Before our meeting, I half<br \/>\nexpected a dull, cautious businessman-bureaucrat. Instead, in<br \/>\nsauntered in a brilliant imagination, a bright intellect, with the<br \/>\ntwinkle of <strong>cosmic change<\/strong>. This Gallup seemed more like a utopian<br \/>\nresident of <strong>Sir Francis Bacon<\/strong>\u2019s New Atlantis (some interpret<br \/>\n<strong>Bacon<\/strong>\u2019s<br \/>\nunfinished work as an allegory about Earth\u2019s coming integration with<br \/>\na larger Universe society), rather than the stereotypical captain of<br \/>\ncorporate America. That meeting was my first expansive Gallup<br \/>\nencounter. <\/p>\n<p>A decade or so later, I once again encountered an expansive Gallup.<br \/>\nThis time my encounter was not with a scion, but with a Gallup<br \/>\npublic opinion poll. The subject matter of the poll related to my<br \/>\nresearch on <strong>Exopolitics<\/strong>, the study of politics, government, and law<br \/>\nin the Universe. I found the Gallup organization had compiled a<br \/>\npublic opinion poll that illuminated key terrestrial dynamics of the<br \/>\nstudy of governmental structures and political processes in the<br \/>\nUniverse. <\/p>\n<p>Yes, you read that sentence correctly. It did say, <\/span><\/p>\n<blockquote>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-size: 13pt;\"><br \/>\n<strong><span style=\"font-family: Arial;\">&quot;key terrestrial<br \/>\ndynamics of the study of governmental structures and political<br \/>\nprocesses in the Universe&quot; <\/span><\/strong><\/span><\/p>\n<\/blockquote>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\nOur terrestrial law of Space now ends at<br \/>\nthe upper atmosphere, or at best at <strong>the Moon<\/strong>. Everything beyond<br \/>\nthose near-earth orbits is, legally speaking, the Void. No living<br \/>\nentity or system of government or law is presumed to exist there.<br \/>\nHuman law assumes that no supra-human politics or regulation exists<br \/>\nin outer or dimensional Space. <br \/>\n&#0160;<\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-size: 13pt;\"><br \/>\n<span style=\"font-family: Arial;\"><br \/>\n<br \/>\n<\/span><strong><span style=\"font-family: Arial;\">Enter Exopolitics<\/span><span style=\"text-decoration: underline;\"><span style=\"font-family: Arial;\"> <\/span><\/span><br \/>\n<\/strong><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<span style=\"text-decoration: underline;\"><strong> <br \/>\n<\/strong><\/span><strong>Exopolitics<\/strong>, as a <span style=\"text-decoration: underline;\">discipline for understanding Universe<br \/>\nsociety<\/span> through its politics and government, may turn our dominant<br \/>\nview of the Universe upside down and inside out. As <strong>exopolitics<\/strong><br \/>\nposits, the truest conception of our human circumstance may be that<br \/>\nwe are on an isolated planet in the midst of a populated, evolving,<br \/>\nhighly organized inter-planetary, inter-galactic, multi-dimensional<br \/>\nUniverse society. <\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<br \/>\nFrom an <strong>exopolitical<\/strong> perspective, Earth only appears to be isolated<br \/>\nbecause we are in intentional quarantine, imposed by the technology<br \/>\nand justice of structured, rational Universe society. We may be<br \/>\nisolated from the rest of Universe society as the result of a<br \/>\nformal, Universe governmental and political process. <\/p>\n<p>Are we as a planet on the verge of being <strong>re-integrated<\/strong> into<br \/>\n<strong>Universe<br \/>\nsociety?<\/strong>&#0160; That\u2019s very likely. The signs are all around us. In fact,<br \/>\nas the Gallup organization polls suggests, contemporary human<br \/>\nattitudes about our populated Universe may themselves constitute one<br \/>\nof the main signs of our pending <strong>reintegration into Universe<br \/>\nsociety<\/strong>. <\/p>\n<p>As with other historical transformations of human society, politics<br \/>\nmay be a key mechanism for navigating Earth\u2019s integration into<br \/>\nUniverse society. Politics is a process by which the interests of<br \/>\nindividuals, groups, and institutions will mediate, compromise, and<br \/>\ncreate a collective future. Politics, however, does not end at<br \/>\nEarth\u2019s