\nBC \u2013 Rafael Palacios, a Spanish visionary journalist known widely throughout
\nthe Spanish-speaking world as \u201cRafapal\u201d has publicly issued Aquarian World
\nAlternative (AWA): a solution for the Planet in 13 steps<\/em>.<\/p>\n

In
\nreleasing Plan AWA<\/em>, Rafael Palacios writes, \u201cI think it's time to distribute a manifesto of 13 points
\nto give the planet a radical turn. Although I "wrote" (should say I did a "download")
\nin 2004, I believe that now people
\ncan understand it perfectly. Although it has an introduction, the 13
\npoints are very short ones, and easy to understand. The 13 points contain the
\ncentral aspects of the coming paradigm shift."<\/p>\n

The following is the text of Plan AWA<\/em>.<\/p>\n

Aquarian World Alternative (AWA): a solution to the Planet
\nin 13 steps<\/strong><\/p>\n

Today, more than ever, the solutions to the problems of
\nthe planet will have to come from the unity of all beings that live there. This
\nis the motive for this proposal for development called The Aquarian World
\nAlternative. It is based on a political movement that simultaneously, in all
\ncountries of the planet, promotes the same ideals and identifies with the same
\nsymbol. This movement could well be called "Another world is
\npossible", in reference to this well-known movement and its successful
\nslogan.<\/p>\n

There are multiple reasons why this movement has to be
\nborn simultaneously in all countries, the more the merrier. On the one hand, as
\nnoted above, the solutions to the problems faced by each country (energy,
\nwater, food, finance, environment) cannot be addressed independently. Countries
\nall over the World are, for better or worse, beset with similar problems. What
\nmustn\u2019t continue is fighting amongst ourselves, different countries, because of
\ndwindling resources.  On the other hand,
\nthe European Union\u2019s demonstration of forceful unity, that human beings from
\ndifferent countries and cultures have come to agreements to share and progress
\ntogether, has had a tremendously positive impact for hope among the citizenry.
\nThis tends to get more countries to jump onto the wagon, because success in one
\ncountry will have an impact on another. Hope then resprouts in the faces of all
\non earth and this alone will lead to problem solving. <\/p>\n

Each country\u2019s particular problems should be left aside
\nwhilst a series of common issues, already well addressed in various countries
\nand social and spiritual communities, are to become a basis of this proposal.
\nIn this way, all should naturally integrate into one common and comprehensive
\npolicy.<\/p>\n

Herein this proposal, termed the Aquarian World
\nAlternative, (AWA, in acronyms, the way the newspapers like it), that should be
\ncenterpiece amongst proposals to the World Social Forums. <\/p>\n

1 \u2013 Declare Peace unilaterally on the planet, proclaiming
\nhumanity (in lowercase) as a priority amongst all beings and brotherhood
\nbetween all humans. At the same time, borders between countries would be lifted
\nand the need for passports nullified. As utopian as this may seem, this solemn
\nDeclaration would clearly reveal those who do not want peace and at the same
\ntime lead to the emergence of a new political subject: Humanity, (this time
\nyes, capitalized).<\/p>\n

2 \u2013 This would lead to the creation of a constituent of
\nthe United Nations or an organization to replace it entirely.  Citizens would elect directly their
\nrepresentatives in this global governing body, including the General
\nSecretary.  In this shake up all the
\ndegenerates running the show, whom we have had to tolerate for centuries, will
\nall come out in the wash. The Court of The Hague would lead a global
\ninvestigation into the role of secret societies in world politics.<\/p>\n

3 \u2013 The monetary system would return to the gold
\nstandard-as a first step towards the implementation of a Global Economic
\nSecurity and Recuperation Act. This Act would amend the economic model of the
\nplanet, the tax on individual\u2019s incomes, and above all, put back the power of
\nissuance of debt free currency into the hands of each country\u2019s representative
\ngovernments. Abusive taxes and usury or debt-slavery would be eliminated.  Up till now bankers deduct their \u201ccultural\u201d
\nand other \u201csocial\u201d activities from their tax burden. Banking would have to
\nbecome ETHICAL, in each sovereign state, returning the power of issuing currency
\nto public financial institutions. Income tax will be abolished, along with
\nusury, in this way preventing bankers from writing off their taxes against
\ncultural acts. Banking must = ETHICS. A single global currency would be created
\nthat would allow for an easy and cheap exchange medium for any and all national
\ncurrencies and tend to equalize living conditions for all.<\/p>\n

