VANCOUVER, B.C. \u2013 In the
\nlate 1980s, I was asked to meet with a Gallup family heir who wished
\nto explore a collaborative venture for a public opinion poll of
\n"transformational" attitudes worldwide. Before our meeting, I half
\nexpected a dull, cautious businessman-bureaucrat. Instead, in
\nsauntered in a brilliant imagination, a bright intellect, with the
\ntwinkle of cosmic change<\/strong>. This Gallup seemed more like a utopian
\nresident of Sir Francis Bacon<\/strong>\u2019s New Atlantis (some interpret
\nBacon<\/strong>\u2019s
\nunfinished work as an allegory about Earth\u2019s coming integration with
\na larger Universe society), rather than the stereotypical captain of
\ncorporate America. That meeting was my first expansive Gallup
\nencounter. <\/p>\n

A decade or so later, I once again encountered an expansive Gallup.
\nThis time my encounter was not with a scion, but with a Gallup
\npublic opinion poll. The subject matter of the poll related to my
\nresearch on Exopolitics<\/strong>, the study of politics, government, and law
\nin the Universe. I found the Gallup organization had compiled a
\npublic opinion poll that illuminated key terrestrial dynamics of the
\nstudy of governmental structures and political processes in the
\nUniverse. <\/p>\n

Yes, you read that sentence correctly. It did say, <\/span><\/p>\n

\nOur terrestrial law of Space now ends at
\nthe upper atmosphere, or at best at the Moon<\/strong>. Everything beyond
\nthose near-earth orbits is, legally speaking, the Void. No living
\nentity or system of government or law is presumed to exist there.
\nHuman law assumes that no supra-human politics or regulation exists
\nin outer or dimensional Space.
\n <\/span><\/p>\n

\n<\/span>Enter Exopolitics<\/span> <\/span><\/span>
\n<\/strong><\/span><\/p>\n


\n
\n<\/strong><\/span>Exopolitics<\/strong>, as a discipline for understanding Universe
\nsociety<\/span> through its politics and government, may turn our dominant
\nview of the Universe upside down and inside out. As exopolitics<\/strong>
\nposits, the truest conception of our human circumstance may be that
\nwe are on an isolated planet in the midst of a populated, evolving,
\nhighly organized inter-planetary, inter-galactic, multi-dimensional
\nUniverse society. <\/span><\/p>\n


\n
\nFrom an exopolitical<\/strong> perspective, Earth only appears to be isolated
\nbecause we are in intentional quarantine, imposed by the technology
\nand justice of structured, rational Universe society. We may be
\nisolated from the rest of Universe society as the result of a
\nformal, Universe governmental and political process. <\/p>\n

Are we as a planet on the verge of being re-integrated<\/strong> into
\nUniverse
\nsociety?<\/strong>  That\u2019s very likely. The signs are all around us. In fact,
\nas the Gallup organization polls suggests, contemporary human
\nattitudes about our populated Universe may themselves constitute one
\nof the main signs of our pending reintegration into Universe
\nsociety<\/strong>. <\/p>\n

As with other historical transformations of human society, politics
\nmay be a key mechanism for navigating Earth\u2019s integration into
\nUniverse society. Politics is a process by which the interests of
\nindividuals, groups, and institutions will mediate, compromise, and
\ncreate a collective future. Politics, however, does not end at
\nEarth\u2019s edge. Politics is a process that is universal. Earth\u2019s
\nintegration into Universe society is occurring as part of a
\ndefinable political process within Universe government. That process
\nis part of the discipline we can term exopolitics.
\n <\/span><\/p>\n

\n<\/span> The Exopolitical Majority<\/strong><\/span> <\/span><\/span><\/p>\n


\n
\nDoes the exopolitical<\/strong> version of our Universe reality sound vaguely
\nfamiliar to you? Does it raise a tingle along the back of your neck?
\nDoes it have the ring of truth?<\/strong>  Or do you react to it as flaky and
\nunscientific? Well, you can compare your own attitudes about
\nexopolitical reality<\/strong> in the results of a very significant public
\nopinion poll by, yes, the Gallup organization. This poll has
\nprofound exopolitical<\/strong> implications. This Gallup poll is almost like
\na "tracking poll" for extraterrestrial politics. <\/p>\n

