. That meeting was my first expansive Gallup encounter.&nbsp; <\/p>\n<p>A decade or so later, I once again encountered an expansive Gallup. This time my encounter was not with a scion, but with a Gallup public opinion poll. The subject matter of the poll related to my research on Exopolitics, the study of politics, government, and law in the Universe. I found the Gallup organization had compiled a public opinion poll that illuminated key terrestrial dynamics of the study of governmental structures and political processes in the Universe. <\/p>\n<p>Yes, you read that sentence correctly. It did say &quot;key terrestrial dynamics of the study of governmental structures and political processes in the Universe.&quot; Our <a href=\"http:\/\/www.oosa.unvienna.org\/SpaceLaw\/spacelaw.htm\">terrestrial law of Space<\/a> now ends at the upper atmosphere, or at best at the Moon. Everything beyond those near-earth orbits is, legally speaking, the Void. No living entity or system of government or law is presumed to exist there. Human law assumes that no supra-human politics or regulation exists in outer or dimensional Space.<\/p>\n<p>Enter Exopolitics <br \/>\nExopolitics, as a discipline for understanding Universe society through<br \/>\nits politics and government, may turn our dominant view of the Universe<br \/>\nupside down and inside out. As exopolitics posits, the truest<br \/>\nconception of our human circumstance may be that we are on an isolated<br \/>\nplanet in the midst of a populated, evolving, highly organized<br \/>\ninter-planetary, inter-galactic, multi-dimensional Universe society. <br \/>\nFrom an exopolitical perspective, Earth only appears to be isolated<br \/>\nbecause we are in intentional quarantine, imposed by the technology and<br \/>\njustice of structured, rational Universe society. We may be isolated<br \/>\nfrom the rest of Universe society as the result of a formal, Universe<br \/>\ngovernmental and political process. <\/p>\n<p>Are we as a planet on the verge of being re-integrated into Universe<br \/>\nsociety? That\u2019s very likely. The signs are all around us. In fact, as<br \/>\nthe Gallup organization polls suggests, contemporary human attitudes<br \/>\nabout our populated Universe may themselves constitute one of the main<br \/>\nsigns of our pending reintegration into Universe society. <\/p>\n<p>As with other historical transformations of human society, politics<br \/>\nmay be a key mechanism for navigating Earth\u2019s integration into Universe<br \/>\nsociety. Politics is a process by which the interests of individuals,<br \/>\ngroups, and institutions will mediate, compromise, and create a<br \/>\ncollective future. Politics, however, does not end at Earth\u2019s edge.<br \/>\nPolitics is a process that is universal. Earth\u2019s integration into<br \/>\nUniverse society is occurring as part of a definable political process<br \/>\nwithin Universe government. That process is part of the discipline we<br \/>\ncan term exopolitics. <\/p>\n<p>The Exopolitical Majority <br \/>\nDoes the exopolitical version of our Universe reality sound vaguely<br \/>\nfamiliar to you? Does it raise a tingle along the back of your neck?<br \/>\nDoes it have the ring of truth? Or do you react to it as flaky and<br \/>\nunscientific? Well, you can compare your own attitudes about<br \/>\nexopolitical reality in the results of a very significant public<br \/>\nopinion poll by, yes, the Gallup organization. This poll has profound<br \/>\nexopolitical implications. This Gallup poll is almost like a &quot;tracking<br \/>\npoll&quot; for extraterrestrial politics. <\/p>\n<p>Each of our personal opinions about the reality of an<br \/>\nextraterrestrial presence on Earth now falls along a spectrum of public<br \/>\nopinion that has already been scientifically measured by the Gallup<br \/>\norganization. A 1996 Gallup poll showed that 72 percent of the U.S.<br \/>\nadult population believes there is some form of extraterrestrial life.