EXOPOLITICS is a book that, in its 2000 edition, founded Exopolitics, the science of relations among intelligent civilizations in the multiverse.<\/p>\n

EXOPOLITICS is a book that was time traveled <\/a>using advanced Tesla-based quantum access technology by the U.S. Defense Advanced Projects Agency (DARPA) from the year 2005 (or later) to the year 1971 (or earlier).  The futuristic innovative policy recommendations that Alfred would write in EXOPOLITICS in 2000 about relations with extraterritorial civilizations, and in 2005 about the intelligent civilization on Mars made Alfred a \u201cperson of interest\u201d to the CIA in 1971.  Because of the book EXOPOLITICS, Alfred has been subjected to intense political surveillance, harassment and torture by CIA and other alphabet agencies since 1971 to present. CIA has chosen to keep its relations with the Martian civilization, including U.S. President Barack H. Veritas:<\/strong> \u201cIt has now been five years since your first book, \u201cExopolitics: Politics, Government and Law in the Universe". <\/strong><\/em> <\/strong><\/em><\/a>In this book, you say that our best strategy for being released from the planetary quarantine that exists around this planet from the rest of \u201cuniverse society\u201d, is to initiate a ten -year program that encourages the world\u2019s people to raise consciousness, educate people about the existence of universe society, and create an open dialogue about how we can proceed to re-integrate with the rest of universe society. <\/em><\/p>\n

<\/em><\/p>\n

How much progress do you think we have made as a planet since the release of your book towards achieving this goal?<\/em><\/p>\n

<\/em><\/p>\n

Alfred:<\/strong> Greetings!  It is an honour to participate in an interview for Veritas Magazine\u2019s inaugural edition. This is truly a synchronistic time to launch a new venture dedicated to exploring the expansion of consciousness.  I can only hope that my words will add to our collective enlightenment.<\/p>\n

Decade of Contact (2000 \u2013 2010)<\/strong><\/p>\n

<\/strong><\/p>\n

The first decade of contact (2000 \u2013 2010) has been more vertical than horizontal. Exopolitics, as a consciousness portal, can function to help the process of consciousness expansion amongst humans to go beyond Earth\u2019s geo-stationery orbit and internalize the multiverse as a living, organized \u201chome\u201d.<\/p>\n

Exopolitics has succeeded beyond expectation in helping facilitate the acceleration of human consciousness of our existence in a multi-dimensional ecology of intelligent civilizations.<\/p>\n

Exopolitics may be a candidate for triggering a crucial sea change in human perception about our collective and individual living in a multi-dimensional universe, filled with intelligent, evolving civilizations some of which are interacting with us now.<\/p>\n

The book, Exopolitics,<\/em> was actually written in 1999 in Vancouver, B.C. Canada, and published online as a free book in the year 2000, as Exopolitics: A Decade of Contact. <\/em>I first presented the Exopolitics model publicly in June 2000 at a scholarly conference at the University of Wyoming chaired by Professor Leo Sprinkle.<\/p>\n

I published it in order to plant a new concept, a new field, a new mode of consciousness, a new societal infrastructure by which our Earthly human society could interface holistically with other intelligent civilizations in the multiverse.<\/p>\n

The first book defined Exopolitics as the science of relations among intelligent civilizations in the multiverse.  Disclosure of, and governmental and public acknowledgement and understanding of, an extraterrestrial and multi-dimensional presence on Earth has been accelerating since 2000.<\/p>\n

The Exopolitics model is the obverse of the 20th<\/sup> Century canon of science, which held that all intelligent life ends at Earth\u2019s geostationary orbit.  The penalty in the 20th<\/sup> Century for any professional not towing this scientific line was probable loss of professional status and possible harassment by government authorities.<\/p>\n

The Exopolitics model holds that we live in a highly populated Universe filled with intelligent, evolving civilizations operating under a universal law, having governance systems, and mediated by Universe politics.  We on Earth are just becoming aware that we live in a populated Universe.<\/p>\n

