On May 2,
\n2010 former Canadian Minister of Defence Paul Hellyer, who is \u201cis the
\nlongest serving current member of the Privy
\nCouncil<\/a>, just ahead of Prince Philip,\u201d publicly defended
\nextraterrestrial civilizations as he believes that not only have
\nextraterrestrials visited Earth but they have also contributed
\npositively to human technological advancement, as was reported by
\nCanada\u2019s CTV News<\/a>.  <\/p>\n

According to one source<\/a>, the Queen\u2019s Privy Council for Canada is the
\n\u201cfull group of personal consultants to the monarch of Canada on state
\nand constitutional affairs, though responsible government requires the
\nsovereign and\/or her viceroy, the Governor General of Canada, to almost
\nalways follow only that advice tendered by the Cabinet \u2014 a committee
\nwithin the Privy Council composed of elected Members of Parliament.
\nThose summoned to the QPC are appointed for life by the governor general
\nas directed by the Prime Minister of Canada, meaning that the group is
\ncomposed predominantly of former cabinet ministers, with some others
\nhaving been inducted as an honorary gesture."<\/p>\n

\u201cThe reality is
\nthat they've (extraterrestrials) been visiting Earth for decades and
\nprobably millennia and have contributed considerably to our knowledge. 
\nMicrochips, for example, fiber-optics, they are just two of the many
\nthings that allegedly \u2014 and probably for real \u2014 came from crashed
\nvehicles," Defense Minister Hellyer said<\/a>.<\/p>\n

\naccused Cambridge professor Stephen Hawking of spreading misinformation
\nabout extraterrestrial civilizations. In an interview, Mr. Hellyer said<\/a>, \u201cI think Prof. Hawking is indulging in some
\npretty scary talk there that I would have hoped would not come from
\nsomeone with such an established stature.\u201d Hellyer further added, \u201cI
\nthink it's really sad that a scientist of his repute would contribute to
\nwhat I would consider more misinformation about a vast and very
\nimportant subject.\u201d<\/p>\n

On April 25, 2010, Prof. Stephen Hawking
\nimplied potential contact with extraterrestrial civilizations is
\ndangerous.  He stated<\/a> on a Discovery Channel documentary, \u201cIf
\naliens ever visit us, I think the outcome would be much as when
\nChristopher Columbus first landed in America, which didn\u2019t turn out very
\nwell for the Native Americans.\u201d While there may be benign aliens out
\nthere, Prof. Hawking says trying to make contact is \u201ca little too
\nrisky.\u201d<\/p>\n

There are many credentialed
\nwitnesses<\/a> to friendly Off Planet
\nCultures.  For example, Examiner.com has also identified two whistle
\nblower eyewitnesses<\/a> to extraterrestrial civilizations from
\nU.S. government secret programs, including former U.S. Department of
\nDefense scientist Arthur Neumann, and former DARPA Project Pegasus
\nparticipant and attorney Andrew D. Basiago.  Mr. Neumann and Mr. Basiago
\nhave independently testified they have met with representatives of a
\nfriendly, advanced humanoid Martian civilization.  <\/p>\n

Transparent
\npublic diplomacy and cooperation with ethical extraterrestrial
\ncivilizations, by the evidence, is not a threat to humanity, and is in
\nthe strategic best interest of the U.S. and the entire world community.<\/p>\n

As an illustration of where canonical academia \u2013 as opposed to
\nexopolitical research stands regarding the extraterrestrial presence – The
\nJournal of Cosmology<\/a>, a scholarly journal of Astronomy and
\nAstrophysics associated with the Department of Astronomy, Center for
\nAstrophysics, Harvard-Smithsonian, Cambridge, MA has published the views
\nof 12 scientists commenting on Prof. Hawking\u2019s statement regarding
\nextraterrestrials.  According to the Los Angeles Times<\/a>, \u201cSome criticized Hawking's use
\nof human behavior to predict what aliens would do, but others said that
\nhuman behavior was a reasonable yardstick. Few, however, questioned the
\npremise of Hawking's statements \u2014 that alien life forms probably exist
\nand we are likely someday to encounter them.\u201d<\/p>\n