<br \/>\nFully 45 percent of the adult population believes the Earth is visited<br \/>\nby extraterrestrial life. <\/p>\n<p>By extension, we may assume that public opinion about<br \/>\nextraterrestrial visitation may be roughly the same in the other<br \/>\nregions of the planet. The proportion of world youth that likewise<br \/>\nbelieve extraterrestrials have visited Earth may be even higher than<br \/>\nthe adult population. These polls, I am sure, will be measured in the<br \/>\nnot too distant future, if they have not been measured already. <\/p>\n<p>The Gallup poll now shows that nearly 100 million adult humans in<br \/>\nthe United States \u2013 45 percent of its adult population \u2013 believe that<br \/>\nExtraterrestrial civilization has visited or visits Earth. <\/p>\n<p>Let\u2019s explore the political dimensions of this finding. One hundred<br \/>\nmillion adults is approximately the number of U.S. adults who vote in a<br \/>\nU.S. Presidential election! The U.S. Federal Election Commission<br \/>\nreports that 96,277,634 persons voted in the 1996 Presidential general<br \/>\nelection. <\/p>\n<p>We can assume that as a whole these 100 million adults aren\u2019t<br \/>\ndelusional, mind-controlled, or brainwashed. Our poll population can<br \/>\nintuitively filter out those extraterrestrial &quot;visitations&quot; which are<br \/>\nstaged secret psychological warfare operations by human<br \/>\nmilitary-intelligence agencies. A more recent poll shows that 70<br \/>\npercent of U.S. adults believe the U.S. government is covering up an<br \/>\nextraterrestrial presence. <\/p>\n<p>By the very premises of public opinion polls, these 100 million<br \/>\nextraterrestrial-sensitive humans are responding to something they<br \/>\nbelieve is true. Down deep in their intuition they hold that<br \/>\nextraterrestrials have visited Earth. Philosopher Immanuel Kant would<br \/>\ncall this perfectly valid intuitive knowledge. In short, human<br \/>\nintuition is reality-oriented enough to filter out false propaganda<br \/>\nfrom Universe reality. <\/p>\n<p>What are the implications of the finding that more adult U.S.<br \/>\ncitizens believe extraterrestrials visit Earth than vote in a U.S.<br \/>\nPresidential election? Public opinion polls are prime tools in<br \/>\nterrestrial politics. Suppose a public opinion poll were to show that<br \/>\n100 million U.S. adults were favor of a particular type of health care<br \/>\nor social security plan. You can safely bet that governments and<br \/>\npoliticians (especially at election time!) would be jumping to meet<br \/>\nthese poll-driven political demands. <\/p>\n<p>By contrast, a valid public opinion poll showing that 100 million<br \/>\nU.S. adults believe there is an extraterrestrial presence is not<br \/>\ndriving any political outcomes. No mainstream politicians have defined<br \/>\nextraterrestrial presence as a live political or public policy issue.<br \/>\nNo sizable number of citizens of any terrestrial nation are moved to<br \/>\ncall upon their local politicians or the political process to connect<br \/>\nwith the extraterrestrial presence, or study it, or even acknowledge it<br \/>\nofficially. Why is this anomaly occurring in politics and government? <\/p>\n<p>You could say that a major reason for the disconnection between<br \/>\nterrestrial politics and the extraterrestrial issue is cultural and<br \/>\ncontextual. Our modern human culture has not yet placed these issues \u2013<br \/>\nthe extraterrestrial presence, terrestrial politics, and Universe<br \/>\nsociety \u2013 in the same context. Our &quot;mainstream&quot; collective human mind<br \/>\nliterally cannot now see how governments and politics might be<br \/>\nconnected to an extraterrestrial initiative. <\/p>\n<p>But cultural context is not the whole cause. Public interest<br \/>\nresearch shows that a determined covert terrestrial network may be<br \/>\nattempting to &quot;engineer&quot; human attitudes toward the extraterrestrial<br \/>\ninitiative, and in turn, toward Universe society. Two principal tools<br \/>\nof this attitude engineering are official secrecy about actual<br \/>\nextraterrestrial contact, and a raging information war against the<br \/>\nextraterrestrial presence. <br \/>\nThese quasi-official, secret &quot;black operations&quot; networks appear to be<br \/>\nhosted largely in the anglophile countries of United States, United<br \/>\nKingdom, Australia, New Zealand, and Canada. Coincidentally, these<br \/>\nanti-extraterrestrial networks are in the countries that manage <a href=\"http:\/\/www.heise.de\/tp\/english\/inhalt\/te\/6929\/1.html\">&quot;Echelon,&quot;<\/a> a secret Internet surveillance operation.