Like all models, Exopolitics provides a path for minds to go where they have not ventured before.  The Exopolitics model provides the interface between human and extraterrestrial societies.  The Exopolitics model is a human version of the Hundredth Monkey Effect<\/em>, which holds that once 100 monkeys have begun washing their yams on one island, this will result in all monkeys on all islands washing their yams.  Exopolitics allows all of us to internalize a truth:  that we are part of a populated Cosmos and that our neighbors are reaching out to us at this time.<\/strong><\/p>\n

As a \u201cmeme\u201d or psycho-social thought form, the Exopolitics model is now driving public policy regarding governmentally classified programs, observations, surveillance, and files of Extraterrestrial-related phenomena.  Since the year 2000, governments from various regions of the world have begun to release formerly secret files and make public statements regarding reports of Unidentified Flying Objects (UFOs), which may be either Extraterrestrial spacecraft or terrestrial craft based on Extraterrestrial technology, known as Alien Reproduction Craft (ARVs).  Likewise, former government officials, space experts, pilots and other officially sanctioned observers have also come forward to disclose their own experiences and provide testimony regarding the presence of Extraterrestrial or multi-dimensional civilizations on Earth.<\/p>\n

As Thomas Kuhn (author of The Structure of Scientific Revolutions<\/em>) wrote, scientific revolutions come about in paradigm shifts, in terms of the way that our entire human species chooses to define its reality.  No amount of scientific data will change any single individual\u2019s mind about the fact that humanity lives in a populated Universe filled with diverse advanced civilizations, some of which are seeking to engage us now.  Each person has to want to change his own mind, on the basis of available data and context.<\/p>\n

Exopolitics, Teleportation and Time Travel<\/strong><\/p>\n

<\/strong><\/p>\n

Teleportation, which has been achieved by compartmentalized secret time travel and teleportation projects of the U.S. government, is a quantum access technology that can lead to planetary sustainability, and ultimately transform our Earthling human society from a \u201ctype 0\u201d civilization to a \u201ctype 1\u201d civilization. This means that we have achieved mastery of our planetary resources on the Kardashev scale of measuring a society\u2019s level of technological advancement.<\/p>\n

<\/strong><\/p>\n

Exopolitics has played an unexpected, lateral role in the disclosure of the existence of time travel and teleportation projects, as it provided a platform for the disclosure of the existence of time travel and teleportation technologies by a U.S. government whistleblower Andrew D. Basiago.   As a child participant in DARPA\u2019s Project Pegasus secret time travel program, Andrew has time traveled to the year 2045 to retrieve time scrolls from the future containing information about a critical path toward a positive human future.<\/p>\n

Andrew reports that the year 2045 in the human future he visited, is beautiful. He notes that teleportation ports are built into the walls of the buildings, so that one will be able to teleport to a desired destination.<\/p>\n

If the future that Andrew visited in 2045 is a stable future that humanity chooses in the time-space hologram, then Exopolitics has been indirectly instrumental in providing some proof that we have survived the current challenges of transition in a positive way and have a sustainable planetary future ahead of us.<\/p>\n

I then learned that human consciousness could be positively affected by unexpected lateral developments from one\u2019s creations.<\/p>\n

Paradoxically, one of the most startling discoveries I made with the publication of the soft cover version of my book is that the book itself is a quantum access time travel artifact.  I was told that I am the first author in history to be informed that their book was traveled back in time.<\/p>\n

So, Exopolitics \u2013 the science of relations among intelligent civilizations \u2013 has been traveling as a meme and concept back and forth in the time-space hologram between the 21st<\/sup> century and at least 1971, informing the collective mind and the noosphere.<\/p>\n

I find that really exciting, although I am deeply concerned about the issues of invasion of privacy and social control by a secret government entity that can survey us through time.<\/p>\n

<\/strong><\/p>\n

All of this went public on November 11, 2009 to an audience of 4.5 million Coast to Coast AM radio program listeners, when Mr. Basiago publicly stated that this DARPA program involving time travel was identifying future persons of interest, including those who would serve as a U.S. president, and then informing such persons of their destinies.  Mr. Basiago stated that in the early 1970s, his late father, Raymond F. Basiago \u2014 an engineer for The Ralph M. Parsons Company who worked on classified aerospace projects \u2014 was present at a lunch in Albuquerque, New Mexico at which future U.S. Presidents George H.W. Bush and George W. Bush were guests shortly after they were informed that both would one day serve as president.<\/p>\n

