I am
\nwriting to confirm my participation as member of the Board of Advisers of the
\nCitizen Hearing, a project which I helped co-found with you.  <\/p>\n

The goals of the Citizen Hearing are: (1) to educate
\nthe general public and sitting members of Congress; (2) encourage the media
\ntoward a greater level of scrutiny and action; (3) establish the groundwork for
\nopen Congressional hearings on the same subject matter; (4) put pressure the
\n108th Congress to hold congressional hearings.<\/p>\n

The purpose of the Citizen Hearing is to create a
\nbipartisan fact finding process before six (6) former Senators and
\nCongresspersons, who would take testimony from and question witnesses regarding
\ntheir personal experience with events and evidence surrounding extraterrestrial
\nphenomena.  Testimony and reports for the
\nCitizen Hearing would consist of qualified witnesses who have direct personal
\nexperience with <\/p>\n

events and evidence surrounding extraterrestrial
\nphenomena and a government suppression of the facts from the public.<\/p>\n

As a public service, the Citizen Hearing would be
\nbroadcast and\/or netcast live via television, radio and the Internet, including
\naudio-visual and written transcripts. 
\nAny coverage, full or in part, by news networks would be welcomed.  The Citizen Hearing would take place in
\nWashington, D.C., sometime during the 108th Session of the United States
\nCongress.  It would be held in a hotel
\nballroom laid out in such a manner as to resemble a typical congressional
\nhearing format.<\/p>\n

 <\/strong><\/span><\/p>\n

Purpose: 
\nThe purpose of the Citizen Hearing is to create a

\nthe Extraterrestrial Phenomena Political Action Committee (X-PPAC) and the

Proposed Testimony & Evidence<\/strong>: Testimony and reports for the

\na government suppression of the facts from the public.<\/p>\n

Project Location<\/strong>: The
\nCitizen Hearing would take place in Washington, D.C., sometime during the 108th<\/sup>

\nIt would be held in a hotel ballroom laid out in such a manner as to

Event Duration:<\/strong>  Seven days, which includes 5 days of
\ntestimony, would be required for presenting testimony and asking questions of
\napproximately 30 witnesses.<\/p>\n

 <\/p>\n

Preparation Period:  <\/strong>Once
\nfunding is assured, the time needed to setup the hearing would be no  less than 3 months, but should not take more
\nthan 6 months. <\/p>\n

 <\/p>\n

Public Education<\/strong>:  As a
\npublic service, the Citizen Hearing would be broadcast and\/or netcast live via
\ntelevision, radio and the Internet, including audio-visual and written
\ntranscripts.  Any coverage, full or in
\npart, by news networks would be welcomed.<\/p>\n

 <\/p>\n

Commercialization<\/strong>: The
\nhearing would not be a commercial venture. 
\nAll product of the Citizen Hearing
\nwould be immediately placed into the public domain.  No rights or commercial interest in the
\nevent, the final report, and video and written transcripts would be
\nentertained.   The only exception to this
\nmight be an exclusivity for television or radio coverage by a commercial
\nnetwork in return for a guarantee of coverage. 
\nSuch an arrangement would not exclude coverage by C-SPAN, National
\nPublic Radio, or the Public Broadcasting Service.  <\/p>\n

 <\/strong><\/p>\n

Funding:<\/strong>  All funding
\ndirected into X-PPAC would be subject to the FEC rules for political action
\ncommittees with contributions limited to $5000 from U.S. citizens.   Paradigm Research Group is a private entity
\nand not subject to contribution limits. 
\nOther sponsors might have other requirements and limitations.  A 503(c) non-profit will NOT be set up to
\nconduct the Citizen Hearing.<\/p>\n

Outline of  Functions & Tasks<\/h1>\n

 <\/p>\n

I. Citizen Hearing Design and Functions<\/strong><\/p>\n

 <\/p>\n

1)       
\nFive (5) former U.S. House of Representatives
\nand Senate members would be secured to table a Citizen Hearing, on a bipartisan
\nbasis: ideally two Republican and two Democratic participants and a chairperson
\nnoted for bipartisanship and independent thinking. <\/p>\n