&nbsp; <\/p>\n<p>The recent unofficial <a href=\"http:\/\/www.ecologynews.com\/cometa.html\">three-year COMETA study<\/a><br \/>\nformally suggested the hypothesis of an extraterrestrial presence as<br \/>\nviable based on the evidence. The senior French scientists, along with<br \/>\nformer space and Air Force officials, who completed the COMETA study<br \/>\nmay be taking sides in the information war. Whether consciously or not,<br \/>\nfunctionally they act as informal diplomatic allies of Universe<br \/>\nsociety. The French government itself has sued the Echelon countries<br \/>\nfor industrial espionage in violation of the European Union. Thus there<br \/>\nmay be the makings of a diplomatic divide in the global<br \/>\nanti-Extraterrestrial information war! <\/p>\n<p>The anti-Extraterrestrial information war has been in place since<br \/>\nthe early 1950s. This war has no terrestrial political sanction, has<br \/>\nnot been approved by any constitutional body, and violates the norms of<br \/>\ninternational law. The illegal information war is, on analysis, a<br \/>\nprincipal exopolitical block to Earth\u2019s fuller integration with<br \/>\nUniverse society. <\/p>\n<p><a href=\"http:\/\/www.ufoevidence.org\/topics\/DisclosureGeneral.htm\">The Disclosure Movement <\/a><br \/>\nNot surprisingly, a public disclosure movement is emerging in North<br \/>\nAmerica and worldwide. Its focus is to force credible disclosure of<br \/>\nofficial contact, and to stop the information war against the<br \/>\nextraterrestrial presence. Disclosure movements have longstanding<br \/>\npolitical and constitutional roots in the U.S. and elsewhere. Public<br \/>\ninterest groups have often used the political and constitutional<br \/>\nprocess to make public and stop secret unconstitutional wars and<br \/>\nprograms. Such was the case in the Watergate cover-up, the Iran-Contra<br \/>\ndrug-weapons scheme, and the war in Central America (which killed more<br \/>\nthan a million persons, with questionable constitutional<br \/>\nauthorization). <\/p>\n<p>Public disclosure of extraterrestrial contact and of the information<br \/>\nwar is a nexus point where terrestrial politics and exopolitics meet.<br \/>\nTo mix many metaphors, disclosure is &quot;where the rubber meets the road.&quot;<br \/>\nPublic disclosure is how exopolitics acquires &quot;traction&quot; in human<br \/>\nawareness and terrestrial politics. Disclosure is the procedural<br \/>\nantecedent to full, sustained, institutional contact with an<br \/>\nextraterrestrial (and multidimensional) Universe society. <\/p>\n<p>Televised public legislative hearings on extraterrestrial scientific<br \/>\nand public policy issues are a key strategic option for triggering<br \/>\nofficial disclosure. The political and mass-educational impacts of an<br \/>\nopen, uncensored legislative hearing before a bipartisan,<br \/>\ngender-balanced panel of U.S. Congresspersons could be profound. <\/p>\n<p>Televised legislative and educational panels in different regions of<br \/>\nthe Earth could follow. France, Brazil and Japan are fruitful of venues<br \/>\nfor public disclosure hearings that readily come to mind. Hearings in<br \/>\nthese countries may be even more open than hearings in the U.S., the<br \/>\nprime venue of the information war. The U.S., with only five percent of<br \/>\nthe world\u2019s population, may be serving as unwitting host for the brunt<br \/>\nof the anti-extraterrestrial information war. <\/p>\n<p>Official legislative hearings can create a credible forum for<br \/>\nhigh-impact disclosure testimony and evidence. The prime function of<br \/>\ntelevised public disclosure is global public education about an<br \/>\nextraterrestrial presence. There are many concurrent disclosure<br \/>\nactivities that could provide valuable testimony and evidence for<br \/>\nofficial hearings. These include high-level French participants in the<br \/>\nthree-year COMETA study, as well as witnesses in Washington, D.C.