He also stated that in the early 1970s, the DARPA program had identified future Presidents Jimmy Carter and Bill Clinton utilizing time travel technology. Mr. Basiago revealed that the reason Project Pegasus was able to identify Mr. Carter \u2014 who was then Governor of George \u2014 as a future U.S. President, is that the program was in possession of a copy of the Universe Books edition of Exopolitics: Politics, Government and Law in the Universe <\/em>by Alfred Lambremont Webre, a book that I would not write until 2005, but which bears a quote on its front pages of a statement made by President Jimmy Carter. In 1971, I was General Counsel of the New York City Environmental Protection Administration and had been placed under time travel surveillance by the U.S. government.<\/p>\n

In addition, Mr. Basiago met future President Barack Obama in Los Angeles, CA in 1982 when Mr. Basiago was attending UCLA and Mr. Obama, then a student at Columbia University, was visiting former classmates at Occidental College in Los Angeles. A statement that was made by the ally of Mr. Obama in the anti-apartheid movement that had introduced them revealed that Mr. Obama, then age 20, already knew that he would one day be President.<\/p>\n

Exopolitics and the Intelligent Civilization on Mars<\/strong><\/p>\n

Exopolitics proposes a public interest diplomatic initiative toward the intelligent civilization living under the surface of our nearest celestial neighbor, Mars.  We know from independent whistleblowers, Andrew D. Basiago and Arthur Neumann, who both say they have teleported to Mars and met Martian humans that an intelligent civilization of Martian humans \u2014 much like ourselves \u2014 lives in cities under the surface of Mars.  (You can learn more about the history of Martians in my book Exopolitics<\/em> and at ProjectMars.net<\/em>.)<\/p>\n

Exopolitics and The Discovery of Life on Mars<\/strong><\/p>\n

The Mayan Code<\/em>, published in 2006, by my colleague Barbara Hand Clow, she integrated the Calleman-Hand Clow<\/em> time acceleration matrix with this book, Exopolitics: Politics, Government and Law in the Universe<\/em>.  Hand Clow predicted that according to the time acceleration matrix, the end of Earth\u2019s planetary quarantine from open contact with extraterrestrial civilizations would commence sometime between November 13, 2008 and November 7, 2009.<\/p>\n

This event came on December 7, 2008, when American lawyer Andrew D. Basiago, founder and president of the Mars Anomaly Research Society (MARS) \u2013 of which I am privileged to serve as chairman \u2013 discovered dispositive evidence of life on Mars in photographs taken by NASA\u2019s Mars Exploration Rover Spirit<\/em> in 2007 and 2008 and beamed back to Earth.<\/p>\n

By careful scrutiny of NASA\u2019s Mars photographs, including PIA10214 and PIA11049, Basiago was able to confirm theories first postulated by Schiaparelli, Lowell, Tesla, Di Pietro, Molinar, Carlotto, Hoagland, Drasin, McDaniel, Pillinger, Hancock, Van Flanderen, Skipper, Brown, Webre and others, that Mars is an inhabited planet and break the NASA cover-up of life on Mars.<\/p>\n

Basiago\u2019s discovery is articulated in his 40-page paper entitled The Discovery of Life on Mars<\/em>, published on December 12, 2008, which includes text and photographs of the humanoid beings, animal species, carved statues, and built structures that exist on the surface of the Red Planet.  This landmark monograph is available at ProjectMars.net.<\/em><\/p>\n

According to Basiago, Mars apparently has a post-collapse ecosystem, the probable result of the catastrophe that befell Mars and Earth in 9,500 BC, when elements from the Vela supernova entered our solar system, fracturing Mars and squishing it into an oblate spheroid, while also destroying the great maritime civilization on Earth.<\/p>\n