Each of our personal opinions about the reality of an
\nextraterrestrial presence on Earth now falls along a spectrum of
\npublic opinion that has already been scientifically measured by
\nthe
\nGallup organization.<\/strong> A 1996 Gallup poll showed that 72 percent of
\nthe U.S. adult population believes there is some form of
\nextraterrestrial life<\/strong>. Fully 45 percent of the adult population
\nbelieves the Earth is visited by extraterrestrial<\/strong> life. <\/p>\n

By extension, we may assume that public opinion about
\nextraterrestrial visitation<\/strong> may be roughly the same in the other
\nregions of the planet. The proportion of world youth that likewise
\nbelieve extraterrestrials have visited Earth may be even higher than
\nthe adult population. These polls, I am sure, will be measured in
\nthe not too distant future, if they have not been measured already.<\/p>\n

The Gallup poll<\/strong> now shows that nearly 100 million adult humans in
\nthe United States \u2013 45 percent of its adult population \u2013 believe
\nthat Extraterrestrial civilization<\/strong> has visited or visits Earth. <\/p>\n

Let\u2019s explore the political dimensions of this finding. One hundred
\nmillion adults is approximately the number of U.S. adults who vote
\nin a U.S. Presidential election! The U.S. Federal Election
\nCommission reports that 96,277,634 persons voted in the 1996
\nPresidential general election. <\/p>\n

We can assume that as a whole these 100 million adults aren\u2019t
\ndelusional, mind-controlled, or brainwashed. Our poll population can
\nintuitively filter out those extraterrestrial<\/strong> "visitations" which
\nare staged secret psychological warfare operations by human
\nmilitary-intelligence agencies. A more recent poll shows that 70
\npercent of U.S. adults believe the U.S. government is covering up an
\nextraterrestrial presence. <\/p>\n

By the very premises of public opinion polls, these 100 million
\nextraterrestrial-sensitive humans<\/span> are responding to something they
\nbelieve is true. Down deep in their intuition they hold that
\nextraterrestrials<\/strong> have visited Earth. Philosopher Immanuel Kant<\/strong>
\nwould call this perfectly valid intuitive knowledge<\/span>. In short, human
\nintuition is reality-oriented enough to filter out false propaganda
\nfrom Universe reality.
\n<\/strong>

\nWhat are the implications of the finding that more adult U.S.
\ncitizens believe extraterrestrials<\/strong> visit Earth than vote in a U.S.
\nPresidential election? Public opinion polls are prime tools in
\nterrestrial politics. Suppose a public opinion poll were to show
\nthat 100 million U.S. adults were favor of a particular type of
\nhealth care or social security plan. You can safely bet that
\ngovernments and politicians (especially at election time!) would be
\njumping to meet these poll-driven political demands. <\/p>\n

By contrast, a valid public opinion poll showing that 100 million
\nU.S. adults believe there is an extraterrestrial presence<\/strong> is not
\ndriving any political outcomes. No mainstream politicians have
\ndefined extraterrestrial<\/strong> presence as a live political or public
\npolicy issue. No sizable number of citizens of any terrestrial
\nnation are moved to call upon their local politicians or the
\npolitical process to connect with the extraterrestrial presence, or
\nstudy it, or even acknowledge it officially. Why is this anomaly
\noccurring in politics and government<\/span>? <\/p>\n

You could say that a major reason for the disconnection between
\nterrestrial politics and the extraterrestrial issue<\/strong> is cultural and
\ncontextual. Our modern human culture has not yet placed these issues
\n\u2013 the extraterrestrial presence, terrestrial politics, and Universe
\nsociety \u2013 in the same context. Our "mainstream" collective human
\nmind literally cannot now see how governments and politics might be
\nconnected to an extraterrestrial initiative. <\/p>\n

But cultural context is not the whole cause. Public interest
\nresearch shows that a determined covert terrestrial network may be
\nattempting to "engineer" human attitudes toward the extraterrestrial
\ninitiative, and in turn, toward Universe society.<\/strong> Two principal
\ntools of this attitude engineering are official secrecy about actual
\nextraterrestrial contact<\/span>, and a raging information war against the
\nextraterrestrial presence<\/span>. <\/span><\/p>\n