edge. Politics is a process that is universal. Earth\u2019s<br \/>\nintegration into Universe society is occurring as part of a<br \/>\ndefinable political process within Universe government. That process<br \/>\nis part of the discipline we can term exopolitics. <br \/>\n&#0160;<\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-size: 13pt;\"><br \/>\n<span style=\"font-family: Arial;\"><br \/>\n<br \/>\n<\/span><span style=\"font-family: Arial;\"> <strong>The Exopolitical Majority<\/strong><\/span><span style=\"font-family: Arial;\"> <\/span><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<br \/>\nDoes the <strong>exopolitical<\/strong> version of our Universe reality sound vaguely<br \/>\nfamiliar to you? Does it raise a tingle along the back of your neck?<br \/>\nDoes it have the ring of <strong>truth?<\/strong>&#0160; Or do you react to it as flaky and<br \/>\nunscientific? Well, you can compare your own attitudes about<br \/>\n<strong>exopolitical reality<\/strong> in the results of a very significant public<br \/>\nopinion poll by, yes, the Gallup organization. This poll has<br \/>\nprofound <strong>exopolitical<\/strong> implications. This Gallup poll is almost like<br \/>\na &quot;tracking poll&quot; for extraterrestrial politics. <\/p>\n<p>Each of our personal opinions about the reality of an<br \/>\nextraterrestrial presence on Earth now falls along a spectrum of<br \/>\npublic opinion that has already been scientifically measured by<br \/>\n<strong>the<br \/>\nGallup organization.<\/strong> A 1996 Gallup poll showed that 72 percent of<br \/>\nthe U.S. adult population believes there is some form of<br \/>\n<strong>extraterrestrial life<\/strong>. Fully 45 percent of the adult population<br \/>\nbelieves the Earth is visited by <strong>extraterrestrial<\/strong> life. <\/p>\n<p>By extension, we may assume that public opinion about<br \/>\n<strong>extraterrestrial visitation<\/strong> may be roughly the same in the other<br \/>\nregions of the planet. The proportion of world youth that likewise<br \/>\nbelieve extraterrestrials have visited Earth may be even higher than<br \/>\nthe adult population. These polls, I am sure, will be measured in<br \/>\nthe not too distant future, if they have not been measured already.<\/p>\n<p>The <strong>Gallup poll<\/strong> now shows that nearly 100 million adult humans in<br \/>\nthe United States \u2013 45 percent of its adult population \u2013 believe<br \/>\nthat <strong>Extraterrestrial civilization<\/strong> has visited or visits Earth. <\/p>\n<p>Let\u2019s explore the political dimensions of this finding. One hundred<br \/>\nmillion adults is approximately the number of U.S. adults who vote<br \/>\nin a U.S. Presidential election! The U.S. Federal Election<br \/>\nCommission reports that 96,277,634 persons voted in the 1996<br \/>\nPresidential general election. <\/p>\n<p>We can assume that as a whole these 100 million adults aren\u2019t<br \/>\ndelusional, mind-controlled, or brainwashed. Our poll population can<br \/>\nintuitively filter out those <strong>extraterrestrial<\/strong> &quot;visitations&quot; which<br \/>\nare staged secret psychological warfare operations by human<br \/>\nmilitary-intelligence agencies. A more recent poll shows that 70<br \/>\npercent of U.S. adults believe the U.S. government is covering up an<br \/>\nextraterrestrial presence. <\/p>\n<p>By the very premises of public opinion polls, these <span style=\"text-decoration: underline;\">100 million<br \/>\nextraterrestrial-sensitive humans<\/span> are responding to something they<br \/>\nbelieve is true. Down deep in their intuition they hold that<br \/>\n<strong>extraterrestrials<\/strong> have visited Earth. Philosopher <strong>Immanuel Kant<\/strong><br \/>\nwould call this <span style=\"text-decoration: underline;\">perfectly valid intuitive knowledge<\/span>. In short, human<br \/>\nintuition is reality-oriented enough to filter out false propaganda<br \/>\nfrom <strong>Universe reality. <br \/>\n<\/strong><br \/>\n<br \/>\nWhat are the implications of the finding that more adult U.S.<br \/>\ncitizens believe <strong>extraterrestrials<\/strong> visit Earth than vote in a U.S.