His work as a futurist at the<br \/>\nprestigious Stanford Research Institute (SRI) in 1977 directing a<br \/>\nproposed Extraterrestrial Communication Project for the Carter White<br \/>\nHouse led to the emergence of exopolitics as a social science<br \/>\ndiscipline.<\/p>\n<p>Like many other futurists, Webre has concluded that humanity is<br \/>\ndestined to become a space-faring civilization. But he has been at the<br \/>\nforefront of advocating that such a future will require a program of<br \/>\npublic interest diplomacy with &quot;off-planet cultures.&quot;<\/p>\n<p>In his newly released book Exopolitics: Politics, Government, and<br \/>\nLaw in the Universe (Filament Books; $9.99), Webre presents a practical<br \/>\nand philosophical model of how such an outreach program to other<br \/>\nplanetary civilizations might be shaped.<\/p>\n<p>Webre thinks that intergalactic diplomacy will involve peaceful<br \/>\nco-existence and cooperation with other civilizations founded on<br \/>\nprinciples of Universal law.<\/p>\n<p>&quot;Exopolitics is premised on the notion that if humanity is not only<br \/>\nto survive but thrive in the Universe, it will have to develop a<br \/>\npolitical science to effectively interact with the beings that it will<br \/>\nencounter in space,&quot; Webre says.<\/p>\n<p>It might seem like science fiction fantasy to some, but Webre&quot;s book<br \/>\ndeals with a subject that is taken very seriously by some of the most<br \/>\naccomplished members of Earth society. Among many other prominent<br \/>\ncitizens of this world, a former American astronaut and one of Canada&quot;s<br \/>\nformer defense ministers have endorsed Exopolitics.<\/p>\n<p>&quot;The scientific paradigm of the 20th Century was that intelligent<br \/>\nlife ended at Earth&quot;s geo-stationary orbit,&quot; Webre explains. &quot;The<br \/>\nexopolitics model informs us that, in reality, Earth appears to be an<br \/>\nisolated planet in the midst of a populated Universe composed of<br \/>\nintelligent civilizations subject to Universal law, operating under<br \/>\nUniversal forms of governance, and mediated by Universe politics.&quot;<\/p>\n<p>Webre delights in the cosmic irony that his e-book publisher,<br \/>\nFilament Books, originally decided to publish Exopolitics on its<br \/>\nwebsite along with War of the Worlds, H.G. Wells&quot; classic account of an<br \/>\nalien invasion from Mars that inspired Spielberg&quot;s new blockbuster.<\/p>\n<p>In his science fiction novel, Wells portrays Mars \u2013 and by<br \/>\nimplication, other planets \u2013 as harbingers of alien monsters that wish<br \/>\nto attack and destroy our planetary civilization. &quot;[Across the gulf of<br \/>\nspace \u2026 intellects vast and cool and unsympathetic regarded this Earth<br \/>\nwith envious eyes, and slowly and surely drew their plans against us,&quot;<br \/>\nWells wrote.<\/p>\n<p>Webre has a far more optimistic view of Mars and other possibly<br \/>\npopulated planets. He thinks that human contact with aliens represents<br \/>\nnot a &quot;final threat&quot; but a &quot;future hope.&quot;<\/p>\n<p>His optimism is fueled by recent scientific discoveries made by<br \/>\nNASA&quot;s Mars Rover. These findings confirm the high probability that the<br \/>\nred planet could host life today.<\/p>\n<p>Webre is also intrigued by data derived from the scientific process<br \/>\nof &quot;remote viewing&quot; which suggest that below Mars&quot; surface dwells a<br \/>\npeaceful race of intelligent humanoid beings that survived an<br \/>\nenvironmental cataclysm on Mars that occurred eons ago.<\/p>\n<p>&quot;Remote viewing&quot; is the mental process of perceiving and describing<br \/>\nplaces, persons, and events at distant locations. It was sponsored and<br \/>\ndeveloped by the Central Intelligence Agency (CIA) and the Defense<br \/>\nIntelligence Agency (DIA) in the early 1970&quot;s with the help of<br \/>\nscientists from Stanford Research Institute.<\/p>\n<p>According to Webre, both remote viewers within the American<br \/>\nintelligence community and civilian remote viewers trained by the US<br \/>\ngovernment have discovered astounding data about life on Mars,<br \/>\nincluding the fact that the surviving Martian culture has technology<br \/>\nthat appears to be 150 years in advance of our present day civilization.<\/p>\n<p>The remote viewing data indicate that because their physical<br \/>\nappearance is so similar to humans on Earth, some Martians have already<br \/>\nmigrated to villages in South America. &quot;Humans from Mars seem to be<br \/>\ngenetically related to humans on Earth,&quot; Webre says. &quot;This raises many<br \/>\nimportant questions \u2013 for science as well as for religion.&quot;<\/p>\n<p>If such data prove accurate, Webre thinks that mutually beneficial<br \/>\nagreements with our extended &quot;human&quot; family from Mars could help human<br \/>\ncivilization on Earth cope with the looming environmental challenges<br \/>\nthat threaten our own planetary survival.<\/p>\n<p>His brilliant treatise Exopolitics describes the steps that must be<br \/>\ntaken to move in that direction. It sets forth an agenda for a hopeful<br \/>\nfuture in which humanity addresses the challenge of contact with other<br \/>\ncivilizations in the Universe not in a &quot;war of the worlds&quot; scenario but<br \/>\nthrough a &quot;peace among worlds&quot; initiative.