\n
\nThese quasi-official, secret "black operations" networks appear to
\nbe hosted largely in the anglophile countries of United
\nStates, United Kingdom, Australia, New Zealand, <\/strong>and
\nCanada.<\/strong> Coincidentally,
\nthese anti-extraterrestrial networks are in the countries that
\nmanage "Echelon<\/strong>," a secret Internet surveillance operation<\/span>. <\/p>\n

The recent unofficial three-year COMETA<\/strong> study formally suggested the
\nhypothesis of an extraterrestrial presence as viable based on the
\nevidence. The senior French scientists, along with former space and
\nAir Force officials, who completed the COMETA<\/strong> study may be taking
\nsides in the information war. Whether consciously or not,
\nfunctionally they act as informal diplomatic allies of Universe
\nsociety. The French government itself has sued the Echelon<\/strong> countries
\nfor industrial espionage in violation of the European Union. Thus
\nthere may be the makings of a diplomatic divide in the global
\nanti-Extraterrestrial information war! <\/p>\n

The anti-Extraterrestrial information war<\/span> has been in place since
\nthe early 1950s. This war has no terrestrial political sanction, has
\nnot been approved by any constitutional body, and violates the norms
\nof international law. The illegal information war is, on analysis, a
\nprincipal exopolitical<\/strong> block to Earth\u2019s fuller integration with
\nUniverse society.
\n <\/strong><\/span><\/p>\n

\n<\/span> The Disclosure Movement<\/strong><\/span> <\/span><\/span><\/p>\n


\n
\nNot surprisingly, a public disclosure movement is emerging in North
\nAmerica<\/strong> and worldwide. Its focus is to force credible disclosure of
\nofficial contact, and to stop the information war against the
\nextraterrestrial presence. Disclosure movements have longstanding
\npolitical and constitutional roots in the U.S. and elsewhere. Public
\ninterest groups have often used the political and constitutional
\nprocess to make public and stop secret unconstitutional wars and
\nprograms. Such was the case in the Watergate cover-up, the
\nIran-Contra drug-weapons scheme, and the war in Central America
\n(which killed more than a million persons, with questionable
\nconstitutional authorization). <\/p>\n

Public disclosure of extraterrestrial contact<\/strong> and of the information
\nwar is a nexus point where terrestrial politics and exopolitics<\/strong>
\nmeet. To mix many metaphors, disclosure is "where the rubber meets
\nthe road." Public disclosure is how exopolitics acquires "traction"
\nin human awareness and terrestrial politics. Disclosure is the
\nprocedural antecedent to full, sustained, institutional contact with
\nan extraterrestrial<\/strong> (and multidimensional<\/strong>)
\nUniverse society<\/strong>. <\/p>\n

Televised public legislative hearings on extraterrestrial scientific
\nand public policy issues are a key strategic option for triggering
\nofficial disclosure. The political and mass-educational impacts of
\nan open, uncensored legislative hearing before a bipartisan,
\ngender-balanced panel of U.S. Congresspersons could be profound. <\/p>\n

Televised legislative and educational panels in different regions of
\nthe Earth could follow. France, Brazil <\/strong>and Japan<\/strong> are fruitful of
\nvenues for public disclosure hearings that readily come to mind.
\nHearings in these countries may be even more open than hearings in
\nthe U.S., the prime venue of the information war. The U.S., with
\nonly five percent of the world\u2019s population, may be serving as
\nunwitting host for the brunt of the anti-extraterrestrial
\ninformation war<\/span>. <\/p>\n

Official legislative hearings can create a credible forum for
\nhigh-impact disclosure testimony and evidence. The prime function of
\ntelevised public disclosure is global public education about an
\nextraterrestrial presence. There are many concurrent disclosure
\nactivities that could provide valuable testimony and evidence for
\nofficial hearings. These include high-level French participants in
\nthe three-year COMETA study<\/strong>, as well as witnesses in Washington,
\nD.C.-based CSETI<\/strong>\u2019s disclosure project (where I recently submitted
\ntestimony on a 1977 Carter<\/strong> White House extraterrestrial
\ncommunication study).