-based<br \/>\nCSETI\u2019s disclosure project (where I recently submitted testimony on a<br \/>\n1977 Carter White House extraterrestrial communication study). <\/p>\n<p>Exopolitics: The &quot;Alien&quot; vs. Extraterrestrial Distinction <br \/>\nThe information war is designed to sow confused, negative human<br \/>\nattitudes about extraterrestrial reality. Many &quot;alien abductions&quot; may<br \/>\nin reality be classic psychological warfare operations, and a<br \/>\nphenomenon of the information war. Abduction experiences may be a<br \/>\nmixture of: 1) growth-oriented dimensional experiences of an archetypal<br \/>\nnature, as described by Harvard Professor John Mack; 2) psychological<br \/>\noperations by various sides in the information war; 3) MILAB or<br \/>\nterrestrial military-intelligence operations, mimicking &quot;alien<br \/>\nabductions&quot; as part of the information war (thus, many abductions may<br \/>\nbe &quot;psy-war&quot; phenomena of the anti-extraterrestrial information war). <\/p>\n<p>From an exopolitical perspective, I use the term &quot;extraterrestrial&quot;<br \/>\nto refer to organized Universe society as it exists in interstellar and<br \/>\nmultidimensional space. Extraterrestrial societies are the participants<br \/>\nin the exopolitical process. Exopolitics is a fundamental organizing,<br \/>\nmediating, social, and governmental process in our interplanetary and<br \/>\ninterdimensional space. Exopolitics is how a highly populated and<br \/>\nregulated Universe governs itself. <\/p>\n<p>Exopolitics is designed to elicit and illustrate basic principles<br \/>\nand dynamics of politics, government, and law in the Universe. <\/p>\n<p>Towards a Decade of Contact: A Vision <br \/>\nHow can the human population get beyond the anti-extraterrestrial<br \/>\nconceptual traps our institutions and terrestrial leaders keep<br \/>\nconstructing for us? One way is to build a new, participatory<br \/>\nexopolitical process whose purpose is to foment and structure<br \/>\nhumankind\u2019s preparedness to enter interplanetary society. <br \/>\nThis participatory process is the Decade of Contact. As a society, we<br \/>\ncan dedicate a ten-year period of human education and community action<br \/>\naround integrating Earth into Universe society. The Decade of Contact<br \/>\nis both a process and a public attitude. Extraterrestrial contact is<br \/>\nour doorway into re-integration with Universe society. Extraterrestrial<br \/>\ncontact is an interactive process, both with our fellow humans and with<br \/>\nUniverse society itself. Just how many decades it will take to<br \/>\nre-establish working contact with the organized Universe seems to be<br \/>\npartially in our own hands. <\/p>\n<p>The Decade of Contact is simple and straightforward. Any individual,<br \/>\ngroup, age group, institution, nation, or government can participate.<br \/>\nParticipants in the Decade of Contact commit to transform their lives,<br \/>\ntheir institutional focus, and resources to re-establishing integration<br \/>\nwith organized interplanetary society. Rejoining Universe society is an<br \/>\nexopolitical process, and will happen only as political momentum<br \/>\ngathers at the personal, local, regional, and global levels. The<br \/>\nprocess of Universe integration may take time in lift-off, like a space<br \/>\nvehicle starting its long journey with slow lift-off from Earth. <\/p>\n<p>Mobilizing the human species to integrate with Universe society will<br \/>\ntake place in many concurrent ways. A key task is the gathering of<br \/>\ninformation, research, and scientific and educational resources about<br \/>\nUniverse society. Our dominant terrestrial model of reality is<br \/>\nfunctionally a legacy from the Middle Ages. Our collective new<br \/>\nknowledge base must be assembled from an exopolitical context. <\/p>\n<p>There are also important cultural components to the Decade of<br \/>\nContact, as human awareness builds to a critical mass. These include<br \/>\npolitical movements, public events, concerts, music, art, and media to<br \/>\ncelebrate Universe society. Our reunion with Universe society is a<br \/>\nground of our basic human rights. The contact process transforms our<br \/>\ncivilization from within, from a terrestrial culture to a Universal<br \/>\none. <br \/>\nTransformation of human society will occur when we reach a<br \/>\nUniverse-sensitive critical mass.