<br \/>\nPresidential election? Public opinion polls are prime tools in<br \/>\nterrestrial politics. Suppose a public opinion poll were to show<br \/>\nthat 100 million U.S. adults were favor of a particular type of<br \/>\nhealth care or social security plan. You can safely bet that<br \/>\ngovernments and politicians (especially at election time!) would be<br \/>\njumping to meet these poll-driven political demands. <\/p>\n<p>By contrast, a valid public opinion poll showing that 100 million<br \/>\nU.S. adults believe there is an <strong>extraterrestrial presence<\/strong> is not<br \/>\ndriving any political outcomes. No mainstream politicians have<br \/>\ndefined <strong>extraterrestrial<\/strong> presence as a live political or public<br \/>\npolicy issue. No sizable number of citizens of any terrestrial<br \/>\nnation are moved to call upon their local politicians or the<br \/>\npolitical process to connect with the extraterrestrial presence, or<br \/>\nstudy it, or even acknowledge it officially. <span style=\"text-decoration: underline;\">Why is this anomaly<br \/>\noccurring in politics and government<\/span>? <\/p>\n<p>You could say that a major reason for the disconnection between<br \/>\nterrestrial politics and the <strong>extraterrestrial issue<\/strong> is cultural and<br \/>\ncontextual. Our modern human culture has not yet placed these issues<br \/>\n\u2013 the extraterrestrial presence, terrestrial politics, and Universe<br \/>\nsociety \u2013 in the same context. Our &quot;mainstream&quot; collective human<br \/>\nmind literally cannot now see how governments and politics might be<br \/>\nconnected to an extraterrestrial initiative. <\/p>\n<p>But cultural context is not the whole cause. Public interest<br \/>\nresearch shows that a determined covert terrestrial network may be<br \/>\nattempting to &quot;engineer&quot; human attitudes toward the extraterrestrial<br \/>\ninitiative, and in turn, toward <strong>Universe society.<\/strong> Two principal<br \/>\ntools of this attitude engineering are official secrecy about <span style=\"text-decoration: underline;\">actual<br \/>\nextraterrestrial contact<\/span>, and a <span style=\"text-decoration: underline;\">raging information war against the<br \/>\nextraterrestrial presence<\/span>. <\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<br \/>\nThese quasi-official, secret &quot;black operations&quot; networks appear to<br \/>\nbe hosted largely in the anglophile countries of <strong>United<br \/>\nStates, United Kingdom, Australia, New Zealand, <\/strong>and<strong><br \/>\nCanada.<\/strong> Coincidentally,<br \/>\nthese anti-extraterrestrial networks are in the countries that<br \/>\nmanage &quot;<strong>Echelon<\/strong>,&quot; a <span style=\"text-decoration: underline;\">secret Internet surveillance operation<\/span>. <\/p>\n<p>The recent unofficial three-year <strong>COMETA<\/strong> study formally suggested the<br \/>\nhypothesis of an extraterrestrial presence as viable based on the<br \/>\nevidence. The senior French scientists, along with former space and<br \/>\nAir Force officials, who completed the <strong>COMETA<\/strong> study may be taking<br \/>\nsides in the information war. Whether consciously or not,<br \/>\nfunctionally they act as informal diplomatic allies of Universe<br \/>\nsociety. The French government itself has sued the <strong>Echelon<\/strong> countries<br \/>\nfor industrial espionage in violation of the European Union. Thus<br \/>\nthere may be the makings of a diplomatic divide in the global<br \/>\nanti-Extraterrestrial information war! <\/p>\n<p>The <span style=\"text-decoration: underline;\">anti-Extraterrestrial information war<\/span> has been in place since<br \/>\nthe early 1950s. This war has no terrestrial political sanction, has<br \/>\nnot been approved by any constitutional body, and violates the norms<br \/>\nof international law. The illegal information war is, on analysis, a<br \/>\nprincipal <strong>exopolitical<\/strong> block to Earth\u2019s fuller integration with<br \/>\n<strong>Universe society. <br \/>\n&#0160;<\/strong><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-size: 13pt;\"><br \/>\n<span style=\"font-family: Arial;\"><br \/>\n<br \/>\n<\/span><span style=\"font-family: Arial;\"> <strong>The Disclosure Movement<\/strong><\/span><span style=\"font-family: Arial;\"> <\/span><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<br \/>\nNot surprisingly, a public