The preliminary conclusions of Basiago\u2019s paper identify four typologies of humanoids and four typologies of animals on Mars, as well as artifacts linking Mars to the high culture that flourished in Egypt and built the Great Pyramid and the Sphinx from 12,500 BC and 9,500 BC.<\/p>\n

There is some evidence that the complex scenarios of life depicted in the photographs from NASA\u2019s Rover Spirit<\/em> may, in fact, be artificial tableaus in the form of psychological baffles constructed by the intelligent civilization on Mars in order to ward off hegemony by those on Earth.<\/p>\n

This diversionary scenario would be consistent with the remote viewing evidence of Martian psychology.  The remote viewing evidence explored in my book indicates that the Martian civilization, unlike our current human civilization, is peaceful and uses secrecy as a survival mechanism.  Humanity is organized around a war economy, and has advertised its presence, its location, and its propensity for warfare in broadcasts and probes sent out into the wider Universe.<\/p>\n

Of his epochal discovery, Basiago has stated:<\/p>\n

My discovery of life on Mars evokes ancient fears, topples modern totems, and unmasks official untruths.  Mars is inhabited.  In fact, the Red Planet, which every two years is the planet that comes closest to Earth, is not only teeming with life, but is a case study of a collapsed ecosystem.  Mars is an example of what could happen to the biosphere on Earth, if our ecosystem were to collapse.  From my perspective, the question that now confronts us, therefore, is not \u2018Shall we permit the belief that Mars is inhabited?\u2019 but rather \u2018How shall we think about it now that we have knowledge that another planet in our solar system harbors life?\u2019<\/em><\/p>\n

This astonishing disclosure marks the beginning of the end for the embargo of the truth about extraterrestrial life established by the CIA\u2019s Robertson Panel, which decreed in 1953 for \u201cnational security,\u201d evidence of extraterrestrial life would be debunked in the mainstream media and those claiming contact with extraterrestrials would be publicly ridiculed.<\/p>\n

The discoverer of life on Mars thinks that it is significant that life on Mars has been discovered in NASA\u2019s own photographs.  Basiago notes that NASA is obligated by its founding legislation \u2013 the National Aeronautics and Space Administration Act of 1958 \u2013 to explore the Universe and report its findings so as to promote \u201cthe expansion of human knowledge of \u2026 space.\u201d  NASA\u2019s suppression of its own data about life on Mars might be related to a covert agenda by the US government to colonize Mars for its strategic military advantage. This would be contrary to international law, which protects celestial bodies and their biospheres as universal commons.<\/p>\n

The scientific confirmation of life on Mars in the photographs of the Martian surface taken by NASA\u2019s Mars Exploration Rover Spirit<\/em> in 2007 and 2008 marks a new era for humanity, one that brings critical challenges and opportunities.  A new Decade of Contact has, in fact, begun \u2013 or at least, a new Decade of Contact with the ecology and civilization of Mars.<\/p>\n

Our planetary quarantine has ended, and the proof of the existence of life elsewhere in the Universe has now been revealed by NASA on the World Wide Web for the entire world to see.<\/p>\n

The missions to Mars by the United States, Europe, Japan, China, India, Russia, and any other space-faring nation or group must now be re-examined in light of the discovery of life on Mars and the ecological, biological, social, and ethical challenges that this discovery gives rise to.<\/p>\n

Earth\u2019s era of a public exopolitical agenda and universal citizenship has at last begun.  We now have the opportunity to participate in the emergence of this exciting new era, and determine the peaceful and cooperative direction of its growth.<\/p>\n

<\/strong><\/p>\n

Veritas:<\/strong> And for those who wish to assist with moving towards this 10-year program of open dialogue, what intuitively do you feel are the first steps that individuals or groups can actively take?<\/p>\n

Alfred:<\/strong> That is a good question. At one level, the Decade of Contact can manifest in terms of formal governmental objectives, and individuals can get involved to the extent that local, state, national, or international government organizations they are dealing with are not infiltrated or corrupted by  \u2014 for lack of a better term \u2013 the permanent war economy (New World Order).<\/p>\n