\n Exopolitics: The "Alien" vs. Extraterrestrial Distinction<\/span> <\/span>
\n<\/strong><\/span><\/p>\n

\n<\/strong>The information war is designed to sow confused, negative human
\nattitudes about extraterrestrial reality<\/strong>. Many "alien abductions"
\nmay in reality be classic psychological warfare operations, and a
\nphenomenon of the information war. Abduction experiences<\/strong> may be a
\nmixture of: <\/span><\/p>\n

\n1)<\/strong>   growth-oriented dimensional experiences of an
\narchetypal nature, as described by Harvard Professor John Mack<\/strong><\/span><\/p>\n


\n2)  <\/strong> psychological operations by various sides in the information war<\/span><\/p>\n


\n3)<\/strong>  
\nMILAB<\/strong> or terrestrial military-intelligence operations, mimicking
\n"alien abductions" as part of the information war (thus, many
\nabductions may be "psy-war<\/strong>" phenomena<\/strong>
\nof the anti-extraterrestrial information war)<\/span><\/p>\n<\/blockquote>\n


\nFrom an exopolitical perspective<\/strong>, I use the term "extraterrestrial<\/strong>"
\nto refer to organized Universe society as it exists in interstellar
\nand multidimensional space<\/span>. Extraterrestrial societies<\/strong> are the
\nparticipants in the exopolitical<\/strong> process. Exopolitics<\/strong> is a
\nfundamental organizing, mediating, social, and governmental process
\nin our interplanetary and interdimensional space. Exopolitics<\/strong> is how
\na highly populated and regulated Universe governs itself. <\/p>\n

Exopolitics<\/strong> is designed to elicit and illustrate basic principles
\nand dynamics of politics, government, and law in the Universe.
\n <\/span><\/p>\n

\n<\/span>Towards a Decade of Contact: A Vision<\/strong><\/span> <\/span><\/span><\/p>\n


\n
\nHow can the human population get beyond the anti-extraterrestrial
\nconceptual traps our institutions and terrestrial leaders keep
\nconstructing for us? One way is to build a new, participatory
\nexopolitical process<\/strong> whose purpose is to foment and structure
\nhumankind\u2019s preparedness to enter interplanetary society. <\/span><\/p>\n


\n
\nThis participatory process is the Decade of Contact. As a society,
\nwe can dedicate a ten-year period of human education and community
\naction around integrating Earth into Universe society. The Decade of
\nContact<\/strong> is both a process and a public attitude. Extraterrestrial
\ncontact is our doorway into re-integration with Universe society.
\nExtraterrestrial contact<\/strong> is an interactive process, both with our
\nfellow humans and with Universe society itself. Just how many
\ndecades it will take to re-establish working contact with the
\norganized Universe seems to be partially in our own hands. <\/p>\n

The Decade of Contact is simple and straightforward. Any individual,
\ngroup, age group, institution, nation, or government can
\nparticipate. Participants in the Decade of Contact commit to
\ntransform their lives, their institutional focus, and resources to
\nre-establishing integration with organized interplanetary society.
\nRejoining Universe society is an exopolitical process<\/strong>, and will
\nhappen only as political momentum gathers at the personal, local,
\nregional, and global levels. The process of Universe integration<\/strong> may
\ntake time in lift-off, like a space vehicle starting its long
\njourney with slow lift-off from Earth. <\/p>\n

Mobilizing the human species to integrate with Universe society will
\ntake place in many concurrent ways. A key task is the gathering of
\ninformation, research, and scientific and educational resources
\nabout Universe society. Our dominant terrestrial model of reality is
\nfunctionally a legacy from the Middle Ages<\/span>. Our collective new
\nknowledge base must be assembled from an exopolitical context. <\/p>\n

There are also important cultural components to the Decade of
\nContact<\/strong>, as human awareness builds to a critical mass<\/span>. These include
\npolitical movements, public events, concerts, music, art, and media
\nto celebrate Universe society.<\/strong> Our reunion with Universe society is
\na ground of our basic human rights. The contact process transforms
\nour civilization from within, from a terrestrial culture to a
\nUniversal one. <\/span><\/p>\n


\n
\nTransformation of human society will occur when we reach a
\nUniverse-sensitive critical mass<\/span>. With approximately 45 percent of
\nEarth\u2019s population now extraterrestrial-conscious, can critical mass
\nbe far behind?