disclosure movement is emerging in <strong>North<br \/>\nAmerica<\/strong> and worldwide. Its focus is to force credible disclosure of<br \/>\nofficial contact, and to stop the information war against the<br \/>\nextraterrestrial presence. Disclosure movements have longstanding<br \/>\npolitical and constitutional roots in the U.S. and elsewhere. Public<br \/>\ninterest groups have often used the political and constitutional<br \/>\nprocess to make public and stop secret unconstitutional wars and<br \/>\nprograms. Such was the case in the Watergate cover-up, the<br \/>\nIran-Contra drug-weapons scheme, and the war in Central America<br \/>\n(which killed more than a million persons, with questionable<br \/>\nconstitutional authorization). <\/p>\n<p><strong>Public disclosure of extraterrestrial contact<\/strong> and of the information<br \/>\nwar is a nexus point where terrestrial politics and <strong>exopolitics<\/strong><br \/>\nmeet. To mix many metaphors, disclosure is &quot;where the rubber meets<br \/>\nthe road.&quot; Public disclosure is how exopolitics acquires &quot;traction&quot;<br \/>\nin human awareness and terrestrial politics. Disclosure is the<br \/>\nprocedural antecedent to full, sustained, institutional contact with<br \/>\nan <strong>extraterrestrial<\/strong> (and <strong>multidimensional<\/strong>)<br \/>\n<strong>Universe society<\/strong>. <\/p>\n<p>Televised public legislative hearings on extraterrestrial scientific<br \/>\nand public policy issues are a key strategic option for triggering<br \/>\nofficial disclosure. The political and mass-educational impacts of<br \/>\nan open, uncensored legislative hearing before a bipartisan,<br \/>\ngender-balanced panel of U.S. Congresspersons could be profound. <\/p>\n<p>Televised legislative and educational panels in different regions of<br \/>\nthe Earth could follow. <strong>France, Brazil <\/strong>and<strong> Japan<\/strong> are fruitful of<br \/>\nvenues for public disclosure hearings that readily come to mind.<br \/>\nHearings in these countries may be even more open than hearings in<br \/>\nthe U.S., the prime venue of the information war. The U.S., with<br \/>\nonly five percent of the world\u2019s population, may be serving as<br \/>\nunwitting host for the brunt of the <span style=\"text-decoration: underline;\">anti-extraterrestrial<br \/>\ninformation war<\/span>. <\/p>\n<p>Official legislative hearings can create a credible forum for<br \/>\nhigh-impact disclosure testimony and evidence. The prime function of<br \/>\ntelevised public disclosure is global public education about an<br \/>\nextraterrestrial presence. There are many concurrent disclosure<br \/>\nactivities that could provide valuable testimony and evidence for<br \/>\nofficial hearings. These include high-level French participants in<br \/>\nthe three-year <strong>COMETA study<\/strong>, as well as witnesses in Washington,<br \/>\nD.C.-based <strong>CSETI<\/strong>\u2019s disclosure project (where I recently submitted<br \/>\ntestimony on a 1977 <strong>Carter<\/strong> White House extraterrestrial<br \/>\ncommunication study). <br \/>\n&#0160;<\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-size: 13pt;\"><br \/>\n<span style=\"font-family: Arial;\"><br \/>\n<br \/>\n<\/span><br \/>\n<strong><span style=\"font-family: Arial;\"> Exopolitics: The &quot;Alien&quot; vs. Extraterrestrial Distinction<\/span><span style=\"font-family: Arial;\"> <\/span><br \/>\n<\/strong><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<strong><br \/>\n<br \/>\n<\/strong>The information war is designed to sow confused, negative human<br \/>\nattitudes about <strong>extraterrestrial reality<\/strong>. Many &quot;alien abductions&quot;<br \/>\nmay in reality be classic psychological warfare operations, and a<br \/>\nphenomenon of the information war. <strong>Abduction experiences<\/strong> may be a<br \/>\nmixture of: <\/span><\/p>\n<blockquote>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<strong>1)<\/strong>&#0160;&#0160; growth-oriented dimensional experiences of an<br \/>\narchetypal nature, as described by <strong>Harvard Professor John Mack<\/strong><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<strong>2)&#0160; <\/strong>&#0160;psychological operations by various sides in the information