4 \u2013 The arts, culture, media and education shall be
\nreoriented at raising consciousness. Therefore, educators and journalists
\nshould reorient their work towards this lofty goal. The media and public
\nschools shall amend their programs to accommodate this precept. These new media
\nbroadcast over the Internet thanks to awaiting technologies such as the
\nproposed satellite systems ROSAE-MIRIAH. 
\nThe systems inventor, the aerospace engineer Bill Grisham, wishes to
\ndonate his discovery to all humanity. (www.billgrisham.us and
\nwww.theallseeingeye.org ).<\/p>\n

5 \u2013 Planetary Human Beings shall be harmonized with
\ngalactic cycles by the adoption of a unified calendar for the entire planet, of
\na lunar base, such as the Mayan 13 moon calendar. By unifying their calendars
\nand harmonizing them with the rhythm of the cosmos, Time will cease to be
\nconsidered as money and will become Art. <\/p>\n

6 \u2013 The power all Human Beings have over their own minds
\nwill be restored to them for self-healing and integration of all disciplines
\nrelated to harmonic vibration, both traditional (Chinese, Ayurvedic, shamanic),
\nas well as modern (based on electromedicines) as well as today\u2019s so called
\n\u201cofficial\u201d medicine. Health care for all human beings on Earth shall be
\naccessible and inexpensive for all. It shall be expressly forbidden for
\npharmaceutical companies to interfere in public health. <\/p>\n

7 \u2013 Free software shall be distributed globally as a basis
\nfor the spread of Internet access for all humanity. This will enable the
\nextension of knowledge to individuals of all countries and the equalization of
\nopportunities. <\/p>\n

8 \u2013 The world\u2019s religions should accept the existence of
\none God, expressed in many different ways and work towards their integration.
\nNo religious conflict could arise once The Aquarian World Alternative is
\nadopted. <\/p>\n

9 \u2013 There shall be widespread development and
\nimplementation of renewable energies, with special mention for the free energy
\nprojects such as those supported by the research and teachings of Nikola Tesla.
\nThe censorship of all existing means of energy production shall be lifted so as
\nto allow for non-polluting, autonomous and diverse electric generation.  <\/p>\n

10 \u2013 Urban planning around the world should evolve with a
\nprogressive return to nature, endorsed by revolutionary new means of transport
\nsuch as the \u201cSky Tran\u201d system, for linking the technologically advanced and
\nsustainable communities to be created. <\/p>\n

11 \u2013 Nature shall be deemed as "heritage of all
\nhumanity" and not merely a few enclaves as in the past.  Remaining problems with water and resources
\nshall be dealt by treaties within the framework of local bioregions, tackled by
\nthe whole of mankind. <\/p>\n

12 \u2013 Differences between customs and behaviour between men
\nand women and between different cultures shall be respected and considered as
\nthe planet\u2019s most valuable resource in and of itself. In turn, the free will of
\neach human being and the intrinsic value of each individual shall be respected.
\nSpecial importance will be given to indigenous cultures, knowledge of which
\nwill be disseminated among the new media. <\/p>\n

13 \u2013 Through this solemn declaration, the people of Planet
\nEarth shall be allowed to make contact with peaceful civilizations of other
\ngalaxies. Censorship of the UFO phenomenon shall be lifted and replaced by the
\n"decade of contact". <\/p>\n

Apart from the aforementioned, each country will undertake
\nits own necessary steps in local politics. 
\nThe Aquarian World Alternative only intends to serve as a general
\nframework for the world's future that is already present. \u2022<\/p>\n