 <\/p>\n

    \n
  1. There
    \nare numerous retired or out of office members available, many with substantial
    \npublic recognition.<\/li>\n
  2. Former members have participated in such hearings
    \nand know exactly how to conduct them.<\/li>\n
  3. Former
    \nMembers would still have relationships to sitting Members which might translate
    \ninto formal Congressional action.<\/li>\n<\/ol>\n

     <\/p>\n

    2)       
    \nTwo attorneys
    \nwould be available of counsel to the Citizen Hearing Committee to advise on
    \nwhat questions to ask and how to interpret answers and other appropriate
    \nmatters.<\/p>\n

     <\/p>\n

    3)       
    \nTwo attorneys
    \nwould be available to the witnesses to advise on legal implications of certain
    \ntestimony and how to properly testify in a manner appropriate to the Citizen
    \nHearing.<\/p>\n

     <\/p>\n

    4)       
    \nAdditional staff would be provided to the
    \nCitizen Hearing Committee to organize, summarize and present documentary
    \nevidence, handle requests and all the usual needs an actual Congressional
    \nCommittee investigating a major issue might require.<\/p>\n

     <\/p>\n

    5)       
    \nSeating would be available to the public and
    \npress, and meeting decorum would be subject to the customary protocols of an
    \nactual Congressional Hearing.<\/p>\n

     <\/p>\n

    6)       
    \nHearing witnesses would testify in groups
    \nassembled in logical pairings based on subject and instances of corroboration.<\/p>\n

     <\/p>\n

    7)       
    \nAudio-visual slide, video and computer
    \nprojection equipment would be available.<\/p>\n

     <\/p>\n

    8)       
    \nHearing testimony would be transcribed from the
    \naudio\/video record, compiled and published in a timely fashion.<\/p>\n

     <\/p>\n

    9)       
    \nThe Citizen Hearing Committee would prepare a
    \nFinal Report containing public recommendations. 
    \nThe Final Report would be available to the public, and to the United
    \nStates Congress, if requested.<\/p>\n

     <\/p>\n

    10)     The
    \nProject would coordinate television, radio and print media coverage.  Educational and political media would be
    \nencouraged to broadcast or cover the Citizen Committee Hearings, interview
    \nwilling witnesses and committee members regarding the testimonies and impressions
    \nof the evidence.<\/p>\n

     <\/p>\n

    11)     The
    \nsetting of the Citizen Hearing would be in Washington, DC<\/p>\n

     <\/strong><\/p>\n

    12)    
    \nAll appropriate media involvement including press conferences, private
    \nand group interviews, press releases, appropriate to such an event would be
    \norganized and implemented.<\/p>\n

     <\/p>\n

    1. II.      
      \n<\/strong>Advantage
      \nof this Approach:<\/strong><\/li>\n<\/ol>\n

       <\/p>\n

        \n
      1. This
        \nProject format may trigger formal Congressional Hearings.  In that event, all work done for the Citizen
        \nHearing would have immediate application to the formal hearings.<\/li>\n<\/ol>\n

         <\/p>\n

        2)      A
        \nCitizen Hearing would be fast-paced, flexible, conducive to television and
        \nradio broadcast, and easier for an educational and interested public to access.<\/p>\n

         <\/p>\n

        3)      The
        \npresence of former Members of the U.S. Congress would provide the needed gravitas<\/em> for the issues and
        \nrecommendations.<\/p>\n

         <\/p>\n

        4)      A
        \nCitizen Hearing process could easily be extended by holding further hearings on
        \nparticular aspects of the issues, depending upon the nature of the first event
        \ntestimonies.  In this case, specific
        \nretired Members can be matched up to the particular issue based upon their background.<\/p>\n

         <\/p>\n

        5)      There
        \nis a greater level of public support to the "fact gathering" approach
        \nas opposed to the "litigious" approach to public policy making.  On the other hand, public interest litigation
        \nmay well be launched, depending on the outcome of the Citizen Hearing and the
        \nresponse, or lack their of, form the sitting Congress.<\/p>\n

        6)      The
        \npracticality and cost of presenting differing testimonies on the issues is
        \nreduced under the Citizen Hearing format.<\/p>\n

        7)      The
        \ncost and logistical degree of difficulty of a Citizen Hearing would be modest
        \nin contrast with its potential impact.<\/p>\n