war<\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<strong>3)<\/strong>&#0160;&#0160;<br \/>\n<strong>MILAB<\/strong> or terrestrial military-intelligence operations, mimicking<br \/>\n&quot;alien abductions&quot; as part of the information war (thus, many<br \/>\nabductions may be &quot;<strong>psy-war<\/strong>&quot; <strong>phenomena<\/strong><br \/>\nof the anti-extraterrestrial information war)<\/span><\/p>\n<\/blockquote>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\nFrom an <strong>exopolitical perspective<\/strong>, I use the term &quot;<strong>extraterrestrial<\/strong>&quot;<br \/>\nto refer to <span style=\"text-decoration: underline;\">organized Universe society as it exists in interstellar<br \/>\nand multidimensional space<\/span>. <strong>Extraterrestrial societies<\/strong> are the<br \/>\nparticipants in the <strong>exopolitical<\/strong> process. <strong>Exopolitics<\/strong> is a<br \/>\nfundamental organizing, mediating, social, and governmental process<br \/>\nin our interplanetary and interdimensional space. <strong>Exopolitics<\/strong> is how<br \/>\na highly populated and regulated Universe governs itself. <\/p>\n<p><strong>Exopolitics<\/strong> is designed to elicit and illustrate basic principles<br \/>\nand dynamics of politics, government, and law in the Universe. <br \/>\n&#0160;<\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-size: 13pt;\"><br \/>\n<span style=\"font-family: Arial;\"><br \/>\n<br \/>\n<\/span><span style=\"font-family: Arial;\"><strong>Towards a Decade of Contact: A Vision<\/strong><\/span><span style=\"font-family: Arial;\"> <\/span><\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<br \/>\nHow can the human population get beyond the anti-extraterrestrial<br \/>\nconceptual traps our institutions and terrestrial leaders keep<br \/>\nconstructing for us? One way is to build a new, participatory<br \/>\n<strong>exopolitical process<\/strong> whose purpose is to foment and structure<br \/>\nhumankind\u2019s preparedness to enter interplanetary society. <\/span><\/p>\n<p style=\"margin-left: 6px; margin-right: 2px; margin-top: 0; margin-bottom: 0;\"><span style=\"color: #111111; font-family: Arial; font-size: 13pt;\"><br \/>\n<br \/>\nThis participatory process is the Decade of Contact. As a society,<br \/>\nwe can dedicate a ten-year period of human education and community<br \/>\naction around integrating Earth into Universe society. The <strong>Decade of<br \/>\nContact<\/strong> is both a process and a public attitude. Extraterrestrial<br \/>\ncontact is our doorway into re-integration with Universe society.<br \/>\n<strong>Extraterrestrial contact<\/strong> is an interactive process, both with our<br \/>\nfellow humans and with Universe society itself. Just how many<br \/>\ndecades it will take to re-establish working contact with the<br \/>\norganized Universe seems to be partially in our own hands. <\/p>\n<p>The Decade of Contact is simple and straightforward. Any individual,<br \/>\ngroup, age group, institution, nation, or government can<br \/>\nparticipate. Participants in the Decade of Contact commit to<br \/>\ntransform their lives, their institutional focus, and resources to<br \/>\nre-establishing integration with organized interplanetary society.<br \/>\nRejoining Universe society is an <strong>exopolitical process<\/strong>, and will<br \/>\nhappen only as political momentum gathers at the personal, local,<br \/>\nregional, and global levels. The <strong>process of Universe integration<\/strong> may<br \/>\ntake time in lift-off, like a space vehicle starting its long<br \/>\njourney with slow lift-off from Earth. <\/p>\n<p>Mobilizing the human species to integrate with Universe society will<br \/>\ntake place in many concurrent ways. A key task is the gathering of<br \/>\ninformation, research, and scientific and educational resources<br \/>\nabout Universe society. Our dominant terrestrial model of reality is<br \/>\nfunctionally <span style=\"text-decoration: underline;\">a legacy from the Middle Ages<\/span>. Our collective new<br \/>\nknowledge base must be assembled from an exopolitical context. <\/p>\n<p>There are also important cultural components to the <strong>Decade of<br \/>\nContact<\/strong>, as <span style=\"text-decoration: underline;\">human awareness builds to a critical mass<\/span>.
