Recent
\nwhistleblower, direct witness and documentary evidence have led to the
\ndevelopment of new typology of extraterrestrial civilizations.  The new
\ntypology establishes the following types for extraterrestrial
\ncivilizations and extraterrestrial governance bodies as concerns
\nextraterrestrial law.  The new typology for extraterrestrial
\ncivilizations was developed by Exopolitics author and researcher Alfred
\nLambremont Webre, JD, MEd<\/a> in response to a request by Oxford University Press<\/a>, a
\ndepartment of the University of Oxford, U.K.<\/p>\n

The new
\nevidence-based typological model divides extraterrestrial civilizations
\ninto (A) Extraterrestrial civilizations (3rd dimension), that is (1)
\nSolar system civilizations (3rd dimension) based in the third dimension
\nin our solar system, such as the intelligent human civilization living
\nunder the surface of Mars that reportedly enjoys a strategic
\nrelationship with the United States government; and (2) Deep space
\ncivilizations (3rd dimension), that is, intelligent extraterrestrial
\ncivilizations that are based in the third dimension and on a planet,
\nsolar system, or space station in our or another galaxy or in some other
\nlocation in this known physical, third dimension universe. (B)
\nHyper-dimensional civilizations, that is intelligent civilizations that
\nare based in dimensions or universes parallel or encompassing our own
\ndimension and that may use technologically advanced physical form and\/or
\ntransport when entering our known dimension or universe.  With regard
\nto extraterrestrial law and governance, the new extraterrestrial
\ncivilizations typology identifies (C) Extraterrestrial governance
\nauthorities: Legally constituted extraterrestrial governance authorities
\nwith jurisdiction over a defined territory, such as the Milky Way
\nGalactic Federation, which has been empirically located in replicable
\nresearch.<\/p>\n

Conventional typology<\/a>
\nis \u201cthe study
\nof types\u201d, in anthropology a typology is \u201cthe division of culture by
\nraces,\u201d in archaeology a typology is \u201cthe classification of things
\naccording to their characteristics,\u201d and in psychology a typology is
\n\u201cthe classification of things according to personality types.\u201d<\/p>\n

Existing
\ntypologies of extraterrestrial civilizations are limited and do not
\nreflect the manner in which extraterrestrial civilizations exist and are
\nself-governed in the multi-verse.  The Kardashev scale typology<\/a>
\nthat Nikolai Kardashev and Dr. Michio Kaku have developed is based on \u201c
\na civilization's level of technological advancement,\u201d rather than on
\nthe multi-verse dimension in which the civilization exists, which is a
\nmore fundamental typological, locational and developmental criterion. 
\nThe extraterrestrial typology<\/a>
\ndeveloped by Dr. Michael E. Salla, classifying extraterrestrial
\ncivilizations by race or approximate location and whether they are
\n\u201ccooperating with or outside earth's
\nMilitary-Industrial-Extraterrestrial Complex,\u201d again neglects the
\ndimensional anchoring of extraterrestrial civilizations. This specific
\ntypology appears to be too anthropocentric and subjective for universal
\napplication.<\/p>\n<\/p